Bergman, Clyde Clymer and City Administrator Leon Wurl. Absent Councilman Werner Kuster and Attorney Gaylord. Council interviewed architects as relates to ideas on remodeling or adding to the Hotel Jerome to be used as a convention center, Ted Mutarz - Reported the following steps of services: 1. Aid Council in establishing a ii.st of needs, requirements and priorities resulting in a program of imporvements in stages. 2. - Provide preliminary studies for approval based on the program when outlined. 3. Prepare constru~ction documents and engage structural and mechanical engineers, as necessary,~or~onsulta~ion and/or analysis and design. 4. - Aid Council in the taking of bids from general contractors and preparing necessary agreements. 5. Inspection trips during~ construction, keep Council informed and certify applications for payment. Gave the following alternates of construction:. 1o Open up the second floor as much as possible and utilize the light well for large skylight. 2. Build an addition, ground level, to the west of the HOtel between the Hotel and the Aspen Times. 3. Build an addition, at groun level, at the north side of the Hotel with several levels of under- ground parking underneath this addition. 4. Add another story to the top of the Hotel. Hotel definitely needs improved and expanded system of service and pas.sanger elevators. Fees For steps 1 through 5 as noted above, would work on an hourly basis or a percen- tage of the construction cost whichever wo~ld be less. Hourly wage $12.00 per hour for principals time and 2-1/2 times the direct personal ~xpense plus engineering fees. The percentage fee would be based on a graduate scale. Councilman McEachern arrived. Ro~ Roy - Feels that an addition on top is not a good idea. Circulation and ~food prob- lems. The convention center should be on the main floor near the service facilities. Use the present structure for services such as bar, restaurant, shops and displays. These should be subleased out by the City, so that the City would still maintain ¢ontrol~ Feels the Hotel should be on an operafing basis by this winter. Shops and services on the main floor, second floor for V.I.P. rooms and small meeting rooms. Convention center or banquet area should be behind the Hotel or between the Aspen Times and present Hotel structure. Do not feel you could tear out enough walls in the present structure to take care of a convention of 750 people. Could keep the buildin operating while under construction. Could start out with room for 300 to 350 people, cost approximately, $125,000 to $130,000. Feel the first step is to develop a program and to work with the A~pen Chamber and Visitors Bureau. Fees for remodeling would be $12.00 per hour with a maximum and on new construction 6%. George Heneghan - Would have to develop a program and analyze the present structure. Fees for remodeling would have to be on an hourly basis with a maximum. Cannot give a recommendation at the present time due to lack of knowledge sa to the economics of the situation and exactly what the City would want. Herbert Bayer - Administrator Wurl reported Mr. Bayer is very interested in talking with Council on this project but at the present time is ill. Mr. J. Roger Musick Mr. Musick outlined the different buldings which he had designed - remodeling Denver City Hall, design on parking at the Denver Airport, etc. Felt the location of the Hotel Jerome was tops for a convention center. Building would need professional study for its adaptability. Fees on the remodeling would be $7.50 per hour. Robin Molny - Addition on top is not a good idea because of the mechanical costs and access. Would have to follow the following steps: 1. Establish a program of what the City wants. 2. Feasibility study as to the dollars and cents involved. 3. Make a study of the different sta~es to go. 4. - Arrive at an estimate and final cost. Steps 1 through 4, fee would be approvim~tely $2,000. to $3,000. Recommend shifting lobby to the right side and put the conventmon center from there to the west and use the area between the Hotel and Aspen Times, with 2 stories. Auditorium 7,500 sq. ft. for 750 ~eople, for dining of 750 people would require 9,000 sq. ft. Cost per foot approximately 15.00 to $18.00 per foot. Fritz Benedict Designed the convention center at snowmass of Aspen. Convention part of the Hotel would have to be an additional building. Fees 3-1/2% of estimated construc- tion costs for schematic and design phases to obtain estimated consructlon costss. In case of successful election, an additional 6-1/2 % of actual construction costs to prepare working drawings and furnish supervision. (The total 10% fee would include the fees of structural, mechanical, and electrical engineers and any other consultants such as theatre and restaurant.) To go on top the elevators would be expensive. Jack Walls Mr. Walls reported he had measured the existing structure and prepared drawings of such with an overlay of a porposed Dian for the convention center. (Council reviewed the plan). Plan proposed to take care of present needs to get into operation and still be under construction. Proposed taking out the west wall, of present dining area, and extending an addition to the west into the present area betweem the Hotel and Aspen Times. Also leaving the pool as it now stands and a small aera ~n front of the new structure for a small garden. Underneath behind the hotel 2 levels of parking. Could accommodate 98 cars. Present structure could be used for shops on the main floor, second floor meeting rooms or office space. Should work on the new addition first and then work on the present structure at leisure and as money is available. Fees on the percentage basis would be 10% of the cost of construction. This would include all consulting engineers with the exception of an accustical engineer. Would include also preliminary drawings, working drawings and supervision of construction. On an hmurly b~sis the rate would be $12.00 per hcur excluding the fees of consulting engineer. Would include hours spent on preliminary and working drawings and supervision of construc- tion. Bruce Polich reported the average demand for ~onvention facilities are from 200 to 500 people. Administrator Wurl reported the basic figure proposed by the City of 750 people referred to the banquet facilities. Request permission from Council to include in the deed the land involved in a 20' easement along the river requested by the City for access to the river. Council~n McEachern made a motion to approve the deed subject to containing language reserving to the public an easement extending 20 feet from the high water mark into this property, public free to pass through. Seconded by Councilman Clymer. Roll call vote Councilmen Bergman aye; McEachern aye; Clymer aye. Mr. Tacker to pay the City cost of expenses. Councilman Bergman made a motion to approve Ordinance #19, Series 1967 as read in full for the first time and order the same Fublished. Seconded by Councilman McEachern. ORDINANC~ #2] ORDINANCE #21, SERI~S 1967, AN ORDINANCg AMENDING TITLE XI, SECTION 11-1-12 OF THE ORDI- NANCES OF THE CITY OF ASPEN, COLORADO, PERTAINING TO ZONING BOARD OF ADJUSTMENT, VARIANCES AND DECLARING AN gM£RGENCY TO EXIST was read in full for the first time as amended by the City Clerk. Councilman Clymer made a motion to approve first reading of Ordinances #21, Series 1967 as read and order the same published. Seconded by Councilman Mc£achern. Roll call vote Councilmen Clymer aye; Bergman aye; McEachern aye. Cooper Streel Administrator Wurl reported the State has sent a form to be filled out by the City as to Bridge their feelings on the detour and ccnstruction of the Coop~er Street Bridge. Councilman Clymer made a motion to support the State on the Cooper Street Bridge and support of the plan proposed by the Sate for detour. Seconded by Councilman Mcgachern. C~ounc~l ©ct~ber 9, .1967 ~ _ Administrator Wurl relayed to Council a request to hold an Olympic Bicycle Race on October BicyCle Race 14th at 10:00 A.M., route as follows: On Hopkins from Garmisch to Mill, Mill to Durant, Durant to Aspen, Aspen to Cooper and back to Garmisch. Councilman McEachern made a motion to approve the route for the Olympic Bicycle race. Seconded by Councilman Clymer. All in favor motion carried. Council instructed Administrator Wurl to so infomr the race committee that control of the crowds is of the utmost import.ance. Councilman Clymer made a motio~ to adjourn at 6:10 p.m., seconded by Councilman McEachern. Ail in favor, motion carried.
