Meeting was called to order by Mayor Robert Barnard at 3:35 p.m. with Councilmen
Stapleton, McEachern, Clymer and Administrator Wurl.
Accounts payable were given to Councilman Stapleton to check.
Correction in Mayor Barnard stated the following correction should be made in the minutes dated
Minutes.of May 8th as follows: "Letter to Mr. Bock advising him the aewer district has no
5/8/67 connection with the City. And also check to see if he is within the sanitation
district.~ If he is~ he certainly has the right to hook up before the paving is done.
Councilman Stapleton made a motion to approve the minutes of May 1st and May 8th
as mailed with the change as noted. Seconded by Councilman Mceachern. All in favor,
motion carried.
Planning and Zoning member - Replacement for Mead Metcalf. Administrator Wurl stated
Don. Copelin Carl Bergman did not wish to be considered for this position. Councilman Stapleton
Appt. to P&Z made a motion to ~appoint Donald Copelin to the Planning and Zoning Commission to fill
the vacancy. Seconded by Councilman Clymer. Roll call vote - Councilmen Stapleton
aye; Clymer aye; McEachern aye.
Parking - Letter with the follo~ng recommendations from the Planning and Zoning was
Off-street read by Mayor Barnard:
Parking
1. - The time to instigate plans for solving our ever increasing parking problems is now
2. - Wagner Park is a good location and one of several sites recommended in the Master
Plan.
3. - A facility of the size and type possible in Wagner Park would accomodate a
significant number of cars. . ~
4. - An underground structure of this size lends itself to our climate and maintenance
facilities. ~ ~
5. - An underground facility in Wagner Park has support as indicated by the parking
survey taken by the City.
Administrator Wurl stated we stilt need additional information,.as to f~asibility of
financing such a project. Government funds cannot be used to make a feasibility study.
Rooming House Rooming House License - The following applications~were submitted by;the'City Clerk and
Licenses reviewed by Council: Shadow Mountain Village, Norway Lodge, Snowchase Lodge.
Councilman McEachern made a motion to-approve~rooming h0use licenses for Shadow
Mountain Village, Norway Lodge and the Snowchase Lodge. Seconded by Councilman Clymer.

Municipal League Convention - Estes Park - June 14, 15, 16. Councilman Stapleton,
Municipal Lea ~e Kuster, Administrator Wurl and City Clerk Lorraine Graves to.attend. Administrator Wurl
Convention stated he had been appointed to the Resolutions Committee for the convention, also
Aspen, Glenwood Springs and Vail are being considered as sites for the 1969 convention.
City Attorney Status - Councilman Stapleton made a motion that the action or,the City Attorney
City Council of Aspen, Colorado on April 20, 1967,,regarding the City Attorney be status
rescinded and held for naught. Further that Janet Gaylord be advised by the City
Administrator of this action. Seconded by Councilman Clymer.. Roll call vote - Council-
menMcEachern aye; Stapleton aye; Clymer aye.
Councilman Stapleton made a motion that a special meeting of the City Council be h~ld
on May 26, 1967, at 3:00 p.m.~ City Council Chambers, the matter of removal~of Janet
Gaylord ~rom the position held by her in the~City government be~considered and~act~d
upon. Further that the City Attorney be notified that the grounds for removal to be
urged are unfitness, neglect of duty or insubordination. Seconded by Councilman Clymer.
Roll call vote - Councilmen Clymer aye; Stapleton aye; McEaohern aye.
Council instructed Administrator Wurl to notify City Attorney Janet Gaylord of both
actions.
Sidewalk Improvement Project - Administrator Wurl gave the following outline of the Sidewalks
proposed area to be improved:
North Side of Main from Monarch to Aspen.
North side of Main from First Street to Third.
Monarch by the Crystal Palace.
Cooper Street from Texaco Station around to the alley on Spring by the Post Office
Alleys - behind the Red.Onion and Woodlander.
Mr. Wurl stated estimated cost for the project would be approximately $17,000.
Council discussed continuing on Cooper Street out to the bridge going east, area
around Opera House, east side of Wagner and Paepcke Park along Main Street.~
Council instructed Roger Mahnke, City Engineer, to check out the sidewalk at the Opera
House and also.cost of sidewalk on Cooper Street to the bridge.
Controlled Intersection - 7th & Hallam - Council request City Engineer chalk in the Contolled Inter-
proposed controlled intersection for Council to see. section
Councilman Stapleton made a motion that the plan be adopted for proposed controlled
intersection at Seventh and Hallam and to be submitted to the State for approval.
Seconded by Councilman McEachern. Roll call vote - Councilmen McEachern aye; Stapleton
aye; Clymer aye.
Ambulance - Mr. Wurl submitted memo from the City outlining area to be covered by the Ambulance
Police Department, letter from Harvey Hartzler, Hospital AdministratQr and memo from
Aspen Valley Ambulance Association listing the attendants and drivers to be contacted.
Mr. Wurl stated the area to be covered by the City would be outlined to the officers
and dispatchers. Counci~an Clymer asked why the keys were left in the ambulance
on the street. Wurl to check out.
Councilman Stapleton made a motion to adopt the memorandum from Leon Wurl and the
Aspen Valley Ambulance Association and a letter from Harvey Hartzler dated April
29th concerning the Aspen Valley Ambulance Assocation be approved and be inserted into
the minutes of this meeting. Seconded by Councilman McEachern. Roll call vote -

