HomeMy WebLinkAboutminutes.council.19700903 Speeiat-Meetin~ Aspen City Council' September 3~ 1970 Meeting was called to order by Mayor Eve Homeyer at 5:05 p.m. with CoUncilman Edwin Vare, William Comcowich, Fitzhugh Scott III, 3ack Walls, Francis Whitaker and City Manager Leon Wurl and Finance Director Dennis Veeder. Special meeting called by entire Council to review budget requests. i Planner Manager Wurl explained this budget has been reviewed by the RSA Board and has been approved Consulting services in the approximate amount of $30,000 has been deleted from this budget, but will be held in contingency funds of the City of $15,000 and in the County $15,000. Councilman Walls moved to approve this budget,as presented in the amount of $26,500. Seconded by Councilman Comcowich. All in favor, motion carried. (53% of $50,000.00.) Community Manager Wurl explained the RSA Board reduced this budget~total from $50,000 to $30,000. Improvement This will require the advisory board to review the requests another time and make a recom- mendation to the RSA Board on the breakdown. Discussed the contributions to ACVB and Club 20. Councilman Whitaker Lmoved to tentatively approve 53% of this budget of $15,000. Seconded by Councilman Scott. Ail in favor, motion carried. City Manager Councilman Walls moved to approve a budget of $31,970.00 for the City Manager. Seconded by Councilman Vare. Ail in favor, motion carried. Central Manager Wurl outlined this budget includes xeros and postage only. Budget was adjusted to Services compensate for the anticipated increase in postage as of January 1, 1971 to six and eight cents. Councilman Comcowich moved to approve a budget of $6,835.00 for central services. Seconded by Councilman Scott. All in favor, motion carried. Manager Wurl to submit a breaRdown of the reasons for the registered warrants of 1969. ~eneral fund Councilman Whitaker~moved to .approve $181,320~00 budget: for general fund debt retirement. Debt Retiremen! Seconded by Councilman Walls. All in favor, motion carried. Water Fund Councilman Scottmoved toapprove a ~budget of $150,769.~00 for water fund debtretirem~nt. Debt Retirement Seconded by Councilman Vare. All in favor, motion carried. Manager Wurl and Finance Director Veeder explained there will no longer be a central administration budget for those personnel who work for the general fund, electric and water funds. Seconde~ by Councilman Walls. All in favor, motion carried. Discussed landing fees and tie down fees. Council agreed to table this budget until further Airport information is nmde available. Total budget submitted to $150,000, othe city's 53% would be $79,500.000 ~ Councilmmn Comcowich explainer the RMA board approved~a $20,000 increase for this budget Health and whiCh inclildes an assistant and a secretary. Sanitation Councilman Walls moved to.approve a budget of 53% of $70,000 which is cost of $37,100 for the City. Seconded by Councilman Comcowich. Ail in favor, motion carried. Manager Wurl explained this item is now under RSA. Councilman Scott ?moved to approve a Communications budget of 53%of $60,000 which is a cost to the City of $31,800.00. SeConded by Councilman Walls. Discussed the one phone number for City Hall. Council suggested to Manager Wurl he invest- igate a separate number for Police and Sheriff when the communications is combined in a s~parate building. . Ail in favor, motion carried. Councilman Scott moved to approve the ManageK's recommended budgt Of $169,162.00 subject to Police Dept. deleting the City's expense of grants if grants are not approved. Seconded by Councilman' Walls. Ail in favor, motion carried. Manager Wurl explained a change was mmde in this budget since previous review by Council. Engineering Depti Have lowered the amount of vehicle after contacting the State. Councilman Comcowich moved to approve the engineering budget 0f $53,451.00. Seconded by m ' Councilman Vare. Ail in favor,, orlon carried. Councilman Scott left Council Chambers. Councilman Walls moved to approve the budget request of $34,209.00 for Building Inspection Building Inspect Department. Seconded by Councilmmn Vare. All in favor, motion carried, ion Dept. Councilman Vare ~oVed to approve the City Clerk's budget of ~33,558.00. Seconded by Council City Clerk man Comcowich. Ail in favor, motion carried. Councilnmn Scott returned to Council Chambers. Manager Wurl reported he had reviewed the salaries for Mayor and Council of 11 cities of City Council comparable responsibility and size. Average for Mayor is $106.75 and the average for Council men is $76.00 a month. Councilman Scott ~moved to double the salaries for Mayor and Council. Seconded by Councilma~ Vare. Roll call vote - Councilmen Whitaker nay; Walls nay; Scott aye; Comcowich may; Vare aye; Mayor Homeyer nay. Motion not carried. Councilman Walls moved to approve the City Council's budget in the total amount of $14,360. Seconded by Whitaker. Ail in favor, motion carried. Discussed and agreed not to compensate the Planning and Zoning Commission members. Budget Board and previously approved. . Commissions Municipal Court - Discussed the travel allowance. Councilman Comcowich moved to approve a Municipal. budgt of $13,111.00 for Municipal Court. Seconded by Councilman Walls. Ail in fair, motion Court carried. Council agreed to meet on Friday, September 11, 1970 at 5:00 p.m. to review the remaining budgets and revenues. Councilman Scott imoved to go into executive session at 7:05 p.m., seconded by Councilman Walls. All in favor, motion carried.
