HomeMy WebLinkAboutminutes.council.19700817S~ecial Meeting Aspen City Council August 1~ 1970 Meeting was called by the entire Council to ~onsider budget requests; second reading of Ordinance #17; Census; appointments to Planning Commission; Board of Adjustment and Planner's reception. Meeting was called to order by Mayor Eve Homeyer at 5:05 p.m. with Councilmen Edwin Vare, Fitzhugh Scott III', Jack Walls, City Manager Leon Wurl and Finance Director Dennis Veeder. Census- Council request Manager Wurl contact the proper authorities and lodge a complaint Census of concern as to the number of people in Aspen not counted. Board of Adjustment and structure of the Board - Councilman Walls moved that the City Board of Council increase the membership of the Board of Zoning Adjustment from five to seven Adjustment members and instruct the City Attorney to draft the necessary ordinance. Seconded by Structure Councilman Scott. Roil cai1 vote - Councilmen Vare aye; Scott aye; Walls aye; Mayor Homeyer aye. Council instructed Manager Wurl to check out the Charter and ordinance relative to the number of votes required by Council for removal of members of boards and commissions. Guido's - Manager Wurl relayed a request to Council for a canopy over the sidewalk on Guido's Canopy Cooper Street for the new addition to Guido's. Council reviewed plans and discussed establishing a p~licy on the heighth and width'of canopies. Councilman Vare moved to close discussion of'this and the building inspector make a recommendation to the City Council at the next regular meeting. Seconded by Councilm~n Walls. All in favor, motion carried. 1063 Special Meeting Aspen CitY Council August 17, 1970 Councilman WllliamComcowich arrived. Wild Discussed resolution passed by the Chamber relati.ve to Wild River designation of the ~" River quality water from upper Woody Creek Bridge to Hallam Lake and consideration for further Designation extension of this designation from Hallam Lake to the head waters of the Roaring Fork River.. Councilman"Ross Griffin arrived. Council request Councilman Vare submit to Council what is meant by Wild River designation. ORDINANCE #17 SERIES OF 1970, AN ORDINANCE AMENDING CHAPTER 1 of TITLE 2, ENTITLED CITY PLANNING COMMISSION PERTAINING TO THE NUMBER OF MEMBERS, QUALIFICATIONS OF MEMBERSHIP, TERMS OF OFFICE AND POWERS AND DUTIES OF THE COMMISSION AND HEREBY DECLARING AN EMERGENCY TO EXIST was read by title only by the City Clerk on second reading. Councilman Comcowich moved to adopt Ordinance ~17, Series of 1970 and order the same published in full as provided by the City Council. Seconded by Councilmmn Walls. Roll call vote - Councilmen Vare aye; Comcowich aye; Griffin aye; Scott aye; Walls aye; Mayor Home yer aye. Motion Carried. Planning and Planning and Zoning Appointments - Councilman Walls moved to appoint James Adams., Charles Zoning Collins, Irwin Harland, Robin Molny, William Tharp and Charles Vidal to the Planning and Appointments Zoning Commission and leave one vacancy. Molny, Vidal and Collins terms to expire July 1973 and Adams, Harland and Tharp terms to expire July 1971. Seconded by Councilman Scott. Roll call vote - Councilmen Walls aye; Scott aye; Griffin aye; Comcowich aye; Vare aye; Mayor Homeyer aye. Motion carried. Mr. Herb Barrel, Regional Planner was introduced to Council. Budgets Budgets~- Department heads were present to answer questions of t~e Council. City Clerk City Clerk, total proposed budget of $33,558.00. Manager Wurl outlined to Council the City Clerk's salary is now in the same range, as other department heads. Under the Charter this will no longer be an elective position. Councilman Scott moved to give preliminary approval of the City Clerk's budget, subject to later recommendation. Seconded by Councilman Griffin. Ail in favor, motion carried. Building Building Inspector, total proposed budget of $34,209.00. Council questioned the building Inspector inspector if follow through and field work can be accomplised with two inspectors. Council request the building inspector consider additional help and make a recommendation to Council. Councilman Comcowich moved to give tentative approval of this budget. Seconded by