SUBJECT: Designation of maximum area responsibility for mesponse to emergency ambulanc
calls by "on duty" Aspen Police Officers.
In conjunction with the "Aspen Valley Ambulance Association instructions were
distributed to Aspen Police Radio Dispatchers and other Police Personnel on May 3, 1967
the following area and points are hereby designated to define ~the maximum limits for
responsibility ~f "on duty" Aspen Police Officers in responding to emergency ambulance
calls.
1. To the City Limits on the South Side of Aspen.
2. East on Highway 82 to and including the Aspen Park Cabins.
3. North, to include the built-up area of Red Mountain and
Pitkin Green.
4. Northwest and West: The area south of Roaring Fork River
to and including Sardy Airport, but excluding the Owl Creek
Road.
5. Maroon Creek Road to the first bridge crossing.
6. Castle Creek Road to and including the Music School.

Ambulance In each case of an emergency ambulance call within the above-defined areas but outside
the City of Aspen, the PiPkin County Sheriff's Office will be notified by the Police
Dispatcher immediately after dispatching the ambulance, and such notification will be
recorded in the police report of the incident.
Police Officers are authorized and expected to exercise their own best judgment, dependin~
upon the known circumstances of the emergency and condition of the injured, as to whether~
to use the amublance or the police patrol car in any give~ emergency, but in any case,

the police report will show which vehz le is used.
In emergencies outside the above-defined areas, the instructions of the Aspen Valley
Ambulance Assocation, dated May 3, 1967, with any subsequent instructions which they
might issue, will be strictly followed.

Dear Mr. Wurl:
I am enclosing a written directive which I feel represents everyones thinking concerning
operation of the ambulance at the meeting of Thursday, April 20.
To get this program started immediately, I am enclosing a list of the names the
dispatcher~ can calluntil more names can be added. There will be a news release next
week informing the public to make all requests for service to the police department.
Thank you for your time in helping us formulate a hopefully satisfactory ambulance
service. If you have further questions about the operation, please inform one of
the Assocation members.

To best serve the people needing an ambulance in the immediate Aspen vicinity and
surrounding area, please use the following directives when a call for an ambulance
is received at your switchboard.
1. - Get all needed.information as to exact location and write it down for the driver to take withhim.
2. - If the call is within an area served by the Police Department, notify them of the call.
3. - When the call is outside the City, call one of the following drivers and one
attendant. (Starting May 1, 1967, please use the following names: more will
be added~later~. Call both a driver and an attendant.)

