This amendment to the SPA plan (per Section 24-7.2[d)) removes the three sheds, includes the proposed storage building, moves the fence to encompass all buildings and accurately conveys the full property plan. When Ordinance 18 adopted "Public" zoning for this property, a reduced version of the site plan was recorded as an Exhibit to the Ordinance. The Engineetill<;J Department asks that an approval of this amendment be conditionec;l upon tecordation of the full sized plan. The entite area now comprises Lot 4 of the City Thomas Property subdivision. You passed the Ordinance on first reading at your meeting of April 9, 1984. Amendment Having reviewed the above application to amend the S.P.A. plan for lot 4 of the City Thomas Property Subdivision, I would offer the following comments: ~. There seems to be some confusion as to what form of the precise plan for lot 4 was recorded subsequent to the rezoning to public via ordinance 18 of 1983. It would appear only a reduced version of the plan was recorded as an exhibit to the ordinance. Approval of this amendment should be conditioned on recordation of the full sized plan accompanying the letter of application. The plan should be amended to include a certificate of acceptance for the pitkin County Clerk and Recorder for this purpose. 2. There are a series of parcels in the area of the water plant and caretaker's house indicated by dotted lines with bearings and distances. As I understand it, these lines indicate parcels as they were deeded to the City by seperate deeds. Since the parcels and surrounding area are all owned by the City and do not appear to be subject to any special use restrictions, these lines should be removed from the plan as the entire area now comprises lot 4 of the City Thomas Property subdivision. --z amendments to the plan prior to recordation should 3. The F.A.R. figure should indicate only actual structure area relative to the area of the total parcel. F.A.R., in this case, is, miniscule and not a major concern. The SPA plan should indicate if the proposed storage building will be incorporated into the fenced area. Presumably, secure storage of treatment chemicals would warrant including the new building in the fenced area. The adopted specially planned area plan contains an error/omission which was recently discovered. The plan shows three storage sheds, but they must be relocated or demolished in order to construct the new treatment plant. The floor area of these storage buildings totals 425 square feet. The Water Department wants to install a single 20x50 foot storage facility (I,OOO square feet) in lieu of relocating or reinstalling the existing three structures. A single building would be more efficient than three small ones, and the increased storage space is needed for treatment chemicals which are now stored out-of-doors. I quote a memorandum from Jim Markalunas to myself of February 3 of this year: "It is a mandatory that we have facilities for "outside" storage in order to store certain hazardous substances such as chlorine, activated carbon, paints, etc., which by law are not allowed inside a water treatment plant."
