RE: Bellis Stream Margin Review
Dear Amy,
The Aspen Consolidated Sanitation District currently has sufficient collection and
treatment capacity to serve this project. The District will continue to work with the
applicant's representatives throughout the application process to ensure that service to
this property adheres to the District's Rules, RegUlations, and Specifications which are
on file at the District office.
The letter referred to in the applicant's proposal was written when only a driveway was
proposed on the ACSD easement and no longer applies with the current entrance,
landscape and patio design. The proposed permanent Structures that encroach into
the easements will not be allowed. The applicant will be required to remove and
replace at the applicant's expense any and all soft landscaping placed within the
easement.
Additional access easements will be required from the property owners to the west.
New easements on standard District form must be granted the District for the main
sanitary sewer line that runs along the west property line. An encroachment license
will be required for any improvements made to the site that are placed in the District's
easement.
The sanitary sewer service lines that serve properties to the east which run along the
northerly boundary of the property will need to be relocated at least 10 feet from any
permanent structure.
The Aspen Consolidated Sanitation District will have to review the relocation of the
storm sewer and related facilities. The applicant will be required to mitigate any
impacts to the District's facility due to the relocation at the applicant's expense.
A tap permit must be completed at our office when detailed plans become available.
Fees will be estimated at that time. The total connection charges due the District
must be paid prior to the issuance of a building permit.

The applicant will have to provide written proof that the alley and public right of way to
the north of this project has been formally vacated.
The applicant is encouraged to contact our office for information concerning main
sanitary sewer line and service line requirements and the location of the subsequent
connection to the public system.

Dear Jeff,
This letter is written to sununarize our discussions about your
client's request to place a driveway over the sanitary sewer line
easement'at 100S_E, Hopkins. Your client will need to write the
District a letter stating that the driveway will be constructed at
the owners'risk and that he understands that if the District needs
to remove the driveway for future repairs or replacement that the
District will not replace the driveway or be held liable for any
related costs of the removal.
The District will need to approve a plan and profile of the
proposed driveway alignment as soon as plans are available and
prior to the installation of the driveway.
Three issues that came up after our meeting are:
1. There are three sewer services that run behind the
existing building at 100S E. Hopkins that may need to be lowered
and relaid to protect them from freezing prior to the installation
of the dri veway .
2. Jack Reid the Ci ty of Aspen streets Superintendent voiced
significant concerns about the storm sewer in the adjacent easement
that will require a new storm sewer and related facilities that may.
adversely affect the sanitary sewer facilities. 'Once Jack has
advised you on the storm sewer lines, catch basins and retention
ponds that will be required, we can determine if the storm sewer
facilities will adversely impact the sanitary sewer line.
3. Depending upon the plan and profile of the driveway, the
manhole at the northern ot line may need to be adjusted to grade.

I am the prospective owner Of the property al1oo8 E. Hopkins. which I currently have a contract to
purchase, With the herp of architec15 8i11 Pass and Associates and builder Jeff Yusem, I have been
working with the staff of Historical Preservation Commission in order to save the existing cabin while
incorporating i,t into a plan for my new home.
The Prospective plan (copy enclosed) provides for the use of the driveway of the building immediately
to the west of the property and crossing over, utilizing a portion of city owned property on which the
Aspen Consolidated Sanitation District has a sewer line easement.
As you can see by ltle enclosed lelter from the Sanitation District, they are amenable 10 my use of the
eesement based upon my aSSllmption of tile wish for future repairs, and the Distnct approval of a
final plan and profile for the proposed driveway.
I am requesting the City's authorization and approval as the property owner, consistent with the
approval of the Sanitation District.
