We are including in your packet the Institute's current appli-
cation and the more recent minutes and memos associated with
the application.
The Institute prefers to set a special meeting to discuss the
application rather than to do so at Monday's meeting. We feel
that would probably be more productive but will nevertheless
be prepared to discuss the application Monday if it is your
preference to do so.
Our most recent memo to the P&Z is not an entirely accurate
portrayal of our present position, in that we have been in-
formed by some members of the Council that Conceptual SPA ap-
proval was not intended to imply that a program should be
designed to balance a 356 room buildout with additional aca-
demic facilities, but rather was a maximum number of rooms to
be used to design a balanced facility with the existing aca-
demic facilities.
We also have re-examined previous calculations done with an
eye toward appropriate densities given a more traditional
zoning concept. There has been quite a bit of discussion
about what residential zoning would imply for this area;,
Bill Kane at one time calculated a buildout density using
R-30 and R-15 zoning on Institute lands within the City.
He estimated that zoning would yield 147 units. Since it
is difficult to compare permanent resident-styled single
family development with transient lodge development of the
sort proposed, it would appear to be generous to do so on
the basis of population. By assigning 3.5 persons/unit to
the single-family count, the theoretical buildout popula-
tion would be 515. This figure may be useful in the dis-
cussions on the Institute.

This is to confirm that the Aspen Institute application is not ready for a
special meeting of the P & Z on April 25th and therefore the special City
Council meeting on the 26th is cancelled. P & Z requested that theappli-
cation and staff recommendation be included with their May 2nd agenda mater-
ial. Since they already have four public hearings on that agenda, they
will schedule a special meeting for either May 4th or May 9th. If P & Z
acts in one session (and they did not want to commit to that without
having seen the application), it would be possible to schedule Council
consideration either at their regular May 8th meeting or at a special
session, Wednesday, May 10th.
