They indicated "yes", they would like to review the proposal. This would therefore be a minor development application, that I will schedule with them after I receive it. I can send the application directly to the applicants, or through you. How would you like to handle this? The HPC requested any lighting for public buildings be energy efficient lighting to support our policies on the energy issue. Thanks! When do you anticipate a formal HPC application being submitted? I think it is hasty and somewhat inappropriate for exterior tower decisions being made without the benefit of HPC input, but perhaps you are intending to have all this detailed in the narrative of the application. (?) I see that the temporary lift is being installed today, and that electric conduit has been attached to the building through the mortar joints. Please keep me informed as to any construction problems/changes. I'll be gone from 3-22 to 3-28.Thanks. .. .. I . AGENDA ITEM SUMMARY WORK SESSION DATE: March 19, 1991 AGENDA ITEM TITLE: Courthouse· Elevator/Courtroom Partition Project Update STAFF RESPONSIBLE FOR ITEM: Tom Newland DESCRIPTION OF ISSUE: Staff has been working with the Courts and a hired consultant, Dave Gibson of Gibson & Reno Architects, to develop a remodeling and renovation project for the Pitkin County Courthouse which would provide for handicapped access to the courthouse and allow more office/activity space for the court clerk. Attached for your review are three items concerning this project: 1) A final design drawing of the proposed Courtroom Partition project, showing the walls to be erected and the office space to be provided. The Courts have conceptually approved this plan and staff is ready to proceed with gaining the appropriate development approvals. A copy of this plan is attached as Exhibit "A"; 2) A conceptual drawing of the Courthouse floor plans showing four potential elevator options (see Exhibit "B") . Three of the options place the elevator internally; one is an exterior elevator with additional full-length stairway. Outside elevation renderings are also attached for the exterior elevator option. The exterior elevator option is included for consideration primarily to satisfy a recent ruling by the Building Department that, if the attic of the Courthouse is utilized for office/activity space, a second stairway or fire escape must be provided to service all floors. A memorandum from Dave Gibson concerning this issue is attached as Exhibit "C". ALTERNATIVES/OPTIONS: The courtroom partition portion of the project is fairly straight-forward and is included primarily as an informational item. However, the courthouse elevator project is becoming more complex because of the recent ruling by the Building Department and the fact that the internal elevator option significantly impacts existing space usage within the courthouse. In addition, overall office space planning for the departments of County government is becoming more dependent on the ultimate placement and use of the elevator. Staff is before you today to accomplish the following: 1) Get the Board's conceptual approval of the courtroom partition project; 2) Get the Board's feelings as to a preference for the elevator placement; .. 3) Gain the approval of the Board for a proposal to split the overall project into two separate projects. This will allow the courtroom partition project to continue separate of the elevator so that the court clerk can have use of the new office space by July of 1991. The elevator.project can then be examined in more detail in conjunction with an overall office space master plan to be developed by staff. Staff and it's consultant will be on hand at the meeting to show you full size drawings of the various exhibits and to more fully describe the planning process involved for the project to date. . COOPERAVENUE #207 ASPEN, COLOAADO 81611 - 303/925·5968 PROJECT: Pitkin County Courthouse Remodel DATE/TIME: February 28, 1991 at 1:30 pm PRESENT: J.E. DeVilbiss, Joe Lopez, Timm Fautsko, Caroline Jemison, Toni Newland, Dave Gibson and Markley Office Design Representatives NOTES: 1. Three alternate elevator locations were examined and evaluated with regard to cost, function, codes and political feasibility. a. It was decided to go with an exterior elevator (location on the east end of the building, and to assume a new stair associated with the elevator). 2. The Markley office layout concept plan for placement of furnishings was not changed greatly, although other changes were suggested, including: a. Move the public counter out to the hallway. b. Add a door to the courtroom near the chimney. C. Intrusions into the District Court space should be minimized and the Clerk's new area should have a lower ceiling. d. New windows in the Clerk's space at location. of existing niches. 3. Exterior studies for the elevator tower were reviewed and it was suggested to make the tower more compact if possible. a. A follow-up meeting with the Sheriff and Police Patrol Division should be held soon to present the project and how it affects their space. 4. A meeting of all parties will be held next Thursday, March 7th to review schematic designs. 5. A meeting with Timm, J.E.
