The accounts payable were~ given to Councilmen McEachern to check. Councilman Bergman made a motio~ to approved, the minutes of November 20th and 27th as mailed. Seconded by Councilman Kuster. ORDINANCE #26, SERIES -1967,~AN ~ORDINANCE AMENDING TITLE I, CHAPTER 14, SECTION 4, OF THE OFFICIAL CODE OF THE CITY OF ASPEN, COLORADO REGARDING INCREASE OF THE SALARY Ord.26 OF THE POLICE MAGISTRATE AND DECLARING .AN EMERGENCY TO EXIST was rear in full for Magistrate Salary the second time by the City Clerk. Councilman Clymer.made.a motion to adopt Ordinance #26, Series 1967 as read in full and order the same published. Seconded by Councilman McEachern. ORDINANCE #27, SERIES 1967, AN ORDINANCE REGULATING AND RESTRICTING THE IDLING OF Ord.27 MOTORS OF BUSES AND MOTOR VEHICLES ~ITHIN THE~CITY OF ASPEN, COLORADO AND~DECLARING Idling Buses AN EMERGENCY TO EXIST was.~read ~in f~ll fo~ the second time by the City Clerk. Forms and plans for remodeling of-the Chart House liquor establishement were submitte~ Chart House to Council by the .City Clerk. Council-reviewed plans. Discussed Ordinance #28, Series 1967 amendment of the sales tax ordinance. Prepare~ Sales Tax ordinance pertained to elimination of the use tax from the present sales tax ordim~ce Council request additional amendments in order for ~he present sales tax ordinance to conform to .the State's' requirements. Councilman McEachern made a motion to send this ordinance back to the Attorney for additional amendments. Seconded by Councilman Kuster. Stollard House - Council reviewed a lease between the Aspen Institute, Aspen Chamber Stallard House and Visitors Bureau and the City of Aspen on.the Stollard House as a home for the Historical society. Discussed the problems in the lease. Council agreed they could not expend the mequested $51,000 at this time and request Administrator Wurl negoiate further into Federal Funds for this project. Communications System - Administrator Wurl stated the County would not be participat- Cummunications ing due to lack of funds. State is willing to go along with the City as agreed pre- viously.~ Councilman Clymer~ made a motion to~ authorize the Mayor and City Clerk to sign the co~maunications agreement withthe State. Administrator Wurl reported the dog catcher had been out of town for a few days. Administrator Wurl request approval from Council on the employee's pay increases as adopted in the 1968 budget. Red Mountain Water Project - Administrator Wurl reported the City is now taking care Red Mt. Water of clean-up and details. Lower Red Mt.Water Lower Red Mountain Water - 8 peopl-e request to hook on to City water in the lower red Mountain area. City quited a figure of $2500 each. Presently only 2 are willing to hook on and are willing to pay additional cost over $2500 each to put the line into their~l proper,ty. Councilman Kuster made a motion to authorize the City to go as far with the water line on Lower Red Mountain as people have contributed. Seconded by Councilman Clymer. Jerome Hotel Jerome - Mayor Barnard reported the Institute is not willing to go along with the simple agreement as discussed at the last council meeting. 712 ~ular Meeting Aspen City Council D~cember 4, 1967 Bus Stop Ski RaCks ~ Administrator Wurl submitted pictures of the proposed racks the Bus Stops Ski Corporation would like to put up at the 15 bus stops. Councilman Kuster made a nmtion to approve the structures as presented by the Ski Corporation. Seconded by Councilman McEachern. Roll call vote - Councilmen Kuster aye; Bergman aye; Clymer aye; McEachern aye. Employee Christmas Party - Councilman McEachern made a motion to give a Christmas X-Mas Party Party to City Employees at the Red Onion and details to be handled by Administrator Wurl. Seconded by Councilman Bergman. Roll call vote - Councilmen Clymer aye; Kuster abstained; McEachern aye; Bergman aye. Councilman Kuster made a motion a::plaque be prepared for out going Councilman McEachern. Seconded by Councilman Clymer. Ail in favor, motion carried. Councilman Clymer made a motion the first regular meeting of the City Council in 1968 would be on January 8th. Seconded by Councilman Bergman. Ail in favor, motion carried. Dump - Administrator Wurl reported he had met with the County Commissioners and the Dump Christensen Brothers and have all agreed, just needs to be put down on paper. Council instructed Administrator Wurl to check with the County on their portion of the dump payment. Uniform Building Code - Letter from the Planning and Zoning Commission was read Uniform Bdg.Code by Mayor Barnard requesting approval of the 1967 Edition of the Uniform Building Code in its entirety. Previously the City has had a different permit fee schedule than what was outlined in the Uniform Building Code. Inspector Reynolds stated the Cities permit fees are 1/3rd lower than the Countys. Councilman Bergman made a motion to authorize the preparation of the ordinance on the Uniform Building Code and to set the date for public hearing on. January 8, 1968. Seconded by Councilman Kuster. Ail in. favor, motion carried. Water Meters - Finance Director Flewelling reported the meters hmd been checked and 15 - no read, 8 - meters not operating, 10-meter readings were strange. Water Meters Also stated this tinm of year some of the meters without remote reading devices are hard to get to. Councilman McEachern made a motion to pay the bills. Seconded by Councilman Kuster Roll call vote - Councilmen Kuster aye; McEachern aye; Bergman aye; Clymer aye. Discussed incident reports on liquor renewals. Councilman Kuster made a motion that Council be presented with all information classified from the Police Department Incident Report! on incidents pertaining to liquor establishements. Seconded by COuncilman Clymer. Roll call vote - Councilmen Bergman aye; Clymer aye; McEachern aye' Kuster. aye. A w~itten report was submitted to Council by the Finance Department relating to bed tax collected from condominiums. Administrator Wurl stated he had talked to the State oh collection of sales tax Sales Tax in Pitkin County. Collected tax in 1966 $451,261.00 and from this $439,052.00 came from inside the City limits. First three quarters of 1967 collected $380.950.00 and $371,754.00 came from inside the City limits. Finance Director Flewelling questioned Council on what to do about Mr. Whitaker who is not paying his sales tax to the City but putting the money into escrow. Council agreed to hold off on this until after the sales tax ordinance has been conformed to meet the requirements of the State. Discussed bill from Janet Gaylord which was submitted to Council, Councilman Janet Gaylord McEachern stated he would look with favor upon bills rendered for services. Bill as submitted stated salary which does not exist. Arrangement with Mrs. Gaylord called for $15.00 an hour for services rendered. Mayor Barnard stated Mrs. Gaylord had not been authorized to do anything for the City. Councilman Kuster made a motion to adjourn at 4:45 p.m. Seconded by CQuncilman McEachern.
