RESOLUTION OF THE ASPEN HISTORIC PRESERVATION COMMISSION APPROVING AN APPLICATION FOR MINOR DEVELOPMENT AT 534 E. COOPER AVENUE, ASPEN, COLORADO RESOLUTION NO. , SERIES OF 1997 WHEREAS the applicant, Lennie Weinglass, represented by Bill Poss and Associates, has requested minor development approval for the property located at 534 E. Cooper Avenue. The property is located within the Commercial Core Historic District; and WHEREAS all development in an "H," Historic Overlay District or development involving a historic landmark must meet all four Development Review Standards of Section 26.72.010(D) ofthe Aspen Land Use Code in order for HPC to grant approval, namely: 1. Standard: The proposed development is compatible in general design, massing and volume, scale and site plan with designated historic structures located on the parcel and with development on adjacent parcels when the ... T 5. subject site is in a il, Historic Overlay District or is adjacent to an Historic Landmark. 2. Standard: The proposed development reflects and is consistent with the character of the neighborhood of the parcel proposed for development. 3. Standard: The proposed development enhances or does not detract from the historic significance of designated historic structures located on the parcel proposed for development or on adjacent parcels. 4. Standard: The proposed development enhances or does not diminish from the architectural character or integrity of a designated historic structure or part thereof; and WHEREAS, Amy Amidon, in her staff report dated July 23, 1997, recommended approval with conditions, and WHEREAS, the application was reviewed at a regular meeting of the Historic Preservation Commission on July 23, 1997, at which the Commission considered and approved the application without conditions by a vote of 5-2. NOW, THEREFORE, BE IT RESOLVED: That minor development at 534 E. Cooper Avenue, Aspen, Colorado, be approved without conditions. .. Excused was Melanie Roschko. MOTION: Roger moved to approve the minutes of May 28 and July 9th, 1997; second by Mary. All in favor, motion carried. 702 W. MAIN - MINOR - PORCH Amy Amidon, planner stated that the request is for extension of the porch to wrap around the east side. MOTION: Roger moved to approve the extension of the porch at 702 W. Main; second by Susan. All in favor, motion carried. 534 E. COOPER - BOOGIE'S MINOR Kim Weil, architect for Poss & Assoc. presented. Boogie's building is about ten years old and the request is to upgrade the entire store and it is basically an inside remodel. In the southwest corner they would like to add a cafe and redo the windows that face Cooper Street and make them operable. The existing two openings are about 16.4 feet wide. The proposal is for two sets of three double hung windows that would open. Commissioners discussed the muntin (piece that divides the two pieces of glass) and several thought possibly it should be eliminated or simplified. Kim indicated that the horizontal banding makes the windows look proportioned. MOTION: Roger moved to approve the minor development application for 534 E. Cooper Ave. as submitted; second by Susan. Cooper, Boogie's- Minor DATE: July 23,1997 SUMMARY: The applicant proposes to replace fixed glass windows on the Cooper Street side of the building with double hung windows. The change is being made to bring fresh air into a new cafe space. This building is not historic but lies within the Commercial Core Historic District. APPLICANT: Lennie Weinglass, represented by Bill Poss and Associates. LOCATION: 534 E. Cooper Avenue. PROJECT SUMMARY AND REVIEW PROCESS: All development in an "H," Historic Overlay District, or development involving a historic landmark must meet all four Development Review Standards found in Section 26.72.010(D) of the Aspen Land Use Code in order for HPC to grant approval. 1. Standard: The proposed development is compatible in general design, massing and volume, scale, and site plan with the designated historic structures located on the parcel and with development on adjacent parcels when the subject site is in an "H," Historic Overlay District or is adjacent to a historic landmark.... Response: The building is not directly next to any historic structures, but there are historic buildings on the opposite side of the street. The project will retain the size of the existing openings, but the windows will be replaced with groups of double hung windows, which is not typical of first floor spaces within the Commercial Core. Staff is not opposed to the operable windows. However, it may be appropriate to create double hung windows which are similar to the existing window design for consistency throughout the building, and to maintain compatibility with the typical retail .. storefronts on surrounding historic structures. Please review the last drawing sheet, modified by staff for further explanation. 2. Standard: The proposed development reflects and is consistent with the character of the neighborhood of the parcel proposed for development. Response: Most first floor retail windows in the Commercial Core are large areas of fixed glass with a transom window above. 3. Standard: The proposed development enhances or does not detract from the historic significance of designated historic structures located on the parcel proposed for development or on adjacent parcels. Response: The proposal does not directly affect a historic structure. 4. Standard: The proposed development enhances or does not diminish from the architectural character and integrity of a designated historic structure or part thereof. Response: The proposal does not directly affect a historic structure. ALTERNATIVES: The HPC may consider any of the following alternatives: • Approve the Minor Development application as submitted. • Approve the Minor Development application with conditions to be met prior to issuance of a building permit. • Table action to allow the applicant further time for restudy. (Specific recommendations should be offered.) • Deny Minor Development approval finding that the application does not meet the Development Review Standards. RECOMMENDATION: Staff recommends that HPC approve the minor development application with the condition that the double hung windows be similar in design to the existing windows. RECOMMENDED MOTION: "I move to approve the minor development application for 534 E. As part of this remodel a small cafe area serving coffees, juices, muffins and cookies will be added. In order to allow fresh air into this space, we are proposing to change the existing Cooper Avenue storefront. In place of the existing two large pieces of glass in each window, we would like to provide three tall double hung windows in a historic proportion. These window could then be opened when weather permits to allow fresh air into the cafe space. In addition, the kickplate would be modified to reflect the new window pattern. The new windows will be made by the same manufacturer as the remaining windows and all detailing and trims will be the same. It is our hope that these small changes to the exterior will enliven not only the exterior of the Boogies store but the entire neighborhood as well. When the windows are open, The activity inside the store and out on the street will seem closer to each other. Additionally, the use of double hung windows is complementary to the historic structures across the street.
