HomeMy WebLinkAboutminutes.council.19740318JOINT STUDY SESSION ' ' ASPEN ~ITY COUNCIL MARCH 18, 1974 CI.TY PLANNING & ZONING COMMISSION ~ Members Present: Mayor Stacy Standley, Councilmembers Jenifer Pedersen, James Breasted, Pete Ramona Markalunas, Jack Walls, Michael Behrendt, City Attorney Sandra Stuller, DeGregorio, City Manager "Mick" Mahoney, Planning and Zoning Members Janet Landry, Bruce Gillis and Jack Jenkins. Item of Discussion: P & Z Co~mis.s. ion Guide.lines & Procedures Mr. Gillis stated the memorandum submitted to Council is a reply to Council comments of a previous study session. Point was made the inter-relationship of the Commission, Planning Office and Council is based on state statutes. Consideration of a regional planning commission is being discussed With the County Commi- ssioners. Question was raised as to the Commissions involvement in administrative matters, i.e. budgeting of studies, Council authorizing studies without consideration of the Commission. Commission request this type of information be communicated to them prior to Council action It was pointed out a problem exists in that the Planning Office is getting direction from both Council and P & Z Commission; agreement needs to be reached as to how and what informa. tion we wish to develop. P & Z members stated they are given the authority of planning and zoning matter but lack the tools to handle the responsibilities that go with that authority. Reference was made in the memo relating to an up-to-date map and over-lays showing all changes. Planning Office explained a map does exist (not reproducable) showing all up-to- date development in the City. Difficult to keep up with all changes since the community and planning is ever changing. Suggestion made in memo, that as an interium measure, additional staff member be placed in the Planning Department to concern himself with City matters only. Mr. Barrel pointed out the individual would have to understand he cannot operate as a planning department all by himself. It would take at least six months for that person to become effective. Mr. Bartel pointed out that it is the case load which takes majority of time leaving little time to do planning. If technical help is what is wanted, it should be in the case load department doing Operational kinds of things such as subdivision reviews etc.. Mr. Bartel submitted tenative schedule of items to be considered by the P & Z Commission for March and April in order to get to some of the items which the Planning Office is supposed to be doing. It was pointed out the Commission should share the same criticism as the Planning Office. Commission is getting to bogged down in detail and considerations are not broad enough. Discussed small scale businesses vs larger scale and neighborhood shopping centers. Manager Mahoney stated he would be able to make a recommendation to Council~on Monday relative to additional help in the Planning Office including a job description, costs and actual appointment. Mayor Standley stated he has received complaints of the Commission in respect to nit-piqk- ing and leading developers on to expending additional time and money when there is a large consideration that should have been related to the developer in the beginning. Councilmember stated the commission needs to be more firm in their convictions and should be making demands upon the developer as to what the Commission wants. P & Z members stated economic impact studies on projects is a helpful tool, should not be a requirement for all projects, nor should it be the only criteria used in the review pro- cess. Suggestion was made a format be drafted that could be utilized to ascertain the in- formation needed by the Commission and Planning Office. Question was raised as to why down-zoning but change the figures for density calculations. Mr. Bartel explained by just changing the code does not take into consideration physical things in that particular area, i.e. service to the area, transportation etc.. Changes need to be made to the 1966 Master Plan. Meeting adjourned at 6:40 p.m.
