HomeMy WebLinkAboutminutes.council.19660509Public Hearing · Aspen City Council May 9~ 1966 The Public Hearing on the Aspen Area Master Plan was called to order at Master Plan 8:15 P.M. at the Seminar Building by Mayor Pro-tem McEachern with Councilman Clymer, Stapleton and Administrator Leon Wurl. Mayor Pro-tem McEachern read the following cormespondence. Mr. Glenn Paas owner of the Limelite Lodge objected to the density control as outlined in the Plan. Mr. David Hasty owner of the Pines Lodge objected to the density which would encourage development outside of Aspen. Mr. Hans Gramiger, Realtor, asked for 60 days in which to study the over- all Plan and the density. Aspen Realtors, requested 60 days in which to study the Plan, in favor of the Plan, feel a need for modification of the density ratios. Joney, Business Communications, being a tourist community need for a year around attraction which might be' obtained with lower density provisions. Pe~i~ion with 99 signatures read by Mayor Pro-tem McEachern requesting Council to defer any action until June 6, 1966 at which time the citizens will submit their recommendations. Planning and Zoning Commission - The Commission will give full consideration to all objections, criticisms or suggestions made while drafting ordinances to implement the Plan, and Public Hearings will be held on all changes. Mayor Pro-tem McEachern opened the meeting up for discussion from the floor. Mr. Sandy Luhnow, owner Glory Hole Lodge 1. Feels the Planning and Zoning would be unjustified in preparing the density ordinance, it would be identical to the Master Plan. 2. Feels the Plan should be adopted without deleting the density control. 3. Land investment would rise, if density control were increased. Master Plan Mr. Mike Garfish, former Mayor of Aspen ~ representing a group of citizens stated the group had taken exception to the following: nonconforming use as stated in the Plan denies a person the privilege of remodeling or improving their property. Also Aspen has a critical parking problem and the answer is not stacked parking on top of the ground. Overhead tr~nways is not the answer, makes for urban sprawl and not the answer to con- gestion of traffic. Mr. Garfish gave the following poster demonstration. We all want Aspen to be a rich and re~arding experience, truly a happy community. Control of Aspen should be everyones concern. Old structures under present laws can be changed to be more attractive. Planned community we do not want. Also gave the present density control figures, and increase in the density figures which the group feels should be adopted. Mr. Garfish stated economics dictates what you can and cannot do. Also gave a list of buildings which would not have been built under the suggested density of the Plan. Also list of buildings which would be under attack with the Master Plan. Economy dictates what happens to our schools, public area, water, sewage, roads, police and fire. Mr. Ken Moore - Owner of Towne House - Would like to know if a figure will be put in the budget for next year for implementing the Plan. He feels the members of the Planning and Zoning should step down and have a regional planning commission with an expert on the staff to lead us in study and implementing the Plan. Committee shou~d be made up of members who do not always agree. Stated the way a decision is made is more impmrtant than making the decision. More cooperation between the City and County. Adopting the Plan is only the beginning, after adoption the work begins. Councilman Clymer, Rob Roy and Mike Garfish discussed if the outline on density as stated by Mike Garrish is calling for lower density or higher density and if figures are based on square feet of building or land. Mr. Jim Blanning asked if the density control to be adopted would affect those who already had bought property. Mayor Pro-rem McEachern stated no, this would not affect those people, only future b~yers. Mr. Tom Benton, member of the Planning and Zoning asked Mike Garfish if the group have de~inate proposals to make to the'Planning and Zoning on density. Mr. Garrish stated they do wish the Planning and Zoning to consider their proposal in drafting the density ordinance. Also the group has no great disagreement to the Plan. Mr. Benton stated the drafting of density control as stated in the Master Plan came up last October. Mr. J. D. McAllister asked if the restrictions on density would lower property values and would the price of land go down. Mr. James Moore, realtor stated the real estate business has taken a down grade for the last nine months and now money is tight. Investors are getting a little leery. Also stated a large percentage of our land is taken up with streets and alleys. Off street parking takes away from the building area. Mr. Moore stated the density as proposed in the Plan would jeopardize building in Aspen or going into business here. Requests the proposal as outlined by Mr. Garfish for density be accepte~. Mr. Pelletier stated g'mnsity is not a major problem right now. He submitted a walRi~g mall for the downtown area, and stated this would let density take care of itself. Mr. Rob Roy stated it has happengd and will happen that problems will arise after an ordinance is adopted which is not foreseeable before hand. Mr. Sandersen stated he had taken a survey on his street of the business people and they are very much in favor of the walking mall. The mall would give a more pleasant atmosphere. Vivian Goodnough stated she thought the Plan was great and lets get it adopted. If money is unavailable do little things first. As far as changes are concerned, public hearings will be held before any changes are made. Mrs. Pelletier stated we will have to speBd money in order to make money. The ~ga%% will cost us now, but in the long run it will make us-money. Rob Roy stated approximately 9 years ago a walking mall for the downtown area was submitted. Mr. Sandersen in. looking over the parked cars in the' downtown area, most of these are not tourist cars but the~working people of Aspen. Mr. Blanning stated the tramways would alleviate congestion of graffic by the buses. There being no further discussion, the Mayor Pro-rem McEachernncalled the public hearing to a close at 9:40 P.M..
