HomeMy WebLinkAboutcoa.cclc.min.04052006 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF APRIL 5. 2006 Chairperson, Bill Dinsmoor called the meeting to order at 8:30 a.m. Commissioners in attendance were: Stan Hajenga, Shae Singer, Don Sheeley, John Starr, Terry Butler and Mark Goodman. Staffin attendance: Kathleen Strickland, Chief Deputy City Clerk ASPIN Special Event Craig Cannon said the dates he requested for the event are August 3 - 6. Nancy Lesley said that time is the busiest weekend in town. Our infill structure is heavy and cannot handle this event at that time. The grass has to re-coop after Food and wine and the Art festival is here at that time. Transportation and police etc. are not available, we are full to capacity. We have been talking for 15 months that the event is a good idea but it should come at another weekend. Bill asked Craig ifhe looked at the dates to make this happen. Craig said he is trying to work with City to work for a suitable weekend. Stan said the special events committee should be able to give them another date. Nancy said we offered spring or fall and Craig should determine which dates at that time will work for him. Craig said most events are one day events in Colo. Craig went over his event. Craig said in April, May you have snow. After Sept. you go on beyond the bicycle season. In Sept. you have the ride for the cure. If we have our event it would detract from the ride and cure. If you are looking at filling rooms they will be handled by the companies. The advantage of having this at prime time benefits the sponsors and brings in high end clientele especially the racers rather than people traveling through. They would stay for three or four days. Once you hit September kids are back in school and you take away that audience and it is great for the sponsors. Tom Rubel said Paepcke Park is available and we need a place to park the bikes. Shae asked how many people were expect to come. Craig said 1,500. We have Denver and Englewood police willing to come up. Bill asked what is wrong with Paepcke Park. Nancy said it is the busiest week. Our police have not signed off on this. Nancy said we have heard from Craig that these events can be held at Snowmass and that isn't true. Stan said he needs the logistics. Shae said if Paepcke Park is available then her feeling is that is an appropriate spot. You have to have security and you need to contact the Aspen police and the Pitkin County sheriff. You need to have all your backup ready. Craig said the Hyatt said they can store the bikes at the ice rink. Shae said the question is if they can use Paepcke Park ifhe has the security. Craig said it is a bicycle event and theycan ride anywhere. We can use the Hyatt for storage. Stan said lodging is taken care of. IfPaepacke is available and the Hyatt is committed that is a step forward. Craig said they can bring their own security. Stan said what is the big issue and who else do we need to be talking too. Staff said Craig is going to council for an appeal. Andrew Kole asked how many people will be here. Craig said around 3,000. Andrew said there is nothing else going on other than the arts festival. Why didn't you go to Snowmass instead of doing your battle here. Andrew asked Craig ifhe met with the police dept. Andrew said you have a huge hole. Do you have a letter form Ski Co. that said you can use the mountain. Nancy said no letter was supplied. 2 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF APRIL 5. 2006 Craig said he didn't have police and fire approval because he needed a permit first. Andrew said you need security in place. Craig said we will bring in our own security. Craig said he talked to the Ski Co. and they said they could use parking at the highlands. When we approached them about the hill they said they would pass this year. Terry said it seems that things are not done. Terry suggested Craig bring letters to Nancy to know that people are behind him. Ski Co, Sheriff, Police, etc. To get over with this, get letters on their letter head. Terry asked Craig if people from Snowmass were contacted to help with the event. Nancy said the request was for Rio Grande or Wagner and it was denied. Aspen is at its capacity at that weekend and it was denied at those locations. Don asked why this is here. Bill said the thinking is that it doesn't work but the special events committee did not offer him a different date. There is nobody empowered to do that. Nancy said she gave Craig options and has been working with him for 14 months. Craig has his picture of what he wants to do and does not want to deviate. Mark Goodman said he met with Craig and he doesn't see why it can't occur at Paepcke Park and to work around it. Is Independence Pass being closed? Craig said the descent would end at 12:30 p.m. Andrew said have your fire and police stuff signed off. Have your letter from the Ski Co. The city has the right to say there is not enough lead time. John said you need to do this professionally. John asked ifthere is a purpose for us to be in the middle of these events. The real question is to have a special event coordinator. We need somebody that is pro-active to get these events into town. I wouldn't beat up on special events. They consciously don't want to be pro-active. I would like it to be a good event and we don't need to get into a fight that we don't need. Nancy said the special events could review the event again. Bill said Craig should get back onto the special events committee agenda. 3 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF APRIL 5. 2006 Don said there is something missing here. What is in it for you Craig? Funding for clinical trials. We re going to use the proceeds to pay for clinical trials. Craig said initially the ACRA, Hanna Pevny thought they were steeling all the money. John said there is no support from local bike stores in the application. Craig said Carbondale parks and recreation offered to help. Mark said he feels Craig did his homework. Mark said he feels the date works. John said the date is an issue. Bill said he would recommend that you not go to City Council. Nancy said letters were sent by Kathryn and Steve Barwick with specific concerns. Craig said he owes apologies to all. The full weekend started the challenge. He wants to help bring business to town. Kiosk Don asked Nancy about fliers on the kiosk. Nancy it is part ofthe ACRA information kiosk and it is in the process. Market update Bill said the farmers accepted two people. After the set up we will see if there is additional space. Kettle com is to purchase Colo. pop com. There are two farms for sale. BID The BID met. Katherine Sand will notifY us when the next meeting is scheduled. Tony Maza came and the board decided and made the decision to slow down till after the election next spring. The BID officially does exist. A 501 C6 has been formed. The members are advocates for traffic, parking and transit solutions in town. Buss lanes, angled parking etc. Bill also said there is a fund raising component - tax deductible donations to be sent out to pay consultants, lawyers etc. 4 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF APRIL 5. 2006 Don said the ACRA is getting involved with the BID. Mark asked if anyone lobbied council to get on board with the BID. Bill said council is not on board. Don said we need to find candidates that will support the BID. We need three people to control the vote. Meeting adjourned at 10:00 a.m. Kathleen J.
