1 Items for discussion:
1.1) The Housing Action Plan. Hamilton explained that the items
which were to be prioritized were those items 'which were
the responsibility of the Housing Authority.
Kinsley read from a list he had prepared for ranking each
item. Child generally agreed. The Commissioners then
instituted Hamilton to develop the prioritized list for
the June meeting.

County Owned Property atCastle Creek. Hamilton presented
five options (previou~ly distributed) for the disposition
of the County owned land on Castle Creek road.

After a brief discussion, the Commissioners instructed
Hamilton to develop a detailed analysis on two of the options
for discussion at the June meeting.
1.3) Housing Pr0jects Inducement Bond Resolution, Hamilton
explained the status of the Ullman Bill. He said that it
may be necessary to go on record as intending to use tax free
bond financing for ownership's projects before any restrictive
measures are imposed prohibiting their use.
After a brief dicussion, it was decided that the Commissioners
would pass such a resolution at a regular BOCC meeting.
1.4) Resale Agreement Appreciation Rate. Hamilton explained that
under current rules regarding the allowable appreciation on
P.M.H. ownership units, these units were becoming too
expensive for the employees for which 'it was intended. He

explained how an inequity exists between first owners and
subsequent owners in that first owners were able to finance
all of their mortgage at the lower, mortgage pool rates.
He said that the subsequent owners had to finance or make a
downpayment equal to the appreciated value of the unit. He
said in a recent resale this amounted to $30,000. Because
of this situation, Hamilton believed that only a very few
people would qualify for the unit.
After a lengthy discussion, the Commissioners instructed
Hamilton to develop severa~ options for capping the
appreciation rate so as not to allow such a large yearly
increase in the cost of the units.
1.5) Restru~turing of the 1980 Housing Price Guidelines. Hamilton
explained he was having problems administering the guidelines
due to the fach that they did not'reflect real'circumstances.
As an example, he sited the low income category on the guide-
lines. This category reflected only one figure, it did not
specify a differential based on numbers of adult wage earners
or household size.
After some discussion, the Commissioners instructed Hamilton
to review the guidelines and make recommendations for improve-
ment.
2) Items for Information.
2.1) The Development Process. Time Table Distributed for information.
2.2) Marketing of Caretaker Units. Hamilton explained his eff0rts
in marketing the recently enacted Caretaker provision of the
pitkin County Code.
