Preliminary planning was halted at the time administrative delay was established for preparation of the Growth Management Plan. Recently City Council decided to permit projects to proceed through various procedures including HPC review. This project has been reviewed by P&Z for approval to encorach slightly into the view plane. The proposal is for the addition of a second floor to the Aspen Grove Building and the redesign of the ground floor facade. The applicants have met with the Planning Office for interpretation of the design review guidelines and to present preliminary drawings for comment and subsequent revisions. Planning Office comments on the proposal are as follows: 1. The front facade that is closest to the street conforms with the design guidelines from the stand point of materials, scale (massing) and the vertical orientation of second floor windows. Two of the windows on the West front facade open into the exterior staircase while the other two windows serve the second floor interior. As such, the two windows above the staircase tend to make a false architectural statement, and if they are glazed they will be difficult to clean once they become dirty. 2. The first setback on the East side of the building' s front facade is "L" shaped with three windows on the second floor that do not visually relate well with the fenestrations on the ground level. Particularly, questionable is the decision to locate the corner of the upper level directly above and centered on the door opening below. One solution to solve this problem as well as the first comment would be to set back the second floor facades from the ground level facades. This would also preserve the existing spacial experience along this block of Cooper Street that has major historic .. Page 2 Continued structures anchoring each end of the block and seperated by a one-story quieter architectural statement. The applicants, however, may be able to develop other solutions to this situation. 3. The colored pencil drawings indicate the general color scheme of the complex, but it is recommended that samples of the brick, metal trim and paint swatches be submitted for review before final approval. 4. The overall appearance of the building makes a complete visual statement given the restrictions of the view plane and objective of preserving the garden. It is recommended that any future expansion be restricted from public view and located beneath the existing structure. Final approval should restrict future enclosure of the balcony in glass or other material. 5. Any future canvas or other type awnings that may be installed on the second level balcony shall be subject to review by the HPC and, if penetrating the view plane, by the P & Z. 6. Final plans submitted to HPC should indicate the location and technique for signage. The intent of this criteria is to prevent the clutter of signs that can often occur on buildings that house numerous establishments. 7. The parapet that is set back from the facades of the building do not contribute to the visual quality or functional aspects of the building. It is recommended that it be removed in order to further reduce the massing appearance of the structure.
