Hyman Avenue, Conceptual Review- PUBLIC HEARING DATE: April 10, 1996 SUMMARY: The applicant requests HPC approval for a signficant remodel of the existing building at 426 E. Hyman Avenue. This building was built in 1969-1970 and is located within the Commercial Core Historic District. It exceeds current FAR allowances. APPLICANT: L and M properties, represented by Baker Fallin Assoc. LOCATION: 426 E. Hyman Avenue, Lot P, Block 88, City and Townsite of Aspen. ZONING: "CC," Commercial Core. Conceptual Development PROJECT SUMMARY AND REVIEW PROCESS: All development in an "H," Historic Overlay District must meet all four Development Review Standards found in Section 26.72.010(D) of the Aspen Land Use Code in order for HPC to grant approval. 1. Standard: The proposed development is compatible in general design, massing and volume, scale and site plan with designated historic structures located on the parcel and with development on adjacent parcels when the subject site is in a "H," Historic Overlay District or is adjacent to an Historic Landmark. Response: The project involves remodeling of the existing structure, to create a new street facade. 1 .. Currently, there are two stairs in the building, one in the front corner, which is a shared required egress with the Sportstalker building, and the other which is on the alley. These existing staircases control where the floor levels for the building lie. - Staff is very much in support of a remodel of this building as it has none of the typical features or characteristics of the adjacent historic structures and does nothing to strengthen the qualities of the historic district. In reviewing the design guidelines for new construction in the Commercial Core, the guidelines clearly encourage carrying the proportions, solid-to-void ratios, cornice lines, storefronts, and other features of historic commercial buildings through in new construction, preferably in a contemporary, rather than imitative manner. The proposed design reflects very little in the way of those historic characteristics, due in great part to the location of the floor levels, which do not align with those of the Sportstalker or Aspen Drug. Historic commercial buildings in Aspen tend to have a "grand" first floor level for shops, with about 16' from floor to ceiling. The first floor level of the proposed structure is 11' from floor to ceiling. The large first floor space may be less appealing to developers now due to the high value of commercial property and the desire to have the maximum number of floors in the building. Staff finds that as proposed, with the absence of any alignment between the new building and neighboring structures, that the new building does not contribute to the historic streetscape much more than it does in its current condition. Staff recommends a restudy of the following elements. The first floor level fenestration should be revised to be the same height as that of the Sportstalker and Aspen Drug. A recommended solution for dealing with the floor height issue is to pull back the second level floor structure as far as possible on the inside of the building. A similar solution can be seen at Boogie's, Les Chef's, and the south wall of City Hall. Upper level fenestration should align with or be compatible with that of Sportstalker, to the extent possible. Aspen's 19th century commercial buildings all feature a strong cornice line. This should be reflected in the proposed building, not by using an ornate Victorian cornice, but possibly through a change in materials, brick color, etc. (The cornice need not align with that of the Sportstalker- this building may be taller if desired). In addition, the "pop-top" is not consistent with the typical box form of Aspen's commercial buildings. 2 .. The storefront is very important in establishing a rhythm along the street. Staff recommends that the entry door be centered and slightly recessed, both because that is typical along the mall and because the front door should be set off from the entry into the stairwell. The proposed stairwell on the west end of the street facade is apparently due to a code concern. Staff recommends study of a different solution and elimination of this stair. 2. Standard: The proposed development reflects and is consistent with the character of the neighborhood of the parcel proposed for development. Response: This remodel has the potential to significantly strengthen the character of this side of the block and the mall in general. The changes recommended above are directed at consistency with the neighborhood. 3. Standard: The proposed development enhances or does not detract from the historic significance of designated historic structures located on the parcel proposed for development or on adjacent parcels. Response: The proposal does not affect the historic significance of any adjacent parcels. 