AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO,
AMENDING THE MUNICIPAL CODE OF THE CITY OF ASPEN BY AMENDING
SECTION 2.12.060 TO INCREASE ON STREET PARKING FEES.
WHEREAS. the City Council has adopted a policy of requiring consumers and users of
the miscellaneous City of Aspen programs and services to pay fees that fairly approximate the
costs of providing such'programs and services; and.
WHEREAS. the City Council has determined to reduce traffic coming into town. cut
down on congestion in town. have no more than 90%parking occupancy on the streets in the
core and 10 encourage the use of alternative modes of transportation; and
WHEREAS. the City Council has directed staffto implement a seasonal parking pricing
policy that results in higher commercial core parking fees during peak seasons to be determined
by parking occupancy rates.
NOW. "THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
01' ASPEN. COLRADO:
Section I
That Section 2.12.060 of the Municipal Code of the City of Aspen. Colorado, which section
establishes various parking fees. is hereby amended to repeal the existing provisions regarding
Commercial Core Pay Parking and replace such provisions with the following:
Commercial Core Paid Parking (between 10:00am-6:00pm)

3pm-6pm $2.00 Per Hour $4.00 Per I-lour
Single Space Meters (per 15 minutes) $OSO Any Time $0.50 Any'I'ime
*If the cumulative total of parking by an individual exceeds one hour the rate shall be the higher
applicable rate in effect for the time and season.
Off Season includes the months of April. May October and November.
Peak Season includes the months of January. February. March, June. July, August. September
and December.
Free 15 Minute Parking: The City of Aspen Parking Services Department will allow 15
minutes free parking once a day per vehicle.
Individuals will be able to go to any meter on the street and get a receipt to display in their car
for 15 minutes of parking with no payment necessary
• The parking receipt is required to be displayed on the dashboard of the vehicle
• Purchased parking of 30 minutes or more does not include an additional 15 minutes of
parking
• The 15 minutes free parking in only available for short-term needs
• There is no grace period with the IS minute free parking
• Fach vehicle can only get the Free 15 once a day
Section 2
This ordinance shall not have any effect on existing litigation and shall not operate as an
abatement of any action or proceeding now pending under or by virtue of the ordinances
amended as herein provided. and the same shall be constructed and concluded under such prior
ordinances.
Section 3
If any section. subsection, sentence, clause, phrase or portion of this ordinance is for any reason
held invalid or unconstitutional in a court of competent jurisdiction, such portion shall be
deemed a separate, distinct and independent provision and shall not effective validity of the
remaining portions hereof.
A public hearing on the ordinance shall be held on the 14 day of May. 2018. in the City Council
Chambers. Aspen City Hall, Aspen. Colorado.
