Mayor Herman Edel called the meeting to order at 5~20 P,M, with Councilmembers Isaac,
Parry, and Van Ness, and Bill Dunaway of the Aspen Times and City Manager, Wayne Chapman
were present. This is a continuation of a regular session of the City Council concern-
ing the approval or denial of the Municipal Bonds as presented. ~Ounci~mah Isaa~ .moved
for attending secretary, Sandi Meredith to read Ordinance #19, Series of 1980; seconded
by Councilman Van Ness. All in favor, motion carried.

AN ORDINANCE TO CONTRACT AN INDEBTEDNESS ON BEHALF OF THE CITY OF ASPEN, ~.0. Bond
COLORADO, AND UPON THE CREDIT THEROF, BY ISSUING THE GENERAL OBLIGATION ~loyeehousing
BONDS OF THE CITY IN THE AMOUNT OF $4,000,000 FOR THE PURPOSE OF CONSTRUCTING
PUBLIC HOUSING FACILITIES; PRESCRIBING THE FORM OF THE BONDS; PROVIDING
FOR THE LEVY OF TAXES TO PAY THE SAME; PROVIDEING OTHER DETAILS CONCERNING
THE BONDS; RATIFYING ALL ACTION HERETOFORE TAKEN IN CONNECTION THEREWITH;
AND DECLARING AN EMERGENCY was read by the deputy city clerk.
Mayor Herman Edel entertained a motion to adopt Ordinance ~19, Series of 1980, on first
reading; seonded by Councilman Parry, Roll call vote; Council members; Isaac, aye;
Parry, aye; Van Ness, aye; Mayor Edel, aye. Motion carried.
Mayor Edel entertained a motion to continue this meeting at a regular session for 2nd
reading on May 27th, 1980; so moved by Councilman Isaac; seconded by Councilman Parry..
Motion carried.
Mayor Edel entertained a motion to adjourn at 5:45 P.M.; so moved by Councilman Van Ness;
seconded by Councilman Parry. Alllin favor; motion carried.

S~ecial Meeting A$~en City Council May 21, 1980
Mayor Edel called the special meeting to order at 9:00 a.m. with Councilmembers Behrendt,
Collins, Michael and Parry present.
The purpose pf the special meeting was the approval of Troxel Construction as the low Contract
bidder for the Cooper Avenue water main extension. Cooper Avenue

Jay Hammond from the City Engineering Department prepared a memo indicating the bid esti-
'mates of the two lowest bidders (Troxel and Cone) as well as the estimated total cost of
the base contract and alternate #1 which is a 16-inch line from Durant and Hunter to Sprin! ~
and north along Spring to Cooper Avenue.
The bid opening was held on Friday, May 16, four bidders present. TrOxel was chosen with
the lowest bid. City Council approved the $72,000 for the project at the last budget up
date meeting. Alternate ~1 would be funded by $10,000 from the water department surplus
budget.
Before approving the additional $10,000 for alternate #1, Councilman Behrendt wanted to kn¢
if the $10,000 was actually in the Water Department surplus budget to give away.
City Engineer Dan McArthur said that City Manager Chapman and Jim Markalunas of the Water
Department had conducted a conference on transferring the money from the Water Department
budget. Council wanted the events of the conference to be explained by Manager Chapman.
Councilman Behrendt made the motion to approve Troxel's base contract bid. Councilwoman
Michael seconded the motion. All in favor, motion carried.
City Finance Director Lois Butterbaugh said that Jim Markalunas had extra money - about
$30,000 - the Water Department's slush fund.
Councilmember Behrendt moved to approve the transfer of $10,000 from the Water Department
budget for systems upgrade, into the Cooper Avenue project and alternate #1.
Councilmember Collins asked if the extra money not used for the project and the alternate
would go back into the Water Department funds.
Manager Chapman then came to the meeting and explained that the Water Department did not
have the extra funds but that there were unappropriated funds from last year that had not
been used.
Councilmember Behrendt was concerned that the money might be used for things other than th
designated purpose.
Finance Director Butterbaugh said that there is always a general systems upgrade fund, and ~
each year it grows smaller. Before it can be use~, it must have a specific designation. ~
Councilmember Behrendt amended his motion stating tha~ the extra $10,000 come from either ~
last year's balance of unappropriated funds or land fund; seconded by Councilwoman Michael.
All in favor, motion carried.
Councilmember Behrendt moved to adjourn the meeting; seconded by Councilmember Parry. All
in favor, motion carried. Meeting adjourned at 9:30 a.m.