4. Standard: The proposed development enhances or does not diminish from the architectural character or integrity of a designated historic structure or part thereof. Response: Because the Commercial Core is a historic district, recognition of, and reflection of established architectural patterns is important to the preservation of the architectural character of the area. Residential Design Checklist Ordinance #30 applies to all residential development in the City of Aspen, including mixed use projects. This project is in conflict with several elements of Ordinance #30, namely, building orientation (requires a street oriented entrance and principal window), building elements (requires a one story element at least 20% of the width of the facade), build to lines, and primary mass. Staff recommends that HPC waive these standards because the units do not have a direct relationship to the pedestrian streetscape. 3 .. ALTERNATIVES: The HPC may consider any of the following alternatives: 1) Approve the Development application as submitted. 2) Approve the Development application with conditions to be met prior to issuance of a building permit. 3) Table action to allow the applicant further time for restudy. (specific recommendations should be offered) 4) Deny Development approval finding that the application does not meet the Development Review Standards. Recommendation: Staff recommends HPC table the application with the following direction to the applicant: 1. The first floor level fenestration shall be revised to be the same height as that of the Sportstalker and Aspen Drug. 2. Upper level fenestration should align with or be compatible with that of Sportstalker, to the extent possible. 3. Create a stronger cornice element. 4. Eliminate the roof "pop-top." 5. Center the entrance door. 6. Eliminate the new stair on the street elevation. 7. HPC hereby waives Ordinance #30 design review standards, except for those dealing with FAR issues. 4 0 0 . Concentual selection of maior building materials North Elevation (Alley)- Existing materials consist of brick veneer and wood siding. these materials will be used on new elements of the building. South Elevation (Mall) New facade at the first and second floor levels will be primarily brick veneer with stone trim with wood trim features. The third floor facade elements will be principally painted wood. 2. Written description The applicant, L and M Properties, are the holders of a new 20 year lease on the structure located on Lot P Blk 88 City of Aspen. The owners of the property, Loma Alta Corporation, conditioned the lease on certain physical improvements to this building that include a new 2-story brick facade. The existing building is non-conforming in terms of open space, parking and FAR and the intent is to not exceed the existing total FAR totals. In order to create a new two story facade, the existing second floor will move forward approximately 14-feet south; which in effect would increase the floor area. This increase is one of several increases throughout the building regarding stair enclosures and alterations that will be taken away - from the second floor area, i.e., the net effect is no change in the existing building FAR and a reduction in the stair/deck tabulations, by creating a two story space at the first floor as shown on the enclosed drawing. The third floor consists of two existing studio apartments and one two bedroom apartment. The applicant intends to renovate the interiors of the two studio units, and to create a new roof and interior layout within the existing floor plan of the two bedroom unit. ._ i' e Â¥ ... The building is within the Historic Overlay District. but has no historic designation. The building was constructed in 1969-1970 and exhibits characteristics of that year in that there is little or no historical reference to the older buildings on the mall. The new design attempts to correct this deficiency by the use of brick, stone and proportion as recommended in the guidelines. The second floor aligns with the second floor of the adjacent building along the west side, Lot 0, Blk 88, but the Sportstalker Building to the East on Lot Q, Blk 88, has its second floor one-half level higher. The 426 Building shares the main stair exits at the mall and alley with the Sportstalker building which fixes the stairs and exits to their existing locations. HYMAN AVENUE, CONCEPTUAL DEVELOPMENT REVIEW NOTICE IS HEREBY GIVEN that a public hearing will be held on Wednesday, April 10,1996, at a meeting to begin at 5:00 p.m. before the Aspen Historic Preservation Commission in the Sister Cities Meeting Room, Basement of City Hall, 130 S. Galena Street, Aspen, Colorado, to consider a proposal submitted by LOMA-ALTA Corp., requesting conceptual development approval for a remodel of the existing building, including changes to the street facing facade. ASPEN HIST~C PRESERVATION COMM~ION APR. 10. 