RESOLUTION ~ 16, SERIES OF 1972 - Councilman Walls moved 5o read in full Resolution ~16, seconded by Councilman Whitaker. All in favor, motion carried. RESOLUTION RESOLUTION 916, SERIES OF 1972 - Councilman Walls moved to read in full Resolution #16, seconded by #15 Councilman Whitakeri All in favor, motion carried. RESOLUTION #16 (Series of 1972) WHEREAS, the City Council of the City of Aspen has passed a Resolution calling for a Special Election of November 7, 1972, which is the General Election date for the State of Colorado. AND, WHEREAS, it is advantageous for the purposes of administering this election to have the City voting precincts conform with the general voting precincts of the County for this General Election. NOW, THEREFORE, BE IT RESOLVED, that the following voting precincts shall be established for use in the City Special Election to be held on November 7, 1972. BE IT FURTHER RESOLVED, that the polling places set forth below the precincts shall also be utilized for voting within said precinct: Precinct #1. All that portion of the City of Aspen lying east of the following described line: Beginning at the southerly City limits of the centerline of West End Street pro~cted;~the~ce north along the center- line of West End Street to the existing City limits; thence easterly and northerly along the existing City limits to the northwest corner of Sunny Park North Subdivision. Polling Place - Alpine Lodge, East Highway No. 82 Precinct ~2. All that portion of the City of Aspen lying west of Precinct ~1 and east of the centerline of Galena Street projected northerly and southerly. Polling Place - St. Mary's Catholic Church, 533 East Main Street Precinct ~3. All that portion of the City of Aspen lying west of the cinterline of Galena Street projected northerly and southerly and east of the centerline of First Street projected northerly and southerly. Polling Place - Aspen Middle School, 110 East Hallam Precinct ~4. All that portion of the City of Aspen lying west of the'centerline of First Street projected northerly and southerly and east of the centerline of Seventh Streetprojected northerly and southerly. Polling Place - Mountain ~escue Building, 632 West Main Street Precinct #5. All that portion of the City of Aspen lying west of the centerline of Seventh Street projected northerly and southerly. Polling Place - Pomegranate Inn, West Highway No. 82 BE IT FURTHER RESOLVED, that following this election the voting precincts shall be as set forth in Ordin- ance No. 3, (Series of 1972), was read in full by the City Clerk. 1342 Special Meeting Aspen City Council September 5, 1972 Councilman Walls moved to adopt Resolution#16, Series of 1972. Seconded by Councilman Whitaker. Roll call vote - Councilmen Nystrom aye; Markalunas aye; Walls aye; Whitaker aye; Mayo~ Homeyer aye. Motion carried. Councilman Walls moved to go into executive session to discuss land negotiations. Seconded by Councilman Whitaker. All in favor, motion carried. Councilman Whitaker moved to go back into special session, seconded by Councilman Walls. All in favor motion carried. Letter was submitted outlining to Council the City no longer is affected by-the freeze and the other 1/2 Salary Step increases can be approved. .Money was budgeted. Increases Councilman Walls moved to approve the 1/2 step increases to those employees affected. Seconded by Councilman Whitaker. Roll call vote - Councilmen Whitaker aye; Walls aye; Markalunas abstain~ Nystrom aye; Mayor Momeyer aye. Motion carried. Increases to be effective October 1, 1972. Proposed revenues were submitted. Manager Wurl explained the auditoEs have requested the budget be prepared Budgets without a central administration and all costs relate to each department. Council agreed at this point to leave the mill levy as it now exists. Councilman William Comcowich arrived. Council request the budget be prepared to include the necessary funds for improvements to the outside as Opera well as the study for the inside. House Council request strong enforcement of the rules an6 regulations as relates to traffic for the safemy of Bicycle's both the bicycle rider and vehicle driver. Council discussed the ambivalence of direction of the Planning and Zoning Commission. Council request breakdown as to the revenues and number of plays. Golf C our s e Reviewed the following budgets: Bd. of Appeals; Planning and Zoning Commisszon; 1938 ~efunding Bond; 1970 Rubey Park G. O. Bonds; 1971 Sales Tax Revenue Bonds; St. Improvement District $1; St. Improvement $66-1; Street Improvement District $67-1; Civil Defense. Councilman Markalunas moved to approve the budgets as submitted. Seconded by Councilman Walls. All in favor, motion carried. Council request additional breakdown on all department budgens. Council approved the budget of Special Revenue Funds, Sales Tax Clearing. Manager Wurl snaued he had prepared this budget with an increase for the ~ncomzng members of Council in City June of 1973. Council Budget Maaager Wurl submitted a proposed budget. Mayor Momeyer request Council establish guidelines and a general Community policy as relates to donations or contributions from the community improvements budget. Improvements Council agreed on the following criteria: (1) the organization must be essential to the community and tourist economy of Aspen; (2) the organization must provide a service that cannot be provided by private e~terprise. Council agreed they would allow each organization 5 minutes for their presentations. Councilman Walls moved to adjourn at 6:45 p.m., seconded by Councilman Markalunas.
