Special Meeting Aspen City Council ApFi~ 9~ 1962 . was A meet~ing/opened at 7:30 PM for the purpose of considering an analysis of the City's present electric system and a long range plan prepared by the consulting engineer for the Aspen Electric Department, Merrick and Gompa~y~ Present were Mayor Garfish, Councilmen Beyer and Moore, City Administrator Humphrey, Tom Maddalone and Elbert Tacker from the Electric Department, and R. D. Sprague representing Merrick and Company. Attorney Stewart csme in later. Mr. Spmague brought copies of the reports for Council, Mr. Stewart, Mr. Humphrey Aspen, Colorado Special Meeting Aspen City Council April 9, 1962 Cont'd. and the City Clerk's office. Mr. Sprague then went through the Analysis step by step and answered questions. He referred to racommendations outlined in this report and said they would not apply if the Long Range Plan is adopted. He then reviewed the Long Range Plan, and said that if this is not adopted, the recommendations in the Analysis would apply. Discussion covered - they would furnish necessary information for annual expense for budget purposes. - Public Utilities Commission would be concerned if City should take over other electric systems. Mr. Sprague recommended that the City consider creating special rate for heating purposes. To be considered - joint use of poles with Mountain States Tel and Tel. Co. Discussed - financing if long range plan is considered - Federal Housing and Home Communities and Facilities Agency. Mayor Garrishcommended Mr. Sprague on reports, and Councilman Moore felt fhe~ are very complete. Mr. Sprague referred to increase in rates in the Power Purchase Application by the City to the Bureau of Reclamation, and referred to fact that City must contmct for peak demand - winter and summer.