1996 426 E. HYMAN - CD - PH Sven Alstrom seated. Amy Amidon stated that the proposal is to construct a new facade for the building, one which aligns with the other buildings. In general Staff is in favor of a new facade as the building does not contribute to the historic district as it exists today. The features do not align with the adjacent Sportstalker building or the Aspen Drug building and a lot of that is caused by the remodel as they are not tearing the building down and there are existing floor levels already established. In reviewing this at least at the first floor level it is important to create a grand somewhat taller commercial space. Staff recommends that the first floor level be pulled back from the wall so the building front can be carried upward. Staff is recommending tabling with the following restudy issues: 1. The first floor level fenestration shall be revised to be the same height as that of the Sportstalker, to the extent possible. 2. Upper level fenestration should align with or be compatible with that of the Sportstalker, to the extent possible. 3. Create a stronger cornice element. 4. Eliminate the roof"pop-top." 5. Center the entrance door. 6. Eliminate the new stair on the street elevation. 7. HPC hereby waives Ordinance #30 design review standards, except for those dealing with FAR issues. Assistant Attorney David Hoefer stated that the proof of notice has been submitted. Chairman Jake Vickery opened the public hearing. George andj Jadet Lathan are the applicants. George Lathan stated that he was a resident for 20 years and he fit the bill for a tenant of the property with the understanding that they would remodel 3 ASPEN HISTOM[C PRESERVATION COMMI~ON APR. 10. 1996 the building. George stated that he agreed with most of Staff s recommendations. Dick Fallin, architect stated that there is a full basement that will be a night club bar arrangement that will remain and has two exits out of the basement one at the alley and one at the front which will be remodeled with the new store front remade. The first and second floor are retail in the front and the accounting offices will be on the back part of the second floor. He also stated that the unique part of this building is, its part of the Sportstalker structure and the existing stairwell that is exposed on the mall is the fire exit for the sportstalker operation. They are a two story building and ours is a three story building. The stair shall remain where it is and they are just remodeling how they actually use it from inside George's operation. There is an existing corridor that runs down behind the first window in the Sportstalker building which run through to the back of the building to another exit that goes into the alley. There is a 1/2 floor level difference from one building to the other which causes problems on how the facade is addressed. Fallin also indicated that they would like to be able not to be dependent on a tenant for the second floor that has to be part or George' s operation. In response to Staff's concern about the new stair, the west stair, it was to give direct access to the second floor retail operation. It has been determined that the new stair makes the store front on the first floor narrower for display purposes which is a curtail point of any retail operation. New sketches were entered into the record. Dick Fallin stated that the building is a non-conforming building and is in the historic overlay district. The FAR can be moved around but it cannot exceed what is already there. Dick Fallin asked i f walls were done on three sides is there a way that it can be called an open stair so it doesn't effect the FAR. HPC has indicated that they would like to see the stair closed and the Planning Office has indicated ' that if HPC approved the closed stair they will agree also. 4 ASPEN HISTORI~RESERVATION COMMISSI~ APR. 10. 1996 Janet Lathan stated at the site visit a great objective of HPC was to bring the front out. She stated that they took that direction and gave up FAR to achieve that. A window point is necessary on the second floor. Dick Fallin stated that an elevator is proposed in the alley to suffice ADA, and they are not required to go up to the third floor. COMMENTS & CLARIFICATIONS Jake Vickery asked ifthe elevator would be accessed through George's space. Dick Fallin stated yes. Susan Dodington asked if the height of the Sportstalker first floor was the consistent height in the historic district throughout town. Amy Amidon stated that the Sportstalker and Aspen Drug were about 16 feet and in looking at other buildings across the street that was consistent. Martha Madsen asked if it was unrealistic to try to use common space for the stairway access. Dick Fallin stated that the stair could not be put in the that area because it is a separate lease and they are not remodeling their building. Janet Lathan, owner: When they built that building there was a staircase outside the sportstalker and they took that down and right from the beginning there was a common space. The two buildings are joined. Roger Moyer asked i f the second floor was set back and that facade was not a facade and you had an exterior walkway outside on the second floor to the east would that effect your FAR. Janet Lathan stated that it would effect the retail. Amy Amidon stated that if a floor is not there it is not FAR. 5 ASPEN HISTOM~C PRESERVATION COMMI~ION APR. 10. 