HomeMy WebLinkAboutcclc.min.071900 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF JULY 19, 2000 Chairperson Son Busch called the meeting to order at 8:45 a.m. In attendance were Eric Cohen, Bill Dinsmoor, Terry Butler and John Starr. COMMISSIONER COMMENTS John Starr is opposed to furniture out on the sidewalk, i.e. Zona. John also said Zona has a chair out in the public right-of-way for sale. Regarding Bentley's he is opposed to outside dining in that area also. The DEPP project did not address outside dining. Bill said it is an unfair advantage for merchandise to be for sale in the public right-of-way. There is no vending in the public right-of-way. Para Driskoll Gallery has a horse on the mall. Staffwill notify Engineering. Staff will also request a letter from Engineering regarding for sale items in the public right-of-way. John requested that Engineering respond regarding if an encroachment license was ever issued to Zona. John and Bill also said Aspen Sports has bicycles for rent in the mall out in front of their store. The CCLC requested to review the policy prior to adoption regarding outside dining. Ion relayed that mistakes have been made and what goes on in the public spaces should be determined by the CCLC. They have had that authority in the past. The CCLC is opposed to Paepcke Park being used for private events. John suggested doing a poll on community based guidelines regarding our parks and appropriate uses. If Successful do we pursue Phase II and how do we continue the process. Terry suggested a fund could be set up for charging private events in the parks such as $500,000. The money would then go to purchase a park. Bill and Terry reported that Thai-tini does not have a fence for ther.outdoor seating area. That area is not controlled. Staffwas directed to follow up on DEPP with regard to the newspaper boxes. Trucks across the Wheeler are still delivering from the middle of the street instead of the alley before 11:00. CCLC requested an update on the trash compactors for the next meeting. Planet Hollywood alley is the proposed next alley for compactors. The board requested an update. CCLC desires to be a rewew agency for encroachments into the city and offer CCLC perspectives. The board requested that the City Manager and Engineering Director come to the next meeting regarding enforcement and right-of-way issues. John Starr asked about the distinction of non-profits regarding council's approval for the Independence Pass foundation to sell pictures. How do you determine who can sell. Bill and Eric asked for a financial report on the parking garage and whether or not it is filled for the next meeting. Jon said his concern is where is the city going regarding enforcement, ls it complaint driven only. COMMERCIAL CORE & LODGING COMMISSION MINUTES OF JULY 19, 2000 DUCKY DERBY John Sarpa requested that the approved ten by ten tent with two polls on each side be allowed to stay up over night. Due to the construction of the tent it cannot be taken down at night. Eric and Jon asked how the tent is weighed down? John Sarpa responded that it has sand bags etc. The merchandise will not be kept in the tent over night. Because of the length of time of approval it is difficult to maneuver. It takes approximately 45 minutes to set up and take down the tent. John Starr supports the Rotarians and the extraordinary amount of money that is raised from the event. He dislikes the ducks in the river and detests the large duck. He finds the adults to be very aggressive in the sale of the ducks and wishes there was another process that could be implemented. John Sarpa said they sell 30,000 ducks and the event will not get any bigger because that is all that will fit in the truck. He feels the canopy will help keep organization of the sale of the merchandise and ducks. The event raises money for different causes. The cost of the ducks to rent are around .50 each. Eric said his concern is the vandalism of the tent itself. Terry asked what the net was last year? John Sarpa responded $100,000. Jon said he is also opposed to the aggressiveness of the sale of the ducks. COMMERCIAL CORE & LODGING COMMISSION MINUTES OF JULY 19, 2000 Jon said his concern is the placement of the tent. Will it interfere with the movement of pedestrian traffic on the mall? He is also concerned about the liability for the city regarding the special event process. Bill said he is not sure if any other non-profit ever had approval for a temporary structure on the mall. Terry said she has found the sales of the ducks to be aggressively "pleasant" She feels the duck is cute. The duck cannot be missed. She pays attention to the process of the ducky derby. Putting shade over those who sell the ducks is appropriate. The greater good that is brought to the community out weights the appearance of the ducks. MOTION: Bill moved to approve the tent, second by Terry. All in favor, motion carried 4-1. MOTION: Jon moved to adjourn; second by Bill. All in favor, motion carried.
