CO 81611 Re: Attachment 3 -General submission requirements, item 7 Project: PRADA. 312 South Galena Street, Aspen CO Description of Proposal: We are applying for the minor modification of the existing faGade on S. Galena Street of the Andre's Building. Our intent is to adjust the fagade at the ground floor, to add an entry vestibule and to recreate a storefront which maintains a similarity to the original elevation as well as improve the display potential of the fagade as outlined in the HP design guidelines. The building is a two story Victorian construction that well reflects the typical commercial building ofthe era when Aspen from a mining camp became a prosperous community. It was built iii circa ]885 for a local businessman named Charles W. Durant who established his grocery store there. After a couple of years the business was sold to Jones and King and by the turn of the century a new grocery shop E.W. Jewitt occupied the ground floor. The first picture of the building that describes the original condition of the faQade and that we are using as our main reference can be dated around this period. Later in the century the building was used as a stable and subsequently as a nightclub. During last year the building owner did some work on the building to try to bring it back as close as possible to it's original appearance. The latest remodeling reopened original windows that were bricked in on the north fagade ofthe building and stripped tile paint from the surface of the brick and the stone on all the exposed exterior surfaces. The inain Iligade has some ornate features and is in general, well preserved. A new storefront at ground level was built with a centered entrance and a transom similar to the original composition of the fagade. This last remodeling started a process of renovation of the fa~ade similar to it's original condition. We are now applying for the approval of a new storefront at ground level of the fagade on South Galena Street. The storefront we are proposing is divided in tree parts with a centered entrance with lateral display windows and transom. like a typical Victorian commercial building. it has a recessed entrance to which we have added an enclosed vestibule. Two large display windows replacing the current divided lites will give the merchant strong display potential. This will promote pedestrian experience and pedestrian interest along the street, respecting the commercial identity ofthe building as well as the architectural elements of the historical design. We are proposing a design that is similar to the original one depicted in the attached copy of the photograph of the turn of the century. it has large windows with lower sills and lighter frames than the existing one, we are also adding awniiigs as wei] as a stone kickplate. Compliance with the review Standards Relevant to the Development Application: The renovation will bring the fagade composition closer to the look of the other Victorian commercial buildings common in the area with larger windows, lowered window sills on the ground floor, a centered entrance and new system of awnings at the storefront. CO 81611 Re: Attachment 5 Description of the proposal and written explanation of how the proposed development complies with the review standards relevant to the development application. Project: PRADA, 312 South Galena St. Aspen,CO. 1. The proposed development is compatible in general design, scale, site plan, massing and volume with designated historic structures located on the parcel and with development on adjacent parcels when the subject site is in a "H' historic Overlay District, or is adjacent to a Historic Landmark. For Historic Landmarks where proposed development would extend into front yard, side yard and rear setback, extend into the minimum distance between buildings on the lot, exceed the allowed floor area by 500 sq.ft., or exceed the allowed site coverage by up to 5%, HPC may grant such variances after making a finding that such val iation is more compatible in character with the Historic Landmark and the neighborhood, than would be development in accord with dimensional requirements: because it's not changing the footprint, massing, elevations and general proportions of the building. The proposed development is designed to be compatible with the character of the historic Overlay District trying to present a new solution that will respect the main elements of the original condition. 2. The proposed development reflects and is consistent with the character of the neighborhood of the parcel proposed for development: because it is proposing a center entrance and large display windows at street level. The display ofgoods will be ver> visible, promoting a good pedestrian experience for the commercial core district and respecting the historical design of the architectural elements. 3. The proposed development enhances or does not detract from the historic significance of designated liistoric structures located on the parcel proposed for the development or adjacent parcels: because the proposed application does not change the architectural characteristics of the existing historical building. bill propose only a minor modification ofthe storefront faGade. 4. APPLICANT has submitted to CITY an application for Store front remodeling at 312 South Galena St. Aspen CO (hereinafter, THE PROJECT). - 2. APPLICANT understands and agrees that City of Aspen Ordinance No. 45 (Series o f 1999) establishes a fee structure for Land Use applications and the payment of all processing fees is a condition precedent to a determination of application completeness. 3. APPLICANT and CITY agree that because of the size, nature or scope of the proposed project, k is not possible at this time to ascermill the full extent of the COSIS involved in processing the application.