1996 Roger Moyer stated if the space is open it would not effect their FAR. Dick Fallin stated that for clarification they have taken the one box and split it in half and pulled it apart to create a two story space so the first floor has an area that is two stories high with the two isolated boxes at each end so the net FAR is the same, except i f the stair is classified as interior for every floor area of that stair they would loose that FAR from the existing second floor retail space. Roger Moyer stated that the applicant needs the stair to be considered open from the HPC so it doesn't count as FAR. Melanie Roschko asked what the size of the retail space on the second floor was. Dick Fallin stated originally 1800 sqft. and they have taken out 400 sqft. for stairs. The 1400 sqft. is divided into two separate spaces. Sven Alstrom asked ifthe materials would be brick veneer and steel detailing. Dick Fallin stated that the third floor would be a wood front and set back 15 feet. Chairman Jake Vickery closed the public hearing. COMMISSIONER COMMENTS Donnelley Erdman stated that he feels exhibit #2 should be explored as a strong transitional element as a facade. The element does not slavishly try to pull the horizontal lines of the Sportstalker historical element into it. The recessive stair slot provides an articulation between the historical resource and our infill and stands on its on strongly. Vickery stated that the recess slot is only 6 inches. Erdman stated that it has been given a darker treatment and the approach is worth exploring. 6 ASPEN HISTORI~RESERVATION COMMISS~ APR. 10. 1996 Sven Alstrom stated that he agrees with Staffs memo defining criteria to evaluate a good solution. For conceptual we need a better presentation of the materials, color and shadow. The handrails stand out and the open space in the photos creates a hole and exhibit #2 is a way of diverting and has a stronger identity. Amy Amidon' s criteria could be applied as historical references and still get a strong identity. He also stated that he was not sure he would support an open stair. Susan Dodington stated that some businesses have a door. George Lathan stated that would be acceptable as long as it was counted as FAR. He cannot loose 500 sqft. off the building due to the stair case and the project will not work financially. Sven Alstrom stated he was referring to the stair case on the west side. Lathan stated he would sacrifice the west stair and it is not on exhibit #2. Susan Dodington stated that she understood the need for the three floors and exhibit #2 appeals to her. Martha Madsen stated that her focus would be the impact along the sidewalk or streetscape. She visually likes exhibit #2. Melanie Roschko stated that the solution in exhibit #2 is much stronger and has a clean look to it. It also has curb appeal and she likes the elimination of the pop top. Anything would be an improvement over what is existing. Roger Moyer asked that the entrance be set in and the applicant agreed. At the next meeting they should present a strong articulation of color and materials. He also stated he had no concern with the stair and agreed that the pop top should be eliminated. Jake Vickery stated that he was favorable to exhibit #1. He also stated that he has concerns with the landing and possibly the blending of exhibit #1 and #2 would be acceptable. Typically facades were done side by side in a block type way and he has concerns with the hyphen. 7 ASPEN HISTO~C PRESERVATION COMMI~ON APR. 10. 1996 Dick Fallin stated that most of the mall store front height on the south side is defined by storefront awnings and he would like feedback on the awning issue. He also requested a statement on the open stair which would allow them to design the building. Jake Vickery asked if the pop up was removed what would he see visually from the mall. Dick Fallin stated that you would see the apartment and the height varies from seven feet to nine feet as there is a butterfly roof system. Jake Vickery stated that there would be one continuous roof system without the pop out and it is quite high, 14 feet to the ceiling. Jake Vickery stated that the applicant has complied with most of the conditions. Dick Fallin stated on the centering of the door it would not be centered on the lot it would be centered according to the facade and might move slightly to the east or west. Jake Vickery stated that the Board needs to give the applicant feedback on the awnings and stair. MOTION: Roger moved to table the application of 426 E. Hyman to a date certain April 24th to allow the applicant to come back with a more complete presentation for conceptual; second by Sven. Discussion: Donnelley Erdman asked how the Board felt if enough direction was given to the applicant could they request conceptual and final at the next meeting. 