A"* The accounts payable were given to Councilman Kuster to check. ~ There being no .corrections to the minutes as mailed, all in favor of-approval of.same. (Deputy Police Deputy Police Magistrate - Police Magistrate Dan Weigner recommended to :Council i Magistrate Frank Johnson. Council agreed to have Administrator Wuri sabmit at the next Council i meeting names of those persons interested in this position. ORDINANCE ~k~i, SERIES 1967, AN ORDINANCE PROVIDING FOR THE ANNEXATION :TO THE CITY, OF i ASPEN, COL6RAD0, OF THAT CERTAIN TERRITORY OR REAL ESTATE PARTICULARLY. DESCRIBED IN i Ord.~k4 THIS ORDINANCE LYING OUTSIDE BUT ADJACENT TO SAID CITY OF ASPEN, COLORADO was read S.Side Annex. in full for the second time by the City Clerk. Councilman Stapleton made a motion to adopt. Ordinance ~~4, Series 1967 as read in full. Seconded by Councilman Kuster. ~ Roll call vote - Councilmen Clymer aye; Kuster aye; Stapleton aye. Lodge -R.H.Lic. Councilman Stapleton made a motion to renew the rooming house license for The Lodge. Seconded by Councilman Clymer. All in favor, motion carried. Donations - Discussed Music Associates donation in the future being budgeted through i Donations the Tourist Bureau. Also Little League may need additional funds to complete the recreation program. Councilman Clymer made a motion to donate $1000.00 to the Music Associates, $300.00 to Mountain Rescue, $500.00 to Little League, $50.00 to Boy Scouts and $75.00 to Fire Department for 1966 donation and $75.00 to Fire Department for 1967 donation. Discussed if-size of containers should be included in the ordinance. Council agreed to strike the size of containers from .the. ordinance. C ~d r V Regular Meeting Aspen City Council March 20 1967 -,i _ - Clean-up Campaign - Letter from Virginia and Patrick Henry of the Prospector Lodge relating to the dirty appearance of the town was read by Mayor Barnard. Wur1 stated ~ washing and cleaning of the streets has been started, have begun as always at the bottom of the mountain and work to the north side of town. Guido Meyer, Chairman of clean-up .of Aspen, as reported by Councilman Kuster would like cooperation of the Police Department on enforcing ordinances which relate to trash, junk care, etc. Administrator Wurl stated their is a lack of knowledge on the public as relates to the time and man power needed to clean up the streets. Have .budgeted for one man just for clean-up for the summer. Would like Council's permission to hire another man also for clean-up. With the additional pavement would need two men just for clean-up. Councilman Kuster made a motion to .hire another man on the Street Department for clean-up for the summer. Seconded by Councilman Stapleton. Administrator Wurl request approval from .Council to continue restrictive parking for the summer season in order to clean the streets. Also enlarge the area to include West side of Monarch to the East side of Hunter and South side of Durant to the North side of main. Council agreed to continue restrictive parking with the same area as during the winter season but to include to .the East side of Hunter Street. f{ Clara Gagne was present and complained to Council Aspen Auto Supply parks landrovers on the street which leaves her with no parking-space. Ada o repairs vehicles in the alley, blocking it to the public. Administrator Wurl stated the vehicles are being ticketed when parked for over 72 hours. AND DECLARING AN EMERGENCY TO ~ ~ EXIST was read in full for the second time by Patsy Newbury. ~, ~j Mr. C. M. Clark presented and read a prepared statement to. Council relating to lack of consideration of economics in the zoning code. Request Council postpone this ordinance till April 3rd Council meeting so Mr: Harold. A. Jungbluth, Senior Residential ~ Appraiser from Ft. Collins could attend the meeting and discuss the economics factors ~i i~ involved in the zoning ordinance. Hans Gramiger request as part of the record he did not hear the ordinance being read. Councilman Clymer made. a motion to adopt Ordinance ~~3,.Series 1967 oh second reading. Motion .died for lack of second:. Councilman Stapleton made a motion the second reading be postponed till he next regular meeting. Seconded by Councilman Kuster. Roll call vote - Councilmen Clymer aye; Kuster aye; Stapleton aye. Glory Hole Park - Administrator Wurl showed to Council the best design picked by .the Aspen Park Association drawn by Irv Shechter. Cost of implementing the p an would be $10,100.00. Wurl request Councils permission to apply for a federal grant in the amount of $5,D50.00, one-half, before April 1st. Chief of Fire Department, Councilman Clymer left on fire call. Councilman Kuster made a motion to authorize Administrator Wurl to apply for federal aid for Glory Hole Parka Seconded by Councilman Stapleton. Roll call vote - Councilmen Kuster aye; Stapleton aye; Mayor Barnard aye. Old Dump Grounds - Wurl stated it is anticipated the ball diamond would cost. $72,000.00. Donations amounting to $47,000.00 have been committed. Request Council approval to apply for a federal grant. in the amount of $27,.000. Councilman Stapleton made a motion to authorize Administrator Wurl to apply for a federal grant in the amount. of $27,000. to complete the ball diamond at Maroon Creek Dump Ground.. Grant ~ Wholesale Water - Administrator Wurl request from Council authorization to work up a Wholesale contract for the sale of wholesale water. Have received one inquiry from a proposed Water water district west of town. Wurl stated he had investigated prices and $.38 a ~~ thousand would compare with other cities. Council agreed to have Administrator Wurl 4 l draw up a contract for Councils consideration. ~ ~~ March 20, 1967 Councilman Clymer returned from fire call. Underground parking - Administrator Wurl read cover letter and questionnaire pertaining Parking to underground parking to be sent out for public opinion of the project to all owners and leasees of the business district. .Councilman Kuster made a motion to authorize Administrator Wurl to send out the letter and questionnaire pertaining to underground parking. Seconded by Councilman Stapleton. All in favor, motion carried. Police Car Replacement - Councilman Kuster made a motion to authorize Administrator Police Ca Wurl to call for bids for poiice car. Seconded by Councilman Stapleton. Roll call. vote - Councilmen Clymer aye; Kuster aye; Stapleton aye. St.Imp.i~67-1 ~~ Wurl reported the City has received 21% signers on Street Improvement District ~~67-1. Councilman Stapleton made a motion to authorize Mayor Barnard to sign the Street Improvement petition for the site of the old fire station on West Main. Seconded by Councilman Clymer. All in favor, motion carried. Wurl submitted letter from Aspen Chamber and Visitors Bureau pertaining to traffic Courtesy Ticket tickets on out of state cars. Request they be given courtesy tickets for first violation. Discussed problem of control of tickets and also including all cars except for ZG under this. Council agreed on first traffic violations except for ZG's should be courtesy tickets. Administrator Wurl requested permission to hire another building inspector. City Bldg. Inspector Engineer and Building,Inspector Roger Malinke would supervise ,the two building inspectors. Have application of Marvin Reynolds which was agreeable with the County Commissioners. Council also agreed. . Councilman Stapleton made a motion to adjourn at 6:35 p.m., seconded by Councilman Kuster.
