Meeting Aspen City Council November 25, 1970 Meeting was called to order by Mayor Eve Homeyer at 5:05 p~m., with Councilmen Edwin Vare, William Comcowich, Ross Griffin, Jack Walls, City Manager Leon Wurl and Finance Director Dennis Veeder. Meeting called by the entire Council for the purpose of hearing proposal by the Chamber and Visitors Bureau relating to the mini buses. Mayor Homeyer pointed out at the last meeting of the.City Council it was agreed the City could not undertake the project of the mini buses this winter season. Council instructed the City Manager to submit breakdown of costs and revenues by January 14th and if the project is feasible the buses will be ordered and would beg~n running same about June 1st. Mr. Wendy Morse, Mr. Berko, Mr. Loc~ridge and George Odier were present representing the Executive Board of' the Chamber. Mr. Morse stated there are two reasons why this project shnuld be undertaken at this time: (1) the buses are available (2) Aspen needs the transportation and feel the town, particularly this winter, needs to create some atmosphere. Aspen's image has really sunk. Executive Board of the Chamber of Commerce called the mini bus people. The buses are still attainable and will be upt to sometime next week. Mr. Morse stated the $20,000.00 down payment can be obtained from businessmen based on advances for advertising, and committment made by individuals so that the buses could be delivered sometime between January llth and February 15th. Mayor Homeyer pointed ouk, the buses, which are attainable, do not come with.ski racks, this would take time to have them installed. .Mr. Morse stated they are requesting a guarantee or backing from the City. That once the buses are here, will the the City guarantee payment in 1971. Manager Wurl pointed out, the City in no way can commit themselves this year. Further pointed out there are very limited areas in the 1971 budget from which to draw funds from. Feel the City is looking at short term financing with the payment at the end of the~year which would require payment the following year. Also looking at finding additional sources of revenue. Mr. Herb Bartel, Planner, reported he had asked San Juan Tours to submit a management proposal to operate the mini buses. Report will be submitted sometime next week. Councilman Comcowich reported the City Council agreed at their last meeting to wait until January when the complete study as to costs and revenues can be obtained. Chamber is asking the City to do this project regardless of the costs. Council stated they support this project but feel it would be better to wait until the full facts are available. Mr. Jim Adams reported the Ski Corporation, this date, made a committment of $5,000.00 as a loan. ~ Councilman Comcowich moved to reaffirm Council's decision at the last meeting in getting the facts through the transportation committee and proceed on that basis. Seconded by Councilman Walls. Roll call vote Councilmen Walls aye; Griffin aye; Comcowich aye; Vare nay; Mayor Homeyer aye. Motion carried. Councilman Walls moved to adjourn at 6:20 p.m., seconded by Councilman Comcowich. All in favor, meeting adjourned.