4. Any call east of the top of Independence Pass or west of Basalt should be asked
to call an ambulance in Leadville or Buemm Vista (east of Independence Pass)
Carbondale (west of Basalt). The ambulance committee feels in best interest of
the patient that services can be rendered quicker by calling Leadville (486-0849),
B~em~Vista 395-2961, or Carbondale 963-2662. If they are unable to be reached,
please call back and the Aspen Ambulance will respond.
Citizens Citizens Questionnaire - Council reviewed questionnaire submitted by Administrator Wurl
Questionnaire to be sent to all Aspen residents relating to services of the City.
Councilman McEachern made a motion that the citizens questionnaire be m~iled t~ all
City of Aspen residents. Seconded by Councilman Stapleton. Ail in favor, motzon carried

North Side Annexation - Councilman Stapleton made a motion that the Mayor be authorized North SideAnnex.

Administrator Wurl stated there are 320 acres in t~e area for annexation, of this will

Golf Course - Opening of the course was held SatuYday, May~h. New~ release on the
opening from the Aspen Chamber and Tourist Bureau-was read-by'Mr.-Wurl.-Winner of the Golf Course
tournament was the City-County team. Wurl yepgrted the course has taken in $2,823.00
in fees. ' ......... ~
Swimming Pool - Presently working on improvements. The trampoline, presently owned Swiming Pool
by the Motel Jerome, is the type that folds up, no problem locking it up at night.
Street Improvement ~67-i 2~'Letters have been sent in answer to the remonstrances of St.Imp.#67-1
the last meeting, except for Judge Shaw. Mr. Wurl reported he had not heard from the
bonding attorney concerni~ this remonstrance.
Resolution - Dedicating and maming-park-iand donated by Herron. Letter received from
the Park Assocation reqUe-sting park be called Robison Park after A. E. Robison past Park donated by
Mayor of Aspen. Council agreed to table this Resolution. Herron
Dale Rea Report - Submitted by'Mr. Wurl'relating to long range plan of improvements Water -Dale Rea
to the water system. First item would be'a measuring device-on Castle and Maroon Report
Creek.
Calderwood Water tabled - Mr. Wurl to make a racommendation at the next meeting. Calderwood Water
Bavaria Park - Wurl repprted Finance Director Flewelling will attend a meeting in
Denver as relates to the federal grant money forthcoming. ;avaria Park
Elay Water Con~ract - Tabled.
Russel Volk - damaged sewer - Request to be reimbursed for damages claimed to be
caused during construction of street improvment. Repairs were made by McCune and Russell Volk
Rainbow Plumbing. Attorney Clinton Stewart felt the City could settle this on a 50/50 sawer problem.~
basis. Council agreed they wished to know more about this and would like to meet
with Mr. McCune. '

Councilman Stapleton made a motion to adjourn this meeting till May 22, 1967, 3:30 p.m.

Meeting reconvened at 3:50 p.m. with Mayor Robert Barnard, Councilmen Stapletnn,
Kuster, Clymer, Attorney Gaylord and Administrator Wurl.
Administrator Wurl reported the golf course has ~aken in-$3,764.00 to date. Averaging
$35.00 per day on green fees excluding revenue derived from season passes. Golf Course
Mr. Wurl stated G. E. Buchanan has agreed to sign for a split of his property for the
North Side Annexation. Will sign next week when his wife returns to Aspen. A map N. Side Annex.
indicating this change in the boundary-line was submitted by Administrator Wurl. The
boundary linato follow the middle of the river up to and including the park recently ~
donated to the City by Herron. - ~ '
N. Side Annex. Councilman Kuster made a motion to authorize Administrator Wurl to change the boundary
line on the North Side Annexation as stated above upon the signing of an agreement
to split by G. E. Buchanan. Seconded by Councilman Clymer. Roll call vote - Council-

Mr. Wurl request Council delay second reading on Ordinance #10, Series 1967 till
Monday May 29th.
Bond Attorney researched a case in Fort Morgm~ relating to 51% signers for the
St.Imp. #67-1 Street Improvement District must be by street on the entire district. Some streets
may have to be eliminated from the district.
Councilman Stapleton made a motion to delay the reading of Ordinance #10, Series
Ord. #10 1967 on Street Improvement District #67-1 until May 29th at 3:30 p.m., CityCouncil

