Special Meeting Aspen City Council August 7, 1972
Meeting called to discuss the transportation study report.
Meeting was called to order by Mayor Eve Homeyer at 5:00 p.m. with Councilmen Scott
Nystrom, Ross Griffin, Ramona Markalunas, Jack Walls, Francis Whitaker, and City Manager
Leon Wurl. Also present City/County Planner Herb Bartel and City Englneer Charles Gilkey
An outline of the major elements of the study were reviewed by the Council and correspond
ing design maps. (See outline on file)
Parking areas were reviewed. Mr. Bartel explained additional right-of-ways would have
to be purchased for Mill Street, extensions of Galena and Spring in conjunction with the
parking area at the railroad property site. Further explained the river plan and land
for civic center are not part of this package but do have a bearing on the total plan.
Councilman Comcowich arrived.
The major parking areas would be connected by a shuttle service on Galena Street. A
center for transferring from shuttle service to transit system could be located at Rubey
Park above ground.
Questions raised by Council: (1) why was the transit route cut down; (2) was underground
parking under Wagner Park considered.
Reviewed the vehicle circulation map. Garmisch, Durant, Original and Main shown as
boulevards. Aspen one-way south, Monarch one-way north. Median on Main Street from
Aspen Street to the curve on Original.
Highway west of town alternatives were discussed. Alternatives being highway as present-
ly exists; new highway Straight in on Main Street; or following Midland right of way
with a transition back ~o Main Street.
Two hour parking expanded to take in all of the C-C zone.
Discussed the semi mall areas and the problem of traffic congestion in these areas.
Suggestion made the streets in the semi mall areas be open to only emergency and service
~ehicles.
Total plan cost $6,-466,000.00. Manager Wurl pointed out there are only two times a year
the State will aqcept accounts for collecting - January and July. A 1% sales tax will
finance about $5,000,000.
Discussed joint venture, leasing and other means of financing the purchase of the rail-
road property.
Proposal to be reviewed by the Planning and Zoning Commission and Transportation
Committee.
Councilman Comcowich moved to adjourn at 6:20 p.m., seconded by Councilman Nystrom. All
in favor, meeting adjourned.
