HomeMy WebLinkAboutcclc.min.07182007 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF JULY 18. 2007 Chairperson Bill Dinsmoor called the meeting to order at 8:30 a.ill. In attendance: Terry Butler, John Starr, Mark Goodman and Shae Singer. Don Sheeley was excused. Dwayne Romero, councilmember was also present. Bill invited councilperson Dwayne to the meeting. Bill explained that the CCLC desires to be an effective board. Dwayne said he wants to build a relationship with the CCLC and get educated on what the board does. CCLC should have a direction, and vision. We need to have an effective partnership to work with the business community and commerce to make our town better. All of you possess the same motivation. John Starr thanked Dwayne for the opportunity to visit and discuss core concerns. We operate independently and are happy to take on issues from council. CCLC is a resource for council and the city manager. People come here to get the feel of what is out on the street. This is a two-way street; to assist council and staff and equally we have our own energy. Each year we talk among ourselves as to what we should throw our energy into for the year. It can be expansive as the BID or garbage. The advantage is that we are here every two weeks and anyone can come here and talk to us. We are like a buffer between the community, council and staff. That is a real advantage. This is a board where anyone can come and talk. I have found that the exchange around the table is a valuable to the community. We need to figure a way to institutionalize our energy. This is a board of consensus and opinion. The weakest link is communication with council. Staff has good communication. The hard work we do here sometimes gets put away. One of our concerns is how do we increase the level of communication. Mark thanked and congratulated Dwayne. Mark said Dwayne was involved in ABLE and asked if talked to council members about a BID. Dwayne said he only talked to two, Mick and Steve. Dwayne said with an organized description and definition and an objective list of outcomes and how it would value the community I think that our 1 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF JULY 18. 2007 council would give consensus. That doesn't occur over night. We need to lay the groundwork. The BID has to be clearly understood. We need compelling arguments and support. Terry said one of the things she was hoping for was to be a board that would be put in the same positions as other boards and not be renewed every 5 years. Dwayne asked what was the normal process for city council. Bill said council meets with the CCLC once year. Dwayne said maybe we should meet twice a year. Go to council and give more of a reaction to them and the community. John said it is good for council when we are all there and report on what is happening. We can prepare and be on the calendar at a regular meeting. Bill relayed that CCLC has had a budget since their inception. The budget has been taken over. Council doesn't realize that we have no staff and no budget. When we had a budget we spent the city's money wisely, like it was our own. When we had the budget we were very cautious. Bill suggested that council should give CCLC a modest budget to work with. Andre Kole, public pointed out the Taste of Aspen as an example. Rob Ittner didn't put it on and there was no budget so it disappeared. From my observation the conflict with council was that we didn't really always agree. Aspen Goes Bazaar was a great event. It went by the wind because it was not in the ACRA's budget. What does CCLC have to do to reacquire a budget? Shae said she is on the board of the ACRA. ACRA's events get money from their members and their directors make the decision. Taste of Aspen has always been the restaurant association not the CCLC or ACRA. There is an opportunity for CCLC to take on the Taste of Aspen if we had a budget. Shae pointed out that the CCLC is not an event planner. Andrew said the Saturday market is the most ongoing event in this town. Taste of Aspen could be the taste of the Roaring Fork Valley. Market Vendor: 2 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF JULY 18. 2007 Jennifer Craig represented Meg who works for her. Meg is requesting to sell paintings at an agriculture booth. Shae and Kathy pointed out that vendors are allowed to use 20% of their product out of Colorado. The hats that Susan sells are the 20%. Even the artisans have to comply with the 20%. Shae asked Jennifer how she envisioned Meg as being qualified. Jennifer said Susan has worked for her for 7 years and is a milliner. She worked with Claudia Cunningham in the past. She actually never looked at either person that it was not ok. With Meg she paints out at the ranch and Jennifer wanted to help her out financially. Shae pointed out that the larger part of Jennifer's booth is agriculture. The hats and art area not 20%. When you look at the booth the art takes over. Jennifer said she considered them on farm products. Jennifer said she doesn't know who is working for her year to year. Shae pointed out that the market turned down a lot of artists etc. Kathy and Shae suggested that Meg apply as an artisan booth next year and in order for Susan to remain in the market she should suggested purchase a business license and pay sales tax. CCLC Budget Bill said the CCLC feels they should have their budget back. We can present every six months what we have done with our budget and make it a collaborative budget. Budget opportunities. Taste of Aspen - bring it back. $40,000 Bill said the budget would be for research development and presentations. Mark pointed out that ideas are incubated at CCLC. John said we are the communicating device for Council. Band stand by the bathrooms Shae pointed out that we have a new council. We should look past the malls regarding flowers, signage etc. Mark requested that the two flower polls in the middle of the malls have flower pots. Staffwill follow up. !
