HomeMy WebLinkAboutminutes.drac.19970625DESIGN REVIEW APPEALS COMMITTEE SPECIAL MEETING JUNE 25, 1997 Chairman Steve Buettow called the special meeting to order at 4:10 p.m. Present were Bob Blaich, Gilbert Sanchez and Mary Hirsch. Roger Moyer was seated at 4:20 p.m. Dave Johnston was excused. The Committee welcomed new member Mary Hirsch. 315 LAKE AVENUE Amy Amidon, planner stated that the owner of the house was Mr. McCoy and he declared bankruptcy and since then it has been purchased by Robert Colman. The proposal is for the entry element. The posts are to be wrapped with wood and to create a second floor balcony to break up the visual impact of the tall vertical element. A small airlock is being proposed for the first level and they do have enough floor area left but due to the volume standard it would penalize all their windows because they are way over their FAR. They are also requesting a waiver of the volume standard to bring them back to the beginning as if this house was constructed before ordinance #30. Richard Kline and Sven Alstrom presented for the owner. Sven: The building was permitted July 29, 1994 prior to Ord. #30. The project was abandoned. Paul Rasumussen is the present contractor. The “Palm Springs Liberace balusters” and the “Graceland” fence on the east side have been removed. The side balcony would be clad in a similar manner as the proposed front. The project is below the available FAR by 36 sq. ft. They are proposing to fur out the columns in a traditional column appearance and demolish the small balcony and re-frame the balcony and bring it out to the columns. The non-orthogonal window on the front elevation will be replaced with a transom window. The hand-rail would be square. The current doors are recessed and the thought would be to use the framed wall and create a vestibule that fits to scale. When you open the vestibule door it opens into a two story space. 1 DESIGN REVIEW APPEALS COMMITTEE SPECIAL MEETING JUNE 25, 1997 The Committee had concerns about the air-lock. By adding the air lock you run into the volume problem. Sven stated the large columns are out in front and the entrance doors are pushed five feet back in. They propose to make the current entrance doors the vestibule doors which enhances the scale. Ann Altimus, 620 N. Third Street stated she was sued by Mr. McCoy and is interested in the design. Steve suggested emphasizing the horizontal band and have the present columns go up under the porch and terminate with the horizontal band. That would be a way to de-emphasize the columns. Richard Kline stated that would be purely aesthetics and he is not sure the horizontal band would improve the entry. The Committee felt that further study needed to occur. Possibly if the large scale doors were left, the elimination of the transom window should occur in order to lessen the height. Possibly with the removal of some of the siding a less obtrusive material could be used. In addition the Committee had concerns about the clear story windows and the dynamics of the building could be changed by the color. A landscaping plan should be addressed. Gilbert relayed that he could give a waiver on the windows as one of the dormers will be eliminated and the notion that the glass goes up into the dormer seems to be in scale with the building. It is not extensive glass floor to ceiling. Sven relayed that he would appear at another meeting but they would like to proceed with framing in the second floor balcony and fur the columns. Planted Earth is doing the landscape plan. Stephen Kanipe, Building inspector stated in order to proceed with the second floor framing he would need a structural and framing diagram presented to him for review. 2 DESIGN REVIEW APPEALS COMMITTEE SPECIAL MEETING JUNE 25, 1997 MOTION: Robert Blaich moved to table the application for 315 Lake Avenue until the July 10 Th., 1997 meeting; second by Mary.
