Ordinance No. "'"' ~ MEMORANDUM TO: Aspen Planning and Zoning Commission FROM: Colette Penne, Planning Office RE: Nugget Lodge - Special Review DATE: October 2, 1984 =========:::.============ ===== =======::============================= ============== BACKGROUND You reviewed a request for subdivision el:ception for the purpose of condominiumization of the Nugget Lodge on August 7, 1984. At that time, the plans were not presented in a way that made it apparent that the reconstruction of the lodge included an FAR increase. The external floor area ratio in the L-3 zone is established by special review, not to exceed l:l, or 27,000 square feet for this parcel. ,., -d I i/, 11; f The Nugget is presently 18,297 sq.ft. and fOllowing the remodeling will be 19,915 sq.ft., an increase in the FAR from 0.68:1 to~. The increased FAR will be in the form of an increased lobby area, enclosing the existing decks with solariums and adding additional covered access walkways. There will be no increase in height. Copies of renderings, site plans, and interior layout are attached. The HPC held two meetings, one of which was a public hearing and approved the exterior design of this proposed remodel. The Planning Off i ce agrees th at th is increase in FAR resul ts in a much improved exterior appearance and does not have any adverse impacts, in our opinion. RECOMMENDATION The Planning Office recommends approval of Special Review for the increase in exterior floor area ratio at the Hotel Aspen (a. k. a. the Nugget) as presented. Galena Aspen, CO 81611 RE: The Nugget Application for Special Review Approval to Increase FAR Dear Alan: Please consider this letter an application on behalf of the owners of the Nugget Lodge for Special Review approval to increase the FAR of the Nugget by 1,618 feet. As you are aware the Nugget received unanimous HPC approval for the proposed changes as well as P&Z condominiumization approval for these changes. However in the L-3 zone to increase the FAR Special Review Approval is required. I feel that the approval that we are asking for is minimal since we are increasing the present 18,297 feet to 19,915 feet a nine percent FAR increase. The addition is compatible with the surrounding O-Office zoning and since the increase in FAR is minimal the addition has little impact on the neighborhood. The existing roof heights will remain. The increased FAR will be utilized to increase the lobby area, allows for the encloser of existing deck with solariums and add additional covered access walkways. View planes are not affected. The new visual impact will be an improvement over the old building as stated by the HPC. The applicant will be maintaining all existing trees and landscaping. Enclosed are two copies of the site plan, floor plans, elevations and four perspectives, and a check for Special Review Fees. As we discussed I would appreciate you trying to get this on the October 2, 1984, P&Z meeting since construction cannot begin until we receive Special Review approval. Since the project is already in the building permit review process we are fast tracking its review by the Planning and zoning Commission. Therefore, if you wish to provide us any comments we will need then no later than September 26th so that we can present the application on October 2nd. In any case, we will let you know as soon as P&Z has taken action on the application so that you can proceed with the necessary permits.
