MEMORANDUM TO: Aspen Planning and Zoning Commission FROM: Glenn Horn, Assistant planning Director Wheeler Opera House: View Plane Review February l7, 1987 RE: DATE: ---------------------------------------------------------------- ---------------------------------------------------------------- INTRODUC'l'ION The City of Aspen is seeking approval of the Building Inspector to add a heating, ventilation, cooling system (swamp cooler) to the roof of the west wing of the wheeler Opera House. The Code charges the Planning and Zoning Commission (P&Z) with the responsibility of making a recommendation to the BUilding Inspector regarding development proposals within the Main Street Mountain View Plane {24-6.5). The Wheeler Opera House is within this view plane. PROPOSAL In May of 1986, RMH Inc., of Denver, an engineering firm, reported to the Wheeler Opera House staff that the most feasible way to heat, cool and ventilate the Wheeler would be to install a swamp cooler on the roof of the Opera House. The roof was determined to be the only space which met all of the needs of the Wheeler. Unfortunately, the Wheeler Opera House is located within the Main Street View Plane of Aspen Mountain, which the City Code seeks to preserve. Figure 1 depicts a partial roof plan for the portion of the Wheeler proposed for the addition of the swamp cool er. Although the figure is difficult to understand, it shows that the major bulk of the cooling/ventilation unit will be installed on the west addition to the Opera House. This is the new portion of the building which houses the staircase and elevators. The uni t which will be visible from the west, south and north will extend 5 feet above the flat roof and 2 feet above the pitched roof of the building. Wayne Pleasants, of the Wheeler Opera House staff is constructing a model of the Wheeler which shows the swamp cooler, which will be available at your meeting. STAFF REVIEW The maximum height allowed on the Wheeler site without having the building protruding into the viewplane is 55 feet. The present height of the Wheeler including the difference in grade from Main Street is 6l' and one-half feet, which means that the building :...,.", ."-'. al ready protrudes into the viewplane. It is proposed that the cooling/ventilation unit will add another eight feet bringing the total height to 69 and one-half feet. In our opinion, the cooling/ventilation unit is proposed for the least obtrusive site possible, and will not significantly affect the degree to which the building obscures the viewplane. Section 24-6.4 of the code empower s the P&Z to exempt an appl i- cant from the mountain view plane requirements. Since the Wheeler Opera House is one of Aspen's most prominent public buildings and the public enjoyment of the building is affected so much in the summer due to the heat, the planning Office believes an exemption from the mountain view plane limitations is appro- priate. It should be clearly understood by the P&Z that the City is proposing an eight foot addition in height to the new west wing of the Wheeler and not the highest point of the Wheeler at the center of the structure. Therefore, the perception of the buildings height will not be as great as potentially possible. The addition exceeds the City of Aspen height limits and requires a variance from the Board of Adjustment prior to approval. The application will be considered by the Board of Adjustment (BOA) On Thursday, February 12. We will report to you on Tuesday regarding the decision of the BOA. In the event that the BOA denies the variance request, you cannot approve this application for an intrusion into the view plane. RECOMMENDATION The Pl anning Office recommends that the P&Z exempt the Wheeler Opera House from the Main Street mountain view plane 1 imi tation for the purposes of install ing a cool ing/ventilation unit in accordance with the plans depicted by Figure 1. "'-" The unit involved would cool the auditorium in summer and enhance the heating of the building in winter. During the summer the "unit would act as an .air washer to both cool and add humidity to the air, and as a heat exhaust to better ventilate the attic above the auditorium. The unit would also move the main air intake from the west wall to the west wing roof. helping to eliminate the food odor problem and the heat from the late afternoon summer sun. During the winter. the unit would take the hot air from the attic. mix it with the right amount of outside air .and send it back through the system without having to use an additional heat source except on the coldest days. The exterior appearance would blend in with the existing pitched roof sections and match the color of the existing roof which is now bronze. The unit would be visible from the west. south and north sides of the building. and would extend past the height of the existing parapet by approximately 5' - 0" on the flat roof and by 7' - 0" where it attaches to the pitc:hed roof section. The Wheeler Opera House is asking for an overall height variance on the west winq of 8'-0". The existing building height with grade change at-that point is 61'-6". The Wheeler Opera House, one of the city's most prominent historic buildings, needs the Historic Preservation Committee's approval of the addition of a heating, ventilation and cooling system. The unit involved would cool the auditorium in summer and enhance the heating of the building in winter. During the summer the unit would act as an air washer to both cool and add humidity to the air, and as a heat exhaust to better ventilate the attic above the auditorium. The unit would also move the main air intake from the west wall to the west wing roof, helping to eliminate the food odor problem and the heat from the late afternoon summer sun. During the winter. the unit would take the hot air from the attic, mix it with the right amount of outside air and send it back through the system without having to use an additional heat source except on the coldest days. The exterior appearance would blend in with the existing pitched roof sections and match the color of the existing roof which is now bronze. The unit would be visible from the west, south and north sides of the building,and would extend past the height of the existing parapet by approximately 5'-0" on the flat roof and by 7'-0" where it attaches to the pitched roof section. The heating, ventilation and cooling feasibility study completed last May by RMH, Inc of Denver showed that this style of unit would best meet the Wheeler's needs. The study addressed other space for installation and the roof was found to be the only space to meet all of the needs of the Opera House . Also, the study showed that there is an 80% chance that the roof unit will be adequate. If not, it will be necessary to add a water chiller in the parking lot space on the west side of the building.
