HomeMy WebLinkAboutminutes.council.19731220 rt ~t Special Meeting Aspen City Cguncil December 20, 1973 Meeting was called to order at 4:35 p.m. by Mayor Stacy Standley with Councilmembers Jenif~ Pedersen, Pete DeGregorio, Ramona Markalunas, Jack Walls, Michael Behrendt, City Attorney sandra Stuller andActing City Manager Mick Mahoney. RESOLUTION #33, SERIES OF 1973 - Councilman Walls moved to read Resolution #33, Series of RESOLUTION #33 1973. Seconded by Councilman DeGregorio. All in favor, motion carried. Resolution #33 Series of 1973 WHEREAS, the City of Aspen wishes to apply for and receive funds from the Land and Water Conservation Fund of the Bureau of Outdoor Recreation, and WHEREAS, such funds are applied to finance the establishment of the Aspen Trail System which project has been assigned to and is the responsibility of the City Department of Parks and REcreation, and WHEREAS, the City Council wishes to authorize the Director of Parks a~d Recreation to act as agent for the City in its applications to the Bureau for funding of the Aspen Trail System, now THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO: That the acting Director of the Department of Parks add Recreation be and is hereby authorized to process all applications for and represent the City Of Aspen in all procedures to acquire funds from the Land and Water Conservation Fund of the Bureau of OUtdoor Recreation for implementation of the Aspen Trail System. Councilman Walls moved to adopy Resolution #33, Series of 1973. Seconded by Councilman DeGregorio. Ail in favor, motion carried. ORDINANCE #38, SERIES OF 1973 - Councilman Behrendt moved to read by title Ordinance #38 Series of 1973. Seconded by Councilman Walls. All in f~vor, Motion carried. ORDINANCE #38, SERIES OF 1973, AN ORDINANCE MAKING APPROPRIATIONS FOR THE CITY OF ASPEN )RDINANCE #38 BUDGET YEAR ENDING DECEMBER 31, 1973; ESTABLISHING AND FUNDING THE TRANSPORTATION AND WATER CONSTRUCTION FUNDS; AND DECLARING THAT AN EMERGENCY EXISTS, was read by title by the City Clerk. Councilman Behrendt moved to adopt Ordinance 938, Series of 1973. Seconded by Councilman Walls. Councilwoman Markalunas questioned the bond retirement coming out of the bond proceeds. Mr. John Nixon, Finance Director, stated this is how it appears in the budget, there is no budget for water construction. Councilwoman Markalunas stated the bond payments should come out of water revenues. Mr. Nixon explained the bond payments toda~e have come out of the Certificates of Deposit - presently $400,000 left in C. D.'so Council agreed to amend the ordinance to reflect the proper account titles including water revenues. Roll call vote - Councilmembers DeGregorio aye;. Pedersen aye; Markalunas, aye; Walls, aye; Behrendt, aye; Mayor Standley, aye. Motion carried. Mr. Nixon stated Alexander Grant and Company would be sending up a girl to help straighten out problems with the computer.