Administrator Wurl request Council delay the public hearing relating to the City
City Attorney Attorney till June 2nd due to Attorney Montgomery being tied up on the 26th with
another case. Attorney Gaylord stated Attorney Schoeberlein would not be able to make
it on June 2nd.
Councilman Clymer made a motion not .to hold a public hearing concerning the City
Attorney on May 26th due to a conflict of time
set a date on May 29th that will be agreeable with Attorneys Montgomery and Schoeberlein.i!

Administrator Wurl stated in reviewing the water agreement signed by the City pertaining
Calderwood Water to Calderwood water, the City is legally responsible to reimburse Benedict Land and
Cattle upon annexation for cost of constructing water main and one,half of all income
received by the City from tap fees and charges. Total amount of $6,063.75.
Councilman Clymer made a motion to pay Benedict Land and Cattle $6,063.75 as per
water agreement dated June 4, 1962. Seconded by Councilman Kuster. Roll call vote

#67-1 Amendment~ PAVING, CURB, GUTTER AND NECESSARY DRAINAGE IMPROVEMENTS, TOGETHER WITH NECESSARY
INCIDENTALS: PROVIDING FOR THE ISSUANCE OF BONDS IN PAYMENT FOR SAID IMPROVEMENTS
MAKING PROVISION FORNOTICE TO CO~fRACTORS AND FOR NOTICE TO BIDDERS FOR SPECIAL

Councilman McEachern made a motion to amend Ordinance #10, Series 1967 as follows:
1. That paragraph 1 of Section 3 be amended by deleting
a. Hopkins Street
Beginning at the west side of Third Street extending to the west
side of Fourth Street.
b. Third Street
Beginning at the sou~h side of Main Street extending to the sou~h
side of Hyman Street.
c. Hyman Street
Beginning at the east side of Third Street extending to a point 11
feet east of the west lot line of Lot n, Block 46.
d. Fourth Street
From the North Side of Hopkins to the South Side of Hopkins Street.
2. That paragraph 2 of Section 3 be amended to read as follows:
As shown by the estimates of the Engineer, the probable total cost
of said improvements in said district will not exceed $290,000.00.

Councilman Stapleton made a motion to adopt Ordinance #10, Series 1967, as amended

Mr. Wurl repo~ted 'after amending this ordinance, we have 63.97% owned by petitioners
and 51% signers on each street.
Also reported to date 54.3% of land area has signed and approximately 25% of the peop]
in the North Side Annexation. Will submit the petitions to Council the first
meeting in July. 'Would like to get as many people to sign as possible.
Councilman Clymer made a motion to set a public hearing date on the City Attorney Set Date Public
for June 6th, 3:30 p.m., City Council Chambers. Seconded by Councilman Kuster.

Sales Tax - Wurl reported House Bill No. 1141 will be effective July 1st. If the Sales Tax
City wishes to have the State collect the tax, our ordinance will have to be
amended to conform with the States - eliminate the use tax, take tax off of drugs
and add tax on liquor.~
Councilman McEachern made a motion to instruct the City Administrator to amend
the Cities sales tax to agree with the State sales tax. Seconded by Councilman
Clymer. Roll call vote - Councilmen McEachern aye; Kuster aye; Clymer aye; Stapleton
aye.
Administrator Wurl outlined the Resolutions being considered by the Resolutions
Committee of the Colorado Municipal League.
Discussed special liquor license issued by the State for full liquor licensed ;pecial Liquol
restaurants to stay open Sundays till midnight. Council request the City obtain Licenses
a list from the State of those establishments in Aspen holding a special license.
Election Wards - Presently working on a proposal to submit to Council of enlargement Election Wards
of the present wards and establishing additional wards.
Councilman McEachern made a motion to adjourn at 4:10 p.m., seconded by Councilman
Stapleton. Ail in favor, motion carried.
