Meeting was called to order by Mayor Eve Homeyer at 5:00 p.m. with Council-men Scott Nyst~om, Ross Griffin,
Ramona Markalunas, Jack Walls, Francis Whitaker, City Manager Leon Wurl and Student Representative Timber
Dick.
Meeting called to discuss budgets.
Pabst Property Mr. Harold Pabst was present and stated he was withdrawing his offer to the extent that the City and
County now take the initiative and propose a complete schedule and plan for the land previously offered.
Will consider the proposal if the land is still available at that time. Placing the burden now on the
City and County to come up with a proposal.
Ballet West Ms. Pat Dasko Was present and submitted financial statement. Stated that the ballet lost money this
season but is gaining since less was lost this season than in the last two seasons. Coors Beer withdrew
~_~ their con~uitment this last summer because they felt unless there was local support f~om the local govern-
mental agencies in the area they should not support this function in Aspen. In Europe the ballet was
sponsored by the cities in which the ballet was held. This last season had 122 students, last season 43
students. Request Ballet West be considered in the 1973 budget.
Grassroots Mr. Cohen was present and stated they are asking for the funds which are made to the City under the Canyon
Cable franchise. Feel the money should be spent in communications.
Parks & Hecre- Total budget submitted $176,115.00. Discussed lighting for Iselin Park. Mr. Armstrong, Director stated
ation the lights would be utilized more for the recreation department than for the high school football games.
Many adult etc. baseball games could be played at night.

Councilman William Comcowic~arrived.
City Manager Wurl stated due to,the weather the bicycle path to the school may not be completed this year.
Councilman Markalunas stated that donated funds may be forthcoming for repair to the fence at Ute Cemetery.
Councilman Markalunas moved to give tenative approval of this budget. Seconded by Councilman Walls.
Discussed letter lorn the Pi%kin County Park Association. Council request a letter be sent to the Assoc-
iation outlining the following:
Ute Park - Only item left to be completed at Ute Children's Park is the ditch and steps into park. Ditch
has not been completed since easements would have to be obtained on the land from the Durant mine to the
park.
Bass Park - Fountain was never installed properly, thus does not work. Manager Wurl reported the Park
Association agreed they would construct the park and the theme was to be that it be left in its natural
state. Have had many complaints form people about the loo~s of the park. Councilman Whitaker stated he
agreed to water the park and nobody felt the weeds etc. would grow as fast as they have.
Freddie Fisher Park - Manager Wurl stated this does not belong to the City, it is the responsibility of the~
Park Association who stated they would construct the park. City would take it over once it was completed
which was the arrangement. The City has never accepted the park. City does have scheduled a water tap
for the park.
Playing fields at golf course - Background was stated as being that the Aspen Athletic Association came
to the City and requested to use the area for rugby practice field. All the City was asked to do w~s to
set the area aside and once they had completed all the work the City agreed to mow the field and water it.
Wagner Park - Discussed resodding of Wagner Park. Council agreed just because t~ Athletic Association did
some resodding of Wagner Park, they should not consider this as their park, parks are for everyone.
Mr. Armstrong request the Council establish a policy as to the use of each park. Wagner Park may have to
be resodded every year if this park is used for Rugby games.
All in favor, with the exception of Councilman Whitaker who voted nay. Motion carried.
Councilman Whitaker stated he voted nay because he does not agree with the lighting at Iselin Park or the
large increased in salaries.
Councilman Whitaker moved to give tenative approval of this budget. Seconded by Councilman Comcowich. Golf Course
All in favor, motion ~arried.
Manager Wurl reviewed With Counci~l plans for remodeling inCity Hall for expansion of the police department Building
building inspection office and city engineer office. Operations &
Maintenance ,
Manager Wurl further reported he had spoken with the sanitarian who stated he is not able to make housing
inspections due to the work l~ad of his office. Thus additienal personnel would have to be added to the
building inspector's office for this purposeandother inspections.
Councilman Comcowich moved to give tenative approval for building operations and maintenance budget.
Seconded by Councilman Walls. Ail in favor, motion carried.
Manager Wurl reported'this is a resubmission of thisbudget':whicb excludes those costs which are county. Planning
Councilman Walls moved to give tenative approval of this revision. Seconded by Councilman Whitaker. All
in favor, motion carried~
Council suggest this budget include funds to replace curbs and gutters where driveways have been abandoned. Street
Also beautification between the new and old road of Cemetery Lane. Councilman Walls moved to give tenative Maintenance
approval of this budget. Seconded by Councilman Griffin. All in favor, motion carried.
Councilman Walls moved to schedule a special meeting for Wednesday at 5:00 p.m. to discuss transportation
and budgets and to waive notice thereof. Seconded by Councilman Griffin. All in favor, motion carried.
Councilman Walls moved to go into executive session to discuss the Thomas property. Seconded by Council- Thomas Property
man Markalunas. All in favor, motion carried.
Councilman Griffin moved to go back into special session. Seconded by Councilman Whitaker. All in favor,
motion carried. Proposed agreement was submitted. Councilwoman Markalunas moved to instruct the City
Manager and City Attorney to proceed with negotiations as perthe agreement submitted for 79.70 acres.
Seconded by Councilman Whitaker. All in favor, motion carried.
Councilman Wl~itaker moved to instruct Kirchner and Moore to start the bond study. Seconded by Councilman
Walls. All in favor, motion carried.
Councilman Griffin moved to adjourn at 8:15 p.m., seconded by Councilman Walls. All in favor, meeting
adjourned.