1 Sven Alstrom stated that he feels that representation should not be given to j the applicant. Issues of compatibility need to be addressed fully at conceptual and there is a difference between conceptual and final. 8 ASPEN HISTORI~RESERVATION COMMISSI~ APR. 10. 1996 VOTE: All in favor, motion carried. Jake Vickery stated that the Board needs to give specific direction to the applicant for the next meeting. Amy Amidon stated that HPC usually looks at awnings at the first floor level. Dick Fallin stated that the building is a south facing building. Sven Alstrom stated that the building is on an historical mall and it is south facing. He is in support of awnings. Martha Madsen stated that she does not necessarily like awnings as a total solution as they seem to look tacked on. She realizes that awnings serve a purpose in the commercial core and are used for signage in most cases. She feels awnings should be done case by case. Jake Vickery stated that the applicant needs to give more detail at the next meeting regarding what they want in an awning in order for the Board to make a decision. Dick Fallin stated he understands that the review on awnings is done on an individual basis. Jake Vickery asked i f the Board was comfortable with the stair being classified as an open stair. Dick Fallin stated that the mall face will have an opening at ground level and one at the second floor level with no glass in it. Jake Vickery stated that the stair was existing and the applicant is trying to work with HPC to accomplish other general goals that the HPC has. ASPEN HISTORIC PRESERVATION COMMISSION APR. 24, 1996 Martha stated that in broad terms she has no problem with the presentation. She also feels that the HPC should reapprove the materials. Jake stated that the solution proposed is less consistent with what was initially proposed. It is too far from the original design in terms of massing and the way the columns and doors are handled. There are a lot of large roof overhangs. In some ways the old design was a good solution because it stepped down the hill. The stepping helps the WL. The WL doesn't have the kind of overhang visions articulated between the units. There seems to be a lot of glass. Sven stated if you look at the conceptual approval you now have a different type of space. Give an interpretation of usable balconies that are more sheltered. MOTION: Roger moved that HPC encourage P&Z to accept the overall mass and scale of the amendment to final finding that it is fitting within the Herbert Bayer design. HPC requests that the applicant come back and we look at landscaping, materials, and possibly some redesign of porches before we grant any final. Hyman - Conceptual Development David Hoefer, Assistant City Attorney stated that HPC no longer has four members present and in order to get approval a positive vote of all three members must occur or the applicant can request continuation until the next hearing. ASPEN HISTORIC PRESERVATION COMMISSION APR. 24,1996 George Lathan, applicant decided to proceed. At the last meeting it was recommended that we redesign the front due to the elimination of the stairway. Amy stated that at the last meeting we talked about eliminating the staircase and centering the entrance door. Dick Fallin, architect for the project stated that new drawings were presented at the last meeting and the majority like #2 but Jake wanted a combination. The impression was that the building should stand alone as far as design goes and that the historical references would be materials and the alignment of the windows. Amy stated that Jake was concerned with the height of the third floor. Dick stated that tapes were put up on the building to identify the two new facade heights. We lowered the building on the third floor a couple feet. A new packet was presented today and the first floor proposed is changing the floor plan on the mall end of the building to reflect the new elevation. The second floor proposed reflects the two story opening in the middle of the building after we were allowed to now count the stair as FAR. Dick stated that the owners need enough visual display on the second floor from the street as it will be a separate retail operation. The second stair on the west end has been eliminated entirely from this scheme. There is a recessed entry with windows on both sides. The connecting element between Sportstalker and this building will be the unglazed openings on the first floor that go into the stairwell. There will also be an unglazed