Mark Goodman and John Starr were excused. Staff: Kathleen J. Strickland, Chief Deputy Clerk Bill asked staff to find out where CCLC is regarding their proposal for a $40,000 budget. Staff pointed out that interviews are scheduled for 11 /20 5:00 p.m. Market discussion. Shae said she feels Conner Park should be vitalized instead of expanding the market. Vendors could pay $100. for two days. They would not have to comply with all of our guidelines. Kathy said in the past we have reviewed expansion of the market east on East Hopkins and we received a negative response due to neighbors and the bus pattern. Bill said to fill up Conner Park without following the criteria would not bring the 2008 market success. Our market is the best because of the strict rules. Conner Park needs to be thought of for something else. People don't go into the park. Don said he wouldn't mind the idea of using Conner Park on a trial basis. Food could go into Conner Park. People need something to eat as they walk around. Bill said we need to build a kitchen stadium in Conner Park. Terry said she receives feedback from her hotel. Her patrons buy and spend money and she interviews them after they come back from the market. Her hotel consumers would like more new things in the market. They have cash to spend. Kathy said in Conner Park we had food demonstrations in the beginning to draw people to the market. Basically the market is self sufficient. This year they couldn't fill the booth. Food demonstrations couldn't happen. Restaurants had no staff to handle working on Saturday's. Don said it would be a good idea to have something fresh, a new idea every week at the market. Bill felt strongly about not abandoning our focus, it is not appropriate. Kathy said we need to step into the food gingerly. She suggested two food vendors on each street. The agricultural vendors should get first choice because some of them already sell frozen foods to go such as Homestead meats that sell bbq's. They could set up on one side of their table and sell sandwiches and use Louis Swiss buns. They have sold food in the past at other markets and know the Environmental Health regulations. Bill asked about Food and Wine in Conner Park for one day. Staff will follow through. This year it couldn't happen due to funding issues. Bill said it is too difficult to set up a kitchen in Conner Park. We could request funding from council to set up a kitchen in Conner Park that could be movable. Food idea in Conner Park. Shae said a kitchen would need to be set up. Vendors would need to talk to environmental health about their criteria. Shae pointed that you can rent a portable kitchen for Saturdays. She will find out the costs. Bill said that would have to be a paid person to handle a portable food booth and set up the chefs. Terry pointed out that council needs to get used to CCLC asking for funding. They should put out seed money to help the core. Shae suggesting raising the fees for next year to help fund our ideas. Bill said the fundamental idea is to have vendors make money. Terry pointed out that she buys from all the vendors. We should not go to the vendors who are working hard and making money and increase the fees. Shae said we are the least expensive market in Colorado. Terry pointed out that she is proud we are the least expensive market. There are other wells to go to in order to get money. We need support form city hall, i.e. council. Terry said she is for marginal vendors in Conner park. I am for that because it adds variety in the market. We need to see other stuff and it would be more interesting for the locals. Conner Park: Shae said we could fund through the city the cooking demonstration and booths could be in Conner Park. Don said he also liked the idea of using Conner Park for additional vendor craft booths. MOTION: Don made the motion to revitalize Conner Park, second by Shae. Roll call vote: Shae, yes; Don, yes; Terry, yes; Bill, yes. Terry said she has a problem with the big cooking demonstrations. She likes the idea of opening the park up and having the "fringe" people in Conner Park and that they should comply with an 80% or 50% guideline. Terry said she has been at Estes Park and it is alive with dogs, food and artisans. We need to add food to the market. Restaurants do not seem to care. Expanding the market and advertising heavily are good ideas. Terry said she would rather see food in Cornier Park than putting up chairs etc. Our market has a life and personality of its own. Bill pointed out that it will be a headache to deal with numerous vendors in Conner Park on a two day rotation and Kathy needs to think about that. Shae said she would like to see craft vendors and food vendors in Conner Park. Bill said what separates this market from others is that we have a focus. Our market is very unique. We breathe life in it every year to keep it alive and vital. MOTION: Don made the motion to use Conner Park for rotation booths not subject to regular vendor criteria. Food vendors and or food demonstrations could go in the park also; second by Terry. Discussion: Shae said regular vendors might want to use Conner Park also. Don amended his motion to include regular vendors in Conner Park if they so desire, second by Terry. Motion carried 3-1. XMAS Ideas The board felt that the core needed vitalized during the holidays and funds should be requested from council. Staff will work to get the request on council's agenda. Snowman competition on the mall. Carolers during the holidays. Chestnuts by the fire pit. Popcorn. School band. Bill suggested hiring a bell ringer. Bill moved to adjourn; second by Terry.
