Special Meeting Aspen City Council March 3, 1980
Mayor Edel called the meeting to order at 5:10 p.m. with Councilmembers Van Ness, Parry,
Michael, Isaac, and Behrendt present. The meeting is to discuss the bids for Street
improvements, North Mill street, regrading and stormsewer project.
City Engineer Dan McArthur presented tabulations of bids for alternates a and b from Bid approvals
Elam Construction, Pascal Construction and Pueblo Paving. Elam construction was low North Mill St.
bidder on both alternates. McArthur submitted a breakdown of how the monies will be storm sewers
spent subtracting coSts incurred. Because of increased costs some items will have to be
deleted, such as some handicapped ramps, downtown overlay and the antique lights on Mill
street. Seventeen lights need to be placed on Mill street and the lights cost $3300 eachi!
for a total of $56,000. These are only the material costs. Regular street lights cost
a total of $15,000 for a difference of $41,000. Mayor Edel asked if there wasn't a
contingency in the $1,200,000 budget. McArthur told Council the~budget was based on 1980~
dollars; however, asphalt has doubled since last year's prices. Mayor~Edel pointed out
the bond money is collecting interest and asked what was happening to that money. Ms.
Butterbaugh said some of it was used for general fund appropriations.
McArthur listed some of the bid items that if the city does the work, it will reduce the
cost of the original bid by $47,000. This would have the bid for Elam to do the work at
$949,962. It would cost the city some labor and material costs. McArthur pointed out
the bid for replacement costs come in 3 or 4 times the estimate. Ms. Butterbaugh esti-
matedlthe interest to be around $80,000; of that $20,000 was used to help balance the
budget. Mayor Edel said to take the $15,000 in the budget for street lights and add
$45,000 from the interest and go with antique lights. ~ouncil concurred to go ahead with
antique lights from a legitimate source. McArthur said he felt the street overlay would
suffer the most from this budget.
Mayor Edel asked the difference between alternates A and B. McArthur told Council the
only difference is A used concrete to reinforce the storm sewer pipe and B used corregate
metal pipes. McArthur said he would like to use A but the cost is prohibitive. The
concrete is basically self-cleaning and the corregated has a higher maintenance.
Ms. Butterbaugh said the in-house work has not been budgeted for as far as labor time.
McArthur said he had talked to parks director who is not crazy about the idea but will
work with McArthur to get it done. Council asked City Manager Chapman to work with the
parks director on the budgeted projects and how to get this done.
Mayor Edel asked about closing Mill street. McArthur told Council he had asked Elam for
a reduced price if Mill street would be closed completely. This reduction would only
be $1500 to $2000. Councilman Isaac asked when the work would begin. McArthur said if
they are on schedule it will start April 1 and will run into August.' The majority of the
work will be done in June and July. The contract calls for the downtown work to be
completed by July 13 or there is a $500 a day penalty. Councilman Behrendt suggested
McArthur get together with the Chamber to coordinate this project.
Councilman Behrendt moved to accept the Elam contract of alternate B for the street
improvements of North Mill street with a topset figure of $950,000, including city
department work and approving the use of antique lights on Mill street; seconded by
Councilman Van Ness. All in favor, motion carried.
Councilman Parry moved to approve the renewal of the liquor license for Aspen Club;
seconded by Councilman Isaac. All in favor, motion carried.
Councilman Isaac told Council he had been to a COG meeting in which they discussed the
trouble with budgetary control over John Musick. COG made a decision to fire Musick.
Councilman Isaac told Council Musick had a $116,000 budget and after two months he had
billed $90,000 including a $50,000 over run from last year. Ms. Butterbaugh told
Council Musick's city budget,'ran over $11,000 last year and the city is negotiating with
Musick. Mayor Edel asked for a breakdown of MuSick's bills.
Councilman Van Ness moved to adjourn at 6:00 p.m.; seconded by Councilman Isaac. All
in favor, motion carried.
