All in favor, motion carried. 00Ii t. *ublic Hearing - Chairman Adams opened the Jojnt Public Hearing with the ~rystal Palace - Planning & Zoning Commission and the Historic Preser- HIstoric Zoning- vation Committee on t.he Historic Zoning of the 1.y u tal Palace. The Historic Preservation Committee had a quorum present at the Hearing. Wooden pointed out that this was the first privau L, C i 1- P chey had initiated hearings on. Stated that he would be asking for a directive to draw up a resolution for recommendation to Courici]-. Wooden pointed out the location of the Crystal Palace, and stated unat it was built in 1891. Further gave a - brief history of the building. Wooden stated that it personifies a type of commercial building built in the downtown area during Aspen's early mining days. Pointed out that it meets the suandards and criteria,important historically and architecturally, and is being put to good present day use. David Finholm, Chairman of the Historic Preservation Committee, stat-ed that Florence Glidden had done the necessary research. Finholm submitted a letter Metcalf, owner of the Crystal Paiacey requesting historic zoning, which was received by the Historic Preservation Committee. Vidal questioned if some type of preservative had been used for the owl sign. As there was no further discussion, Chairman Adams closed ' the public hearing. Johnson made a motion to authorize the Resolution recom- mending Historic Zoning for the Crystal Palace, seconded by Lewis. All in favor, motion carried. Carl Bergman - . v Carl Bergman was present and stated he was submitting Ordinance #19 the'same plans he submitted to the Commission for the Review view plane consideration. Ms. Baer stated that the Planning Office was satisfied with the building and felt it would satisfy the view plane. 1~ 1 C• Baer further recommended that the drainage require- monts be in line with the Wright-McLaughli.n Study and satisfy the City Engineer. Commission discussed the parking requirements for the building. Under the old requirements, the old building was required to have 11 spaces and the now building was reouired to have 14. Joint Meeting Bartel stated that the City Council had requested a joint With City meeting with the Commission for August 2uth. ASPEN HISTORIC PRESERVATION COMMITTEE -- Crystal Palace Restaurant -- The Aspen Historic Preservation Committee proposes an H, Historic Overlay District designation for the following: Crystal Palace Restaurant 300 East Hyman Street Lots K and L of Block 81 Aspen Townsite Aspen, Colorado Brief History: The oldest part of the building now known as the Crystal Palace was built in 1891 by S. B. Clark. Named the Clark Commission Company the building was utilized as a wholesale pro- duce house. In the early 1900's E. M. Cooper bought the business from Mr. Clark, changed the name to Aspen Commission Company, but retained several former employees and remained in the wholesale produce business. Mr. Cooper and his family moved to Denver in 1919 and the building remained vacant for many years. Mead Metcalf, present owner of the Crystal Palace and operator of the restaurant has done extensive remodeling and added several additions in keeping with the historic character of the building. The large White Owl Cigar advertisement painted on the Monarch Street wall is reported to be the second oldest of such signs in the United States. The following description was written by E.M. Cooper in October 1966. As I have no exact data of the date of the building and the year I bought the business from S.B. Clark, who moved to Salt Lake City in the early 1900's, the Historical Society, can probably find the records in the Court House of Pitkin County. Mr. Clark's active manager was Henry Holthower a very capable grocer and meat man, so when I bought the business I put him in charge, with his daughter Henrietta, as steno and bookkeeper. Many people thought Holthower owned the business, as I was never active in its affairs, being plenty busy with my own business. Mr. Clark's books and records were in order and showed that over the years he had made a fortune as he was one of the early business men of Aspen. I think he established the business about the same time my father-in-law (Albert S. Lamb) came to Aspen in 1886 or 1887, as a druggist. He and Mr. Clark were great friends. 1.9 ... -2- 4$3 +,1 12# I changed the business name to the Aspen Commission ·ut A,M Company when I bought it, and the name on the old building was put in over 50 years ago, by the Owl Cigar Company. (We were the jobbers of the cigar) A salesman some years ago told me it was the second oldest sign of theirs in the United States which is still in existence. We did a very large business in the early days of my ownership as Mr. Holthower was a hard worker and good salesman. At one time we were the largest shippers of oranges, lemons, early Texas fruits and vegetables on the western slope of Colorado for both the Denver and Rio Grande and Colorado Midland Railroads, as we were carload jobbers in coal, grains, potatoes, sugar, to- bacco, fruits and vegetables, as well as jobbers and agents for such firms as National and Merchants Biscuit Company's, Morey Mercantile Company and several national concerns. :?> -1,4, The entire basement was a store house for perish- ables such as fruits and vegetables, as our only re- frigeration was ice and cool fresh air. Historic Importance: The Crystal Palace building preserves the location of one of Aspen's oldest businesses. The preservation, and present day utilization, of commercial structures in the down- town area enhance the character of Aspen as a major ski resort. The White Owl Cigar sign is a lasting momento of a bygone era and further enhances Aspen's image as a ski resort with a lengthy history. Architectural Importance: Our research indicates that this building is architecturally similar to most commercial structures built in Aspen at the turn of the century. The fact that the building was constructed of brick while many of the other commercial buildings were wood leads to the belief that Mr. Clark was a well established bus0inessman and could afford to commit considerable funds toward the construction of the building. Conclusions: The Aspen Historic Preservation Committee recommends that public hearings be held to consider an H, Historic Overly District designation for Lots K and L of Block 81 of the Aspen Townsite for the following reasons: (1) the Crystal Palace meets ei€44 the standards and criteria as outlined in the city zoning code for F .,2.4 designation as an H, Historic Overlay District; (2) it has -3- significant importance to the City both historically and arch- itectually as one of the few remaining examples of typical 19th century commercial structures; (3) it is example of how utili- zation of an historic building has complemented it's present use. 6 -p-« 15- 76-~07-1~Z ·7 .,4 4 4 4 16 4 1. 4 FRY 424 -P FT N U box V k r April 12, 1973 Board of Adiustment City of Aspen Box V Aspen, Colo. 81611 Gentlemen: The Historic Preservation Committee met Wedsenday evening, April 1lth, 1973 with Jack Walls, Architect, for the proposed Crystal Palace alteration. The committee agreed that the plans meet the intent and purpose of the Historic Zoning Ordinances, and therefore have no objection to the issuance of a Building Permit based on plans presented and the variances requested. The committee would however request that Mr. Metcalf submit a letter requesting that our committee investigate the historic significance of the Crystal Palace with the possibility of future designation as an H, Historic Overlay District. Because the committee feel.s that the intent and purpose of our regulation is being met, we h ave no objection to the immediate issuance of the requested Building Permit.
