HomeMy WebLinkAboutminutes.council.19671023 Special Meeting Aspen City Council October 23, 1967 Meeting was called to order at 4:00 p.m, by Mayor Robert Barnard with Councilmen Carl Bergman, Clyde Clymer, and City Administrator Leon Wurl. Meeting was called for more elaboration of plans on the Hotel Jerome for a convention center by Architects Jack Walls and Ted Mularz. The following comments were made by Jack Walls: Require 10 square feet per person for banquet facilities. Basement could be used for additional meeting rooms if the City so desired. Pool could be used for a convention or divided off for municipal purposes. Parking for 98 cars or ~more could be done in the future as plans progress and the City sees what it needs as far as parking is concerned. Present roof could be re-roofed so it would drain properly; have not really gotten into the structural part of the building. Part of the feasibility study could be carried along with other studies as to income on rentals, cost of remodeling. Do not see any great outlay of money to make the spaces available for office space for the up-coming winter season. Mr. Walls submitted a recommendation to Council as to a possible procedure for undertaking work so that a final decision could be made by the Council as to the feasibility of such a community project. The following comments were made by Ted Mularz: Had discussed the Hotel Jerome with a structural engineer. Approach #1 of opening up the second floor, engineer felt would be costly. Top floor would be less costly. Provide 11,000 square feet, cost approximately $225,Q000 plus elevator system~ or $300,000. Approach #2 - Between the Hotel Jerome and the Aspen Times would provide 7,000 square feet. Would have easy access, but due to the cost of land, would be foolish unless you put in a basement underneath. Cost for just basement $~0,000 to $80,000 approximately. Could fit 600 people or a little more in 7,00 square feet. This would not offer any improvements to the Hotel present structure. $220,000 approximately would build the build- ing and the basement but in addition would have the cost of improvements which would be required on the Hotel. Approach #3 - North side of the Hotel with underground parking. Is not as ideal as approach 1 or 2; would end up on an "L" shape. Feels 3 levels of parking could be provided for 60 cars. Cost approximately $500,000. Most costly approach. Approach $4 - On top would have 8500 square feet sit 750 people for a banquet. Repair to the roof would be taken care of by building additional structure on top. Stated the hotel has a secondary roof on the primary roof. Building could be in ~peration during construction. Would need a fire stairway and elevators. $237,000 would include elevators. Food service could be split, some prepared on the first level and a small kitehen on top for the remainder. Elevator to handle top floor would cost approximately $25,000. Elevator should go down to the underground parking level for service. Administrator Wurl stated he felt the election on the hotel could be brought up to the people by February or March. Discussed the sources of revenue that could be derived during the upcoming winter season to pay the City's costs. Councilman Bergman to check with the Lodging Association as to a plan for renting the rooms for the season and also the convention committee. Administrator Wurl relayed a request from the Boomerang and Christiana of Aspen and a duplex owned by C. M. Ctark. JSeconded by Councilman McEachern. Roll call vote - Councilmen McEachern aye; Bergman aye; Mayor Barnard aye. Councilman Bergman made a motion to adjourn at 5:05 p.m., seconded by Councilman McEachern Ail in favor, meeting adjourned.
