RESOLUTION OF THE ASPEN HISTORIC PRESERVATION COMMISSION APPROVING AN APPLICATION FOR MINOR DEVELOPMENT AT 403 E. HOPKINS AVENUE, ASPEN, COLORADO RESOLUTION NO. , SERIES OF 1997 WHEREAS the applicant, Harley Baldwin, represented by Christopher Flacke, has requested minor development approval for the property located at 403 E. Hopkins Avenue. The property is located within the Commercial Core Historic District; and WHEREAS all development in an "H," Historic Overlay District or development involving a historic landmark must meet all four Development Review Standards of Section 26.72.010(D) of the Aspen Land Use Code in order for HPC to grant approval, narnely: 1. Standard: The proposed development is compatible in general design, massing and volume, scale and site plan with designated historic structures located on the parcel and with development on adjacent parcels when the subject site is in a "H," Historic Overlay District or is adjacent to an Historic Landmark. 2. Standard: The proposed development reflects and is consistent with the character of the neighborhood of the parcel proposed for development. 3. Standard: The proposed development enhances or does not detract from the historic significance of designated historic structures located on the parcel proposed for development or on adjacent parcels. 4. Standard: The proposed development enhances or does not diminish from the architectural character or integrity of a designated historic structure or part thereof, and WHEREAS, Amy Amidon, in her staff report dated August 13, 1997, recommended approval as proposed; and WHEREAS, the application was reviewed at a regular meeting of the Historic Preservation Commission on August 13, 1997, at which the Commission considered and approved the application without conditions by a vote of 7-0. NOW, THEREFORE, BE IT RESOLVED: That minor development approval for 403 E. Hopkins Avenue, Aspen, Colorado, be approved without conditions. .. Main after any setback issues have been settled as submitted. There were two exhibits. Motion was second by Roger. All in favor, motion carried 6-0. 403 E. HOPKINS Chris Flacke, architect presented. The proposal is to change the windows in the Caribou Alley for a new store called Fende. The proposal is to eliminate a door in the store front and move the mullions around. MOTION: Roger moved to approve the revisions to the Caribou Alley at 403 E. Hopkins as submitted as exhibit I; second by Mary. All infavor, motion carried. Hopkins Avenue, Caribou Alley- minor DATE: August 13, 1997 SUMMARY: Caribou Alley is a new building located within the Commercial Core Historic District. The owner proposes to reconfigure a storefront to accommodate a new tenant. APPLICANT: Harley Baldwin, represented by Christopher Flacke. LOCATION: 403 E. Hopkins Avenue. PROJECT SUMMARY AND REVIEW PROCESS: All development in an "H," Historic Overlay District, or development involving a historic landmark must meet all four Development Review Standards found in Section 26.72.010(D) of the Aspen Land Use Code in order for HPC to grant approval. 1. Standard: The proposed development is compatible in general design, massing and volume, scale and site plan with designated historic structures located on the parcel and with development on adjacent parcels when the subject site is in a "H," Historic Overlay District or is adjacent to an Historic Landmark... Response: The proposed alteration is to an interior courtyard of a new building. No issues of compatibility with surrounding structures are raised. 2. Standard: The proposed development reflects and is consistent with the character of the neighborhood of the parcel proposed for development. Response: There will be no change to the building's relationship to the neighborhood. 3. Standard: The proposed development enhances or does not detract from the historic significance of designated historic structures located on the parcel proposed for development or on adjacent parcels. .. 0 0 ./ Response: The proposal does not detract from the historic significance of any building. 4. Standard: The proposed development enhances or does not diminish from the architectural character and integrity of a designated historic structure or part thereof. Response: The proposal does not impact the architectural character of any designated structure. ALTERNATIVES: The HPC may consider any of the following alternatives: • Approve the Minor Development application as submitted. • Approve the Minor Development application with conditions to be met prior to issuance of a building permit. • Table action to allow the applicant further time for restudy. (Specific recommendations should be offered.) • Deny Minor Development approval finding that the application does not meet the Development Review Standards. RECOMMENDATION: Staff recommends that HPC approve the minor development proposal as submitted.
