ORDINANCE #37 (series of 1984) AN ORDINANCE RECOGNIZING GENERAL FUND REVENUE OF $2,100; APPROPRIATING GENERAL FUND EXPENDITURES OF $8,800; TRANSFERRING $20,000 FROM THE LAND FUND TO THE GENERAL FUND; APPROPRIATING ELECTRIC FUND EXPENDITURES OF $4,000 was read by the city clerk Councilman Knecht moved to adopt Ordinance #37~ series of 1984, on first reading; seconde~! by Councilwoman Walls. Roll call vote; Councilmembers Blomquist, aye; Knecht, aye; Walls, aye; Collins, aye; Mayor Stirling, aye. Motion carried. LIQUOR LICENSE RENEWALS Councilman Knecht moved to approve the renewals for Maurice's; Sushi Masa, Cooper Street Pier, Hickory House, Tom,~s Market; Freddie's, Wienerstube; Uncle Willy's Spirit House; Home Plate; Seconded by Councilman Collins All iD favor, motion carried. · QUILLEN APPEAL Councilman Knecht moved to approve Resolution #39, Series of 1984, with format changes; seconded by Councilman Collins. City Attorney Taddune told Council the Court of Appeals thought both lots were undeveloped and were purchased at separate times, which was a mistake. Taddune said if Council agrees he will file a petition for rehearing. Penny Evans, homeowners association, said two of the homeowners in the area strongly support Council passing this resolution. All in favor, motion carried. TOWING AGREEMENT City Manager Schilling explained this contract will protect the city's interests, the contractor will commit two vehicles at 3 a.m.; there is a courtesy tow provision; the rates are $40 for regular tows, $25 for courtesy tows. Schilling said the city added a provision to allow the city to use their tow truck in certain instances, like a bike race. Ceuncil requested the contract be circUlated and they will take action Nevember 13th. Councilman Knecht suggested something like this should be left up to the city manager. Taddune said major contracts should be done by ordinance or resolution. BCARDS AND COMMISSIf, NS Mayor Stirling said Council spent nine hours interviewing over 20 people. Mayor Stirling moved to nominate Jasmine Tygre, Roger Hunt and Mari Peyton as regular members; Ramona Markalunas as an alternate; seconded by Councilman Collins. Councilman Knecht said he would like to choose members for Boards and Commissions with a scoring process with all five Councilmembers being able to list their priorities whether they can be present at the interviews or pct. This would be a fairer way to do it. Mayor Stirling said those present at the interviews were unanimous. Councilman Knecht said he would like the process changed in order to allow everyone to participate. All in favor, with the exception of Councilman Knecht. Motion carried. Mayor Stirling moved to nominate to the Wheeler Opera House Board Don Fleisher as dance; Ellen Kohner as theatre and John Stanford as music; seconded by Councilman collins. All in favor, with the exception of Councilmembers Walls and Knecht. Motion carried. Mayor Stirling moved to nominate to the Historic Preservation Commission Mona Frost, Patricia O'Bryan and ~eorgeann Wagqaman; seconded by Councilman Collins. All in favor, motion carried. Mayor Stirling moved to nominate Spencer Schiffer to the CCLC; seconded by Councilman Collins. All in favor, with the exception cf Councilman Knecht. Motion carried. Mayor Stirting moved to appoint Phil weir and Edith Dunn to the Clean Air Advisory Board; seconded by Councilman Collins. All in favor, with the exception of Councilman Knec~t. Motion carried. Council went into executive session at 9:50 p.m. , City Clerk Adjourned Meetin~ Asp.en City Council November 13,. 1984 Mayor Stirling called the meeting to order at 5:00 p.m. with Councilmembers Walls and Blomquist present. Mayor Stirling asked whether the contractor's requests for guaranteed compensation in 3-7 tows and limitation on the city's right to tow with its own resources had been granted in the proposed agreement. City Manager Schilling said that same were not granted, and contractor had agreed to document as written. Schilling pointed out that the other tow companies in the city has been contacted and expressed no interest in competing for the city's contract tow program for 1984-85, 3820 Adjourned Meeting Aspen City Cc~uncil November ] Councilman Blomquist moved approval of the tow contract; seconded by Councilw¢ All in favor, motion carried.
