RE: 617 W. Main Street Special Review

Pursuant to Section 24-4.5 of the Municipal Code, the applicant is requesting
special review approval for a reduction in the number of required off-street
parking spaces for an office building to be constructed at 617 W. Main Street.
The Code requires a minimum of three off-street parking spaces per 1,000' sq,: ft.
of gross floor area in the 0, Office Zone, with provision for reduction to
1.5 spaces per 1,000 square feet by special review. Based on this criteria,
the applicant's proposed 4,500 square foot structure would require 14 off-
street spaces. The applicant, however, requests that the number of required
spaces be reduced to six in order to accommodate the proposed structure.
The Engineering Department has reviewed the applicant's request and recommends
the maximum allowable reduction in required parking, 1.5 spaces per 1,000 square
feet of floor area or seven off-street parking spaces. The criteria con-
sidered by the Engineering Department in making its recommendation are out-
lined in the memorandum dated February 14, 1980 which is attached for your
review.
The Planning Office concurs with the Engineering Department in its recommen-
dation with the additional comment that should the applicant require a fur-
ther reduction to six spaces, a variance mus'll' be requested from the Board
of Adjustment.

Parking reduction at 617 W. Main Street
Having reviewed the above parking reduction request and made
a site inspection the Engineering Department recommends that park-
ing requirements at 617 W. Main be reduced, Under section 24-4.5,
however, parking at the site can be reduced to no less than seven
(7) spaces. Proper calculation of the required parking at 3
spaces per 1,000 square feet results in 13.5 spaces which must
be rounded up to 14 spaces. Under section 24-4,5 parking can
be reduced to 1.5 spaces per 1,000 square feet resulting in 6.75
or 7 spaces minimum. The following criteria have been considered,
1) Projected traffic generation - Due to the office nature
of the structure and the low parking density of the sur-
rounding area, traffic generation should be minimal.
2) Site characteristics - The Main Street location allows
no access onto the property from the street, All parking
must therefore be provided off the alley where space is ade-
quate to provide 7 spaces.
3) pedestrian access - Pedestrian access is fair as the
property is 8 blocks from the downtown area. This distance
may prove sufficient, however, for clients to drive to the
site.
4) Availability of public transportation - The site is imme-
diately adjacent to bus routes on both Main and Hopkins.

Dear Planning Office Members:
This letter is a request to be placed on the next available
Planning & Zoning meeting for consideration of a parking re-
duction for property at 617 W. Main.
We have two lots, C and D in the North 1/2'of Block 25. Zoned
office. Our intent is to construct office space of approximately
4000 to 4500 sq. ft. There will be six office suites, three of
which will be used by the three partners. Since there is space
for only one secretary, the six offices will primarilj<he
used by businessmen who don't have office staffs or many client/
visitors.

Main Street office zone requires parking access from the alley.
The requirement is for three spaces per 1000 sq. ft. This would
mean 13.5 spaces for 4500 sq. ft. Since the lot is 60 feet wide
it allows six spaces striped along the back. To provide the re-
quired parking-the parking lot would take approximately 70 feet
in length leaving only 20 feet by 50 feet to build after reduction
for set backs.

Therefore we request a reduction from the required amount of
parking spaces to six spaces as shown on the plans provided.