Councilma~ Walls. Ail in favor, motion carried. Police Police, total proposed department head budget $226,035.00. Manager's recommended to~al budget of S169,162.00. Budget includes request for grants in the amount of #13,065.00. Manager's recommendation calls for one additional man and another additional man if the grant is approved. Manager's recommendation further calls for no remodeling in the City Hall of the Police Department anticipating the moving of the police department and communications to the courthouse annex in 1971. Manager Wurl further request the Council review the charges for towing; contract fee for towing $4.50; $5.00 is paid by the citizen fo~ towing of their vehicle. Manager Wurl further outlined a secretary has been added to this budget and the animal warden has been deleted from this budget. Councilman Scott moved to give preliminary approval of the Manager's recommendation for the Police Department budget. Seconded by Councilman Walls. Ail in favor, motion carried. Councilman Scott left Council Chambers. Communications Communications, total proposed department head budget $92,517.00, Manager's recommended budget $52,889.00. Manager Wurl remarked he had taken out of this budget equipment for the new annex and also wearing apparel. Manager Wurl further explained the County has been utilizing our communications system for one year at no cost. County neglected to budget for this for this year. Councilman Scott returned to Council Chambers. Mayor Homeyer left Council Chambers. i064 _Special Meeting ....... Aspen City Council August 17, 1970 Council authorized Manager Wurl to negoiate on a 60/40' basis to cover expenditures of the communications department with the County. Councilman Gmiffin moved to give tentative app=oval of the Manager's recommended budget for communications. Seconded by Councilman Walls. Ail in favor, motion carried. Animal Warden, total recommended budget of $20,022.00. Manager Wurl explained the revenues Animal that would be derived from this department to compensate a large portion of the cost. Warden Councilman Walls moved to give firm approval of this recommended budget. Seconded by Councilman Griffin. Ail in favor, motion carried. Board's and Commissions total proposed budget of $450.00 Manager Wurl explained this budget Boards and covers all boards and commissions. Commissions Councilman Walls moved to give firm apprOval of this budget as submitted. Seconded by Councilman Griffin. All in favor, motion ~arried. Engineering, proposed budget submitted in the total amount of $54,351.00. Manager Wurl Engineering outlined this budget includeS the purchase of a vehicle to be used by the engineering department. Council request the Finance 'Director investigate buying vehicles through the State at a discount. Councilman Griffin moved to give tentative approval of t~is budget. Seconded by Councilman Walls. All in favor, motion carried. Police Pension Fund, total budget submitted in the amount of $7,805.00. Anticipated revenue Police Pension of this department $20,700.00. Fund Councilman Comcowich moved to give firm approyal of this budget as submitted. Seconded by Councilman Walls. Ai~i in favor, motion carried. Municipal Court - Proposed budget submitted in ~the total amount of $13,111.00. Council Municipal questioned the travel allowance. Court Counc'ilman Griffin moved to give tentative approval of this budget. Seconded by Councilman Comcowich. All in favor, motion caryie4. Fire Protection - Proposed budget submitted in the total amount of $4,200,00. Fire Protection Councilman Vare 'moved to give firm approval of this budget. Seconded by Councilman Griffin Ail in favor, motion c~rried. City Manager - Proposed budget submitted in the total amount of $31,970.00. Councilman City Manager Griffin moved to give tentative apprpval of this budget. Seconded by Councilman Walls. All in fayor~, motion carried. City Council - Proposed budget submitted in the total amount of $14,360.00. Discussed City Council wages for the Council. Council instructed Manager Wurl to obtain an average of other comparable municipalities or salaries for Mayor and Council. Councilman Vare moved to give tentative approval of this budget.
