Aspen, Colorado Special Meeting, Aspen City Council November 21, 1962 .............
The meeting opened at 5:30 P.M.. Present were Mayor Garfish, Councilmen Beyer,
Moore, Newell and Zordel, City Attorney Stewart, Peter Green of the Golden Horn,
Tom Fleck of the Abbey, and I4erner Kuester of the ~ed Onion~ Police Chief'Baker and
Marshal Sturgeon.
Electric Attorney Stewart referred to ~eqUest:_he had received for information, from
~ Program Bob Kirchner, and after discussion, it was decided to send letter to Merrick and
- Company to begin work on the electric program, and to keep in touch with Kirchner.
Peter Green referred to problems involved in maintaining order and checking I.D.'s
in bars and night clubs, and said they could hire "bouncers", but the operators fe~l,

to Council's decision to ask the police to keep a file on all disturbances, resulting
in police calls from bars for consideration when liquor licenses come up for renewal.
The operators felt such action would deter them from calling in the police, if such
call~ would be considered as black marks at time of application for renewal.
Also discussed different type of establishments - restaurants and night clubs.
Need to anticipate trouble and to avoid as much as possible.
Mayor Garfish referred to special Occupational Tax paid by liquor serving places,
and said he felt they are entitled to call for police aid when necessary.
Attorney Stewart is to see if it would be legal to require that any minor must
be accompanied by parent in o~der to enter night clubs.
Peter Green outlined the recent trouble in the Golden Horn and ~d it had been
started by local residents.
Tom Fleck suggested that all persons coming in to Aspen to apply for work be
finger-printed and photographed, and work permits issued.
All agreed that every effort should be made to maintain order, and that the police
should be called in to prevent trouble whenever possible.
The application of Peter Green for the renewal of his liquor license was taken
from the table, and a motion was made by Beyer, seconded by Moore, that the application
for the renewal of the liquor license for the Go, eh Horn be approved. Motion carried
unanimously.
The meeting was then adjourned.