opening on the second level that goes into the Sportstalker on the half level and that element would be a stone facing sawn grid pattern. Basically the facade is brick and stone on all three levels. Sven stated that he was concerned about the alley side and what was proposed on that side and had a few comments on the front facade. He also has concerns about lighting. Dick Fallin stated that the existing yellowish tone brick will remain and there will be an elevator element added. There would be a wooded picket 6 .. Sven asked about the mechanical equipment. Dick Fallin stated that there is meetering and gas lines exposed in the back of the building that will remain and air handling equipment we do not anticipate any changes and if so it will be on the back of the building not the roo f. There are a few things on the roof that are abandoned and they will be removed. Nothing will be visible from the mall side. Jake went over the seven recommendations from the last meeting and all were addressed. Amy stated that there may be windows in a no window zone which relates to ordinance #30 on the third floor but HPC can waive that standard. Dick Fallin stated at the last meeting it was mentioned that Ord. #30 could be waived. Jake asked if anyone had concerns about the changes on the mall elevation. Sven stated that the applicant definately responded to the imput at the last meeting. The use of the stone emphasis is appropriate. Sven commented on the second floor fenestration with regard to compatibility in an historical sense. He stated that the second floor windows to at least look like they were operable in the same proportion of a more vernacular historical buildings. The windows should be of a more vertical proportion and the grouping needs restudied. The windows should read as functional and possibly use an operable sash on the second floor. Dick Fallin stated that they could look at a stone mullion between the ' windows. Five windows could be incorporated. j Sven stated that he wants to see the proposed lighting on the building at final. 7 .. Dick Fallin stated that there is a compactor in the alley that will be used and he assumes that the trask regulations will be waived due to the dumpster. George Lathan stated that the tenant downstairs wants to put a cafe in the alley to draw people. Jake stated that the scheme was a great improvement. He also agrees with Sven that possibly the use of masonry between the windows would increase the verticality. The building is an infill building and should have flexibility in the design. Hyman Avenue- Final DATE: May 8, 1996 SUMMARY: The applicant requests final approval for a significant remodel of the existing building at 426 E. Hyman Avenue. This building was built in 1969-1970 and is located within the Commercial Core Historic District. It exceeds current FAR allowances. HPC granted conceptual approval on April 24, 1996, with conditions. See minutes of April 24. APPLICANT: L and M properties, represented by Baker Fallin Assoc. LOCATION: 426 E. Hyman Avenue, Lot P, Block 88, City and Townsite of Aspen. ZONING: "CC," Commercial Core. Conceptual Development PROJECT SUMMARY AND REVIEW PROCESS: All development in an "H," Historic Overlay District must meet all four Development Review Standards found in Section 26.72.010(D) of the Aspen Land Use Code in order for HPC to grant approval. 1. Standard: The proposed development is compatible in general design, massing and volume, scale and site plan with designated historic structures located on the parcel and with development on adjacent parcels when the , subject site is in a "H," Historic Overlay District or is adjacent to an Historic Landmark. Response: The project involves remodeling of the existing structure, to create a new street facade. 1 .. Currently, there are two stairs in the building, one in the front corner, which is a shared required egress with the Sportstalker building, and the other which is on the alley. These existing staircases control where the floor levels for the building lie. Staff is very much in support of a remodel of this building as it has none of the typical features or characteristics of the adjacent historic structures and does nothing to strengthen the qualities of the historic district. The project has received conceptual approval, with a few conditions to address. First, the applicant was asked to restudy the second story windows to make them more vertical in proportion. Staff finds this condition met. Secondly, the applicant was to restudy the stone banding and lintels. The stone has been replaced with steel lintels and supporting columns on the ground floor. In addition the lintel corresponds to the dimension of the window opening instead of carrying across the facade. The third floor is now shown as stucco to make it recessive. The lighting plan is addressed in the written description of the project. Staff finds that the applicant has met the conditions of approval and that final approval may be granted. Additional information on materials will be presented at the meeting. 