RESOLUTION OF THE ASPEN HISTORIC PRESERVATION COMMISSION APPROVING AN APPLICATION FOR MINOR DEVELOPMENT AT 414 E. HYMAN AVENUE, ASPEN, COLORADO RESOLUTION NO. , SERIES OF 1997 WHEREAS the applicants, Rob and Kelly Seideman, represented by Rich Seedorf, have requested minor development approval for the property located at 414 E. Hyman Avenue. The property is located within the Commercial Core Historic District; and WHEREAS all development in an "H," Historic Overlay District or development involving a historic landmark must meet all four Development Review Standards of Section 26.72.010(D) ofthe Aspen Land Use Code in order for HPC to grant approval, namely: 1. Standard: The proposed development is compatible in general design, massing and volume, scale and site plan with designated historic structures located on the parcel and with development on adjacent parcels when the subject site is in a "H," Historic Overlay District or is adjacent to an Historic Landmark. 2. Standard: The proposed development reflects and is consistent with the character ofthe neighborhood of the parcel proposed for development. 3. Standard: The proposed development enhances or does not detract from the historic significance of designated historic structures located on the parcel proposed for development or on adjacent parcels. 4. Standard: The proposed development enhances or does not diminish from the architectural character or integrity of a designated historic structure or part thereof, and WHEREAS, Amy Amidon, in her staff report dated September 10, 1997, recommended approval as proposed; and WHEREAS, the application was reviewed at a regular meeting of the Historic Preservation Commission on September 10, 1997, at which the Commission considered and approved the application with conditions by a vote of 7-0. NOW, THEREFORE, BE IT RESOLVED: That minor development approval for 414 E. Hyman Avenue, Aspen, Colorado, be approved with the following condition: .. 1. The entry door and brick planter are to be reviewed and approved by staff and monitor. APPROVED BY THE COMMISSION at its regular meeting on the day of ,1997. HISTORIC PRESERVATION COMMISSION Chairman ATTEST: Chief Deputy Clerk ASPEN HISTORIC~ZESERVATION COMMISSI~ MINUTES OF SEPTEMBER 24.1997 Amy Guthrie, planner informed the board that this was a house converted to an office building. Upon final inspection a change was done that was not approved by the HPC. There was an existing water meter and a second meter was added as part o f the renovation and they boxed it in. The enclosure was not part of HPC' s approval and it is in the setback. The entire house is only one foot from the property line but you can't make it worse without some kind of variance. Joseph Edwards, represented the owner, and informed the HPC that the meters come out 12 inches from the house and the box comes out 15 inches. Utilities were all over the side of the building and they could be buried underground but to relocate them would be costly. Amy explained that if HPC had known about the utilities they might have asked the applicant to move them to another area so that they would not encroach. A public hearing is necessary for a variance. Mark reported that there was an existing service entrance and it is being split and metered separately. In addition the telephone and water metering system has been added to the site. The majority of the board stated that the box would be less obtrusive if the trim was eliminated and painted out solid as the existing wall. 414 E. HYMAN, ASPEN COOKING SCHOOL - MINOR Amy Guthrie, planner stated that a few window changes are proposed to provide better light. This is not an historic building. A door replacement is proposed and a brick planter is being removed in order to place the windows. The boards concern is the removal of the planter and trees and the detail of the door. 3 ASPEN HISTORIC-RESERVATION COMMISSIgN MINUTES OF I SEPTEMBER 24.1997 MOTION: Mark moved to approve the minor development for 414 E. Hyman, Aspen Cooking School as proposed pending review by Sta#and Monitor for the door and brick planter; second by Roger. All in favor, motion carried. MEADOWS TRUSTEE TOWNHOMES - FINAL 4 Exhibits Amy Guthrie, planner relayed to the board that there are eight existing trustee townhomes. Recently three new buildings were approved. Several items have already been approved; the entry wall popping out and the approval for the removal o f the staircase going up to the balcony. David Brown, architect for the townhomes presented. The proposal is to put the sun room 90 degrees to the porch making it square to the porch to be more consistent to what the Bayer design was doing. The design is subtle and under the car port. Each unit would have to be considered on a case by case basis due to the terrain and topography. Some units would only be able to do a four foot addition and some an eight foot addition. They are requesting up to a maximum of 8 foot additions. The popout would add light. The trellis would be rotated to the outside with beams. They also propose to change the rubble wall to stone and the patio surface. The boards main concern is that the design works with the Herbert Bayer design. The board had no concerns about the different materials on the west side with the individual units but on the front of the buildings they should be consistent with the changes. David Brown stated that five out o f the seven units have been slightly changed already on the west side with different window patterns but they are consistent in one way or another in patterns of the original design. He also relayed that the homeowners will be concerned with the materials selected. 4 .. PROJECT SUMMARY AND REVIEW PROCESS: All development in an "H," Historic Overlay District, or development involving a historic landmark must· meet all four Development Review Standards found in Section 26.72.010(D) of the Aspen Land Use Code in order for HPC to grant approval. 1. Staff has no concerns with the proposal, which does not face the Hyman Avenue mall, and recommends approval. 2. Response: The building is located within Aspen's main shopping district, therefore street level windows which allow a view of activities inside are appropriate. 3. Standard: The proposed development enhances or does not detract from the historic significance of designated historic structures located on the parcel proposed for development or on adjacent parcels. Response: The proposal does not affect the historic significance of any designated structures. 4. Standard: The proposed development enhances or does not diminish from the architectural character and integrity of a designated historic structure or part thereof. ALTERNATIVES: The HPC may consider any of the following alternatives: • Approve the Minor Development application as submitted. • Approve the Minor Development application with cohditions to be met prior to issuance of a building permit. • Table action to allow the applicant further time for restudy. (Specific recommendations should be offered.) • Deny Minor Development approval finding that the application does not meet the Development Review Standards.
