The executive session was called to order by Mayor Barnard at 4:10 P.M. with
Councilmen Stapleton, Kuster, McEachern, Clymer, Administrator Leon Wurl and Pro-
visional City Attorney Janet Gaylord.
Water policy - discussed - Administrator Wurl stated to Council with the present
system, including the new 8 million capacity filtraton plant we would be able to serve
from Independence Pass to the Shale Bluffs. Discussed - future growth of the City to
the water system. Administrator Wurl stated to Council at the present time 6 or 7
Water Policy people have contacted him wanting water from the City. Also stated Council should be
thinking along the lines of serving Snowmass Village. Council went over the proposed
draft which was submitted by previous administrator Ker~igan December 6, 1965. With
present system it was estimated we could serve 21,500 people with present zoning.
Disucssed the developer to pay for the extension, plus larger pipe if the City so
directs.
Fiscal Agent - discussed - Administrator Wurl ~stated Hornblower & Weeks-Hemphill,
Noyes had submitted a detailed addition to their proposal and outlined this to Council.
Fiscal Agent Council decided to think this over and make a decision at the next regular meeting

on March 7, 1966.
Bonding Attorney - Administrator Wurl stated that John Kerrigan had contacted
Talmadge & Talmadge to act as the Bonding Attorney. They would like to have this con-
Bonding Attorn~ firmed. Council agreed to have Administrator Wurl notify the firm that they will
be the Bon~ng2Attorney.
Library Council instructed Administrator Wurl to appoint three realtors to g~e the City a fair estimate for rent to be charged for the library space in the opera house.
Administrator Wurl stated the Council should be thinking whether they want to put
fluorine in the water as it is an alternate in the plans and bids for the filtration
fluorine
plant.
Discussed paving two blocks on ~est End Street and tying ends in on the East end

to make a solid network.

Water leaks - discussed - Esco not fixing the leaks in service pipes. Council
discussed fixing the service pipe and billing Esco for it.
' Bill Tharp was present and stated Mr. Robinson from Paul's Liquor is having
' ~ trouble getting financing at the present time since the change in his liquor license
is not effective. Council stated there is nothing they can do at this time,
as Mr. Robinson must go through the legal proceedings before this change can be made.

Bill Tharp is on the Aspen Liquor Investigating Commission.
Attorney Gaylord asked Council if they would be interested in talking with a
Public Housing representative of the Public Housing Administration as to the feasibility of public
Admin. housing. Council stated they would be interested and for the Attorney to contact
them.

Guido's Sign Suggested the ~ouncil allow him 20' for a driveway and barricade tbs rest. Council
instructed City Administrator to notify Guido of this decision and have the street
department commence work on the barricades, leaving a 20' d~iveway.
Mayor Barnard ~ead a letter to Council asking for assistance from the City
Aspen Skiing personnel in acquiring information for the Recreation District for acquiring and
Advisory Comm. running the lift facilities on Aspen Mountain and possibility Buttermilk Mountain.
Attorney Gaylord stated she needed authorization from Council for expenses in getting
copies of leases, approximately $100.00. Council decided to bring this up at the next
regular meeting of March 7th.
Mayor Barnard submitted drawings made by Fredric Benedict, local architect s~ing
Underground a business dwelling on the vacant lots behind Guido's restaurant and the Country
Parking Store. Mayor Barnard stated this would be a perfect spot, if negotiations can be
made with the owners, for underground parking with ramps on the vacant area between
Guido's and the Country Store. Council instructed Attorney Gaylord to talk with
Planning & Zoning and the Board of Adjustment of their probable intentions. Council
agreed to have the Attorney and Mayor contact the owners.