2. Standard: The proposed development reflects and is consistent with the character of the neighborhood of the parcel proposed for development. Response: This remodel has the potential to significantly strengthen the character of this side of the block and the mall in general. 3. Art stated that the metal would have a wash to patina it out. Susan stated that this building fits in with the HPC's ideals. Roger stated that this is one of the better designs of the over scheme on the parcel. Suzannah stated that when the next building comes in that a streetscape be provided for the Board to review. Art stated that skylights were presented. Sven stated that reflective glass should not be used and language should be incorporated in the motion about reflectivity of glass. Art stated that the skylights would be flat against the roof. MOTION: Sven moved to approve final development for Unit D 939 E. Cooper with the condition that the architect submit a full sample palate of materials for Staff and Monitor to review, second by Melanie. All in favor, motion carried 6-0. 426 E. HYMAN - FINAL DEVELOPMENT Jake was seated. Amy stated that the applicant is proposing to redo the street facade as part of his lease. Conceptual was approved with five conditions: 1) At final bring a restudy of the second floor windows. 2) Restudy of stone banding. 16 3) Address Jake's concern of the upper comice being plainer. . 4) Present a lighting plan. 5) HPC waives Ordinance #30. 5 ASPEN HIS~RIC PRESERVATION COM~SSION MAY 8,1996 Amy stated that there was discussion about the second story window arrangement and possibly having more verticality to them. The applicant is concerned about having a more display window. There was previously stone courses and now revised to steel beams to correspond to the window. On the third floor there was a cornice and that has been eliminated. The third floor was show as brick and how is shown as stucco. There is recessed lighting and ordinance #30 is being waived. Dick Fallin, architect for the project stated that the new window proposal works for the applicant George Lathan. He stated that they modified the entryway and created an angled entrance similar to the entrance of the Paragon. The Paragon front has five foot doors with a 60% angled opening at the plane o f the building and turns into about a 7 foot wide opening which allows light into the store front. They had to adjust the second floor windows slightly to accommodate the design. George Lathan stated that he would prefer drawing C which has three windows because it opens up the interior more from the mall. Roger asked if the windows would open on scheme 3. Dick Fallin stated that they were going to try and open the windows. Melanie inquired how the roof drains. Dick stated that there are interior drains. Dick stated that the cap on the second floor will be rose stone and the spandrel above the first floor steel beam would be stone. Sven inquired about the type of glass that would be used on the windows. Dick stated that it would probably be a low E glass. - Sven stated that a sample of the glass should be included in the conditions. j Dick stated that a sand faced brick will be used and a natural cement colored grout. The materials will be similar to River Park Condominiums. 6 ASPEN HISTORIC ~ESERVATION COMMISSIO~AY 8, 1996 Sven stated that he would be an advocate o f colored mortar. He also stated that the stucco was not an issue to him. Melanie stated the accent with steel will set the building apart and the selection of materials is appropriate. She also wanted to know i f the windows on exhibit C were going to be operable or are they too large to accomplish that. Melanie also stated the alignment was appropriate and a huge improvement from what existed before. Susan stated that the entry change was a great improvement in the design. Sven stated that the display entry on C was an improvement and the mall frontage was addressed. Suzannah stated that possibly the piece over the stairs should not be the same material, possibly slate so that it becomes a slot visually. Dick commented on the colored mortar and concluded that it tended to blend the building too much. They liked the idea that the brick is brick and lets see the mortar. MOTION: Roger moved that HPC grant final approval for 426 E. Hyman Ave. as proposed to include exhibit C with materials to be submitted and approved by Staff and monitors Mark and Roger; second by Melanie. Sven stated that he would like the applicant to look at some kind of metal instead of the use of bead board. Roger stated that the issue of metal and bead board could be worked out with Staff and Monitors. Mrs. Lathan stated that she would be willing to look at the change with Staff and Monitor.
