Joyce Allgaier FROM: Ben Gagnon RE: Residential Design Standards Variance Request: 1230 Riverside Dr. DATE: July 19,2002 SUMMARY: Boto Design Architects, representing Ranch Trio Holdings, LLC, owner of 1230 Riverside Drive, is requesting a variance from Residential Design Standards for a proposed two-story home and ADU. Staff has reviewed this proposal and recommends that the Community Development Director approve the variance as proposed. APPLICANT: Ranch Trio Holdings, LLC, represented by Boto Design Architects. Administrative Variances _D. Variances. 1. Administrative Variances. The applicant may seek an administrative variance for not more than three (3) of the individual requirements. An applicant who desires a variance from the Residential Design Standards shall demonstrate, and the Community Development Director shall find that the variances, if granted, would: a. Provide an appropriate design or pattern of development considering the context in which the developnient is proposed and the purpose of the particular standard. In evaluating the context as it is used in the criteria, the director may consider the relationship of the proposed development with adjacent structures, the immediate neighborhood setting, or a broader vicinity as the director feels is necessary to determine if the exception is warranted. Staff Finding: Staff finds that this request meets the criteria for an administrative variance. The proposal is for a two-story home and ADU with a building orientation that varies slightly from the requirement that the front fagade of homes on curvilinear streets be parallel to the tangent of the midpoint of the arc of the street. The aerial photo (Exhibit B) illustrates that the overwhelming majority of homes in the immediate neighborhood setting are significantly non-conforming with this Residential Design Standard. In addition, the proposed structure would be substantially closer to compliance with Residential Design Standards than the existing home.
