HomeMy WebLinkAboutminutes.council.19701013 1079 Special Meeting Aspen City Council October 13, 1970 Meeting was called to order by Mayor Eve Homeyer at 5:10 p.m. with Councilmen William Com- cowich, Fitzhugh Scott III, Francis Whitaker, City Manager Leon Wurl and Finance Director Dennis Veeder. Special Meeting called to review the remaining proposed budgets for 1971. Edwin Vare arrived. Street Street Department - Total proposed budget submitted in the amount of $240,475.00. Discussed Department in general terms maintenance of the streets. Councilman Ross Griffin arriVed. Ditches Discussed the opening of the ditches. Manager Wurl explained the engineering department has been working on this, problems in the area of establishing correct grades. Once this is established, will present a plan~to Council for review. Councilman Scott moved to appropriate $10~?000.~ii towards work on opening the ditches in the West End. Seconded by Councilman Vare. All in favor, motion carried. Tree Councilman Whitaker moved to add another $1,000 towards tree planting. Seconded by Council- Planting man Vare. All in favor, motion carried. Divider Discussed divide~:~st~ips~on Main Street. Manager Wurl reported under the capital improve- Strip ments program visualize this program beginning in 1973. Councilman Comcowich stated the highway and traffic circulation questions should be resolved first. Councilman Fitzhugh Scott III left Council Chambers. Storm Manager Wurl indicated to Council the storm sewers have.been cut from~this budget this year Sewers and has been in previous years due to lack of funds. This item will require bedgeting in the very near future. Councilman Fitzhugh Scott III returned to Council Chambers Manager Wurl reported for the total program on storm sewers the cost of same would be about $270,000, this would include the purchase of between 6 and 7 acres of land for settling ponds. Non- Non-departmental, General Fund - Manager Wurl explained the Charter requirement.of creating Departmental depreciation funds for the water, electric and general would require $95,000. This was discussed with the auditors, finance director and city attoreny and it was determined to create the depreciation funds over:a:period of-~5 years, appropriating 20% per year. Life Manager Wurl stated~the proposed budget is submitted on the basis of the City paying all Insurance of the life insurance costs, presently city pays 1/2. Council agreed they did not wish to pay the entire amount. Pension Discussed pension program for city employees. Manager Wurl reported he had asked for estimates and:at.this time there is not sufficient money:nor has,there been time to consult with the employees. Open Space Open Space . Manager Wurl request Council adjust their budgets to show the rebate..of $21,000 as called for in the sales tax ordinance. Water Water Transmission - Manager Wurl explained the capital improvements program calls for Transmission complete water meter conversion. Insurance to be cut'in half ..... : ~ :: _ ::~ : )iscusSed the water department deficit. Council request Manager Wurl investigate the Water rates and tap fees of the water department. Water Water Purification - Cut the insurance in half. Manager Wurl request Council lower the Purification maintenance of vehicles to $300 since a new vehicle is budgeted. Electric Electric - Lower life insurance by 1/2. Manager Wurl explained cuts have already been.made in t~is budget under street lighting and underground installations. ~-~. General General Fund Revenues - Manager Wurl request Council consider increasing the liquor Revenues occupational tax, consider a business licensing based on revenue and information increase in contractors licensing and d ~ ' ' og_lzcensmng. Council discussed increasing the employee registration in order to cover the cost. Manager Wurl reported the towing fines have been doubled and is reflected in this budget. Council request the dog fines also be doubled. 1080 Special Meeting Aspen City Council October 13, 1970 Councilman Fitzhugh Scott III left the meeting. Manager Wurl reported the appraisal on the land west of the City limits will be submitted Appraisal on November 1. Councilman Whitaker moved to adjourn at 7:25 p.m., seconded by Councilman Griffin.
