Galena Street Aspen, CO 81611 Re INDEPENDENCE BUILDING STREET LEVEL COMMERCIAL FAGADE RESTORATION Dear Ms. Guthrie: We respectfully submit this letter and supporting materials (as identified on the following List of Exhibits) for review with regard to the above referenced project with the intent of being granted a Certificate of No Effect in accord with Chapter 26.415.070 B.4b of the City of Aspen Land Use Code. The projact consists of the addition of a new entrance on the north (Cooper Street) fagade of the building. This entry will be a restoration to the original form of the Cooper Street elevation with architectural detailing to match existing details. All major building materials intended for use on the building fagade and entry, masonry patchwork as needed and wood storefront window frames and trim, will match the existing. Storefront doors will be wood and glass in the form indicated on the accompanying drawings. Accordingly, the details and materials intended for this remodel will not significantly alter the original design of the structure and will have no impact on the character of its neighborhood. We also have included historical photographs of the building to verify the previous existence of the entrance intended to be replicated in this project. We have carefully reviewed the City of Aspen Historic Preservation Guidelines, most specifically Chapters 2 (Materials), 3 (Windows), 4 (Doors), and 6 (Architectural Details), and are confident that this proposal, as a restoration to original building form, is in compliance with the stated policies and recommendations of those Guidelines. It might also be helpful to note that the presently requested entrance was proposed by the building's owners and approved by the HPC under Roxanne Eflin in June of 1990. It was, however, not constructed at that time and it is therefore necessary to renew the request at this time. We look forward to working with you to bring this project to a successful completion.
