Specifically, the plans for the remodel project provide for an increase in net leasable area of one hundred fourteen (114) square feet. As this increase is an expansion of an existing office space currently occupied by Electronic Systems Consultants, the project will have minimal impact on the City. The project will not result in any additional employees to be generated by the project. Using the guidelines provided in Section 8-106 of the Municipal Code for the Commercial Core (CC) standards for full-time equivalent employee generation, the employee generation for one hundred fourteen (114) square feet is .39 employees. The building is City Plaza located at 513 East Hopkins. In the City Plaza Building, handicap access is limited to Impressions, Computerland and Kids Bazaar. The restaurant, Club Andiamo, which is over 6000 square feet, does not provide handicap access in accordance with the UBC. The upper office level also does not have handicap access. To summarize, the building was designed, approved, issued a building permit and a Certificate of Occupancy with a condition similar to Wheeler Square. In 1974 when the building was built, there was a restaurant named, "Delice" which occupied the west portion of the law office space. A corridor existed between that space and a space on the east side. In 1982, the city issued a building permit allowing the common area circulation to be abandoned in order for the east and west space to be combined and occupied by the law firm. It is my understanding that when that permit was issued and approved, and subsequently a Certification of Occupancy was given, handicap access was abandoned. From the date of inception of the building, there was never handicapped access to the lower level. The lower level was ice cream parlour in 1974 called, "Mothers" and the building department issued a Certificate of Occupancy with the ice cream parlour in 1974 without handicap access. In 1986, Wheeler Square Associates purchased the building with all conditions being approved and with building permits being issued before construction and the Certificate of Occupancy given after. The only level of building ever to have handicap access was the level closest to grade, in compliance with the UBC, which serves Baskin Robbins and The Hub only. This has always been the case. Currently, there is no public access to the elevator due to the fact that it is located inside the law office space. The elevator has not been in operation for more than 8 years. It was installed to facilitate movement between tenants occupying upper and lower levels. The only reason we are requesting this permit is to eliminate a blighted condition. It is a hazard to the health, safety and welfare to all visitors to the building. As a prudent, responsible Property Manager, I am making this reasonable request that this useless corridor be abandoned and that an obvious improvement to this commercial property be made.